Mr. Doyle Turner, property owner, is requesting a certificate of appropriateness for the
enclosing of a garage located at 385 First St. According to Mr. Turner, the enclosing of
the garage was done from March -June, 1997 in an effort to keep transients from sleeping
in the structure. The work included replacing the door on the north end of the garage with
a double door, replacing an existing window on the east side with a double window and
enclosing the garage door opening with siding and two single windows. Shutters were
added to each window. Mr. Turner says that the siding used matched the existing siding
on the garage. However, he did not get a building permit to do any of this work.
This property became part of the Oaks Historic District in August, 1997. In November,
1997, Mr. Turner received two certificates of appropriateness for the house at the front
of this lot at 1709 Broadway. The certificate of appropriateness included replacing rotten
boards, painting the house, installing a sign and pouring a concrete driveway.
Various city inspections of the garage were made in November, 1997 when Mr. Turner
requested a certificate of occupancy for the flower shop. At that time the City found that
no building pen -nit had been issued to enclose the building. The certificate of occupancy
was revoked and a temporary certificate of occupancy was issued pending approval by the
Historic Landmark Commission of the work done to the exterior of the garage.
Even though the exterior work on the garage was done prior to inclusion within the
Historic District, because no building permit was obtained at that time, it is now going
before the Historic Commission for its approval.
NOTE: The subject property is zoned HI, Heavy Industrial. A flower shop is a permitted
use in that zoning district.
