SUBJECT: Request for approval of a certificate of appropriateness for the demolition of a
duplex structure at 2235-41 Laurel

STAFF REPORT
The City of Beaumont Clean Community Department has tagged the duplex structure at
223541 Laurel as substandard and in need of demolition. The structure was inspected and
found to be in violation of the City of Beaumont Code of Ordinances pertaining to
dangerous structures (see attached Inspection Report). The Clean Community Department
is asking that the Historic Landmark Commission grant permission to demolish this
structure.
The Texas Historical Commission conducted a review of the property and found the
property to be eligible for the National Register of Historic Places under Criteria C
because of its architecture (see attached National Register Criteria). The property is
included in the 1990 SPARE Beaumont survey. SPARE states that the structure was built
c.1930 is of the Craftsman style.
The City has determined that the needed repairs to this structure exceed 50% of its
appraised value ($21,540 improvements; $26,440 total).
The Beaumont Police Department has identified this structure as a center for illicit and
unlawful activity. This activity includes but is not limited to drug use, prostitution and a
meeting place and haven for gang members to escape detection by police.
The Historic Landmark Commission is asked to review this structure for historical
significance and if it should be demolished.
