Richardson, Planning Director SUBJECT: Request to consider amendments to Sec. 30-21.2(g)(1)h, Color and Sec. 30- 21.2(g)(1)j, Facade Materials, of the City of Beaumont Zoning Ordinance FILE: 572-OB NOTE: This item was deferred from the meeting of February 9, 1998. STAFF REPORT For some time now, the enforceability of that section of the historic district regulations pertaining to paint colors has been under question. The way the ordinance is now written leaves much open to interpretation both in acceptable paint colors and enforcement. The Chairman of the Historic Landmark Commission appointed a Paint Subcommittee to develop a recommendation on amendments to the ordinance. Basically, the subcommittee recommends that Sec. 30-21.2(g)(1)h be amended to include an approved dominant paint color range. Staff can approve dominant colors that fall within that color range. Any thing that differs from that color range will require Historic Landmark Commission approval. The acceptable color range consists of neutral colors, i.e. various shades of whites, beiges and grays (See enclosed list. Staff was unable to get true color reproductions of these colors. Color swatches will be available at the meeting.) The list reflects the names and color numbers of the Sherwin-Williams Paint Co. These names and numbers would be for reference only. This would be made clear to the property owner. Any brand of paint could be used. In addition, exhibits showing acceptable trim colors for each dominant color can be generated (See "Row House Tan" example). The ordinance would also be amended to require that the painting of a structure, whether the same or a different color, would require review and approval of a certificate of appropriateness. In addition, the ordinance would be amended to allow fiber cement siding products that look like wood siding as an acceptable facade material. '8c c��es'`:#ia2%�c#• unless the applicant establishes thatr<tlrt afxtzt that the painting is necessary to restore or preserve the brick itself. (iii) Certain Colors Prohibited. Florescent and metallic colors are not permitted on the exterior of any structure in an historic district. (iv) Dominant and Trim Colors. All structures must have a dominant color and no more than frne-l3eearim colors. The colors of a structure must be complementary to each other and the overall character of the historic district. (v) Gutters and downspouts. Where appropriate, gutters and downspouts must be painted or colored to match the trim color or the roof color of the structure. (vi) Roof Colors. Roof colors must complement the style and overall color scheme of the structure. (vii) Stain. The use and color of stain must be typical of the style and period of the building. (h)(2) Actions not Requiring Review. (a) Routine Maintenance and Replacement. Routine maintenance and replacement includes processes of cleaning (including water blasting and stripping) iepainting an itern the sarne colo ; and replacing with like kind, duplicating, or stabilizing deteriorated or damaged architectural features (excluding paint color). (h)(3) Actions Requiring Review by the Director. in addition to other applicable permitting, the Director shall review, within thirty (30) days of acceptance, an application for a certificate of appropriateness for the following minor exterior alterations. Applications requiring review by the Historic Landmark Commission shall be forwarded by the Director to the Commission within thirty (30) days of receipt of said application. The Director shall determine whether the proposed work complies with the preservation criteria and regulations contained in this Ordinance and all other applicable ordinances. If the proposed work complies, the Director shall grant the certificate. (1� The application, installation or replacement of. 1) fences; .....• . (ii) The demolition, construction, placement or relocation of an accessory structure. Facade Materials. (I) In General. The only permitted facade materials are brick, wood siding, vinyl xir v 1 roducts that look like wood siding. All facade siding and wood p treatments must be done in a manner so as not to change the character of the building or irreversibly damage or obscure the architectural features and trim of the building.
