APPROVAL OF THE MINUTES
A motion was made by Commissioner Broussard to approve the minutes of the April 13, 1998
meeting. The motion was seconded by Commissioner Belt and motion to approve carried 8:0.
REGULAR MEETING
1) CA-242: Request for approval of a certificate of appropriateness for construction of two
additions, a new driveway and a new fence.
Location: 2555 Long
Applicant: Mr. and Mrs. John Kimmel
Steve Richardson presented the staff report.
Mr. and Mrs. John Kimmel, applicants, are requesting a certificate of appropriateness to
construct two additions on the east and south sides of their house, reconstruct their driveway,
and build a new fence along the east property line.

The applicants propose extending the south wall of the living room 4 feet. Interior walls will
be removed and a new space for the kitchen and breakfast area will be created. Windows in
this addition will be replaced with multi -light windows to match the other wood -framed
windows in the house. French doors will also be added. The exterior finish will be the
same as the existing siding. The roof line for the addition will be a 5:12 pitch.
A 14' 6" section of the east wall will be extended 4 feet. This space will become a new
bathroom area. The siding will be brick to match the house. The angle of the roof line will
match that of the house.
In addition, the existing driveway is to be replaced with a new driveway and moved 3 feet to
the west. A new 8 foot tall fence, tapering down to a 4 foot fence is proposed on the east
property line. The 4 foot tall portion of the fence will extend to the front property line. The
4 foot tall portion of the fence will extend to the front property line. A 4 foot tall fence is
allowed in the front yard.
The house is listed in the 1991 SPARE Beaumont Survey. SPARE states that the house was
built c.1938 and is an example of an early split-level house in Beaumont.
Councilmember Lulu Smith arrived.
Slides of the property were shown.
Mr. and Mrs. Kimmel were in the audience to answer questions.
Vice Chairman O'Rear asked if there was anyone who wished to address CA-242.
Mr. and Mrs. Casey Kovak spoke in opposition to the addition of the new fence and the
driveway. They addressed the Commission with their reasons for objecting to the fence being
built on the property line and presented pictures of the property in question.
Mr. and Mrs. John Kimmel, 2555 Long, addressed the Commission. They presented
pictures of their property and explained why they wanted a new fence and driveway.
Vice Chairman O'Rear closed the Public Hearing.
There being no further discussion,Vice Chairman O'Rear asked for a motion to consider CA-
242 for approval of the additions to the house only. The Certificate of Appropriateness for
the fence and driveway will be decided by the Planning Director.
Commissioner Broussard made a motion to approve CA-242 for additions to the house only.
Commissioner Holmes seconded the motion and was approved 8:0.
Mr. Richardson stated that he would ask the Traffic Engineer to inspect the property before
making a ruling with regards to the fence.

2) Revolving Loan Fund
Mr. Richardson reported that $35,000 is available in the Historic Loan Fund.

OTHER BUSINESS
Mr. Richardson updated the Commission on the plans for the celebration of Spindletop 2001. He also
reminded the Commissioners that the Beaumont Preservation Awards Ceremony was to be held at 5:00
p.m. at the Tyrrell Historical Library.
