Smith, and Carolyn Howard.
APPROVAL OF THE MINUTES
Vice -Chairman O'Rear made a motion to approve the minutes of the May 11, 1998
Regular Meeting. Commissioner Levy seconded the motion. Motion to approve
carried 9:0.

PUBLIC HEARING
1) File 98-TE-11: Request for a tax exemption for a historical site.
Location: 381 College Street
Applicant: 1919 SJD Beaumont, Ltd.
Mr. Richardson told the Commission that the tax exemption is for a term
of ten years and holds the existing taxable value of the structure at its
present value. This would be for City property taxes only. The property
is appraised at $111,430. The proposed improvements exceed $483,000.
The proposed use of the building will be for the law offices of Sheldon,
Jordan and Dunham. It is the intent of the firm to rehabilitate the building
to be in compliance with Secretary of the Interior standards. All plans will
be submitted to the Texas Historical Commission for their review.
Slides of the subject property were shown.
Chairman Richardson asked for the applicant's comments.
i Scot Sheldon, the applicant, addressed the Commission. Mr. Sheldon is
the managing partner of the law firm. They are currently located at 381
Liberty in the Kyle Building. Mr. Sheldon thanked Carolyn Howard and
Beaumont Main Street for their help in this project. He said that they had
also been working with architect Vince Hauser. Structurally, the building
is in good condition. It has been used for storage only the last few years.
The roof appears flat, but there is a wall surrounding the top which
disguises a pitched roof that is also in good condition. The building is
approximately 14,000 square feet. Sheldon, Jordan & Dunham has an
office in Orange, but will combine that office with Beaumont's office once
the building is finished.
Chairman Richardson asked for comments on File 98-TE-11.
Carolyn Howard, Director of Beaumont Main Street, addressed the
Commission in favor of the project.
Commissioner Broussard made a motion to adjourn the meeting so that the
Commission could make an inspection of the subject property.
Commissioner Hallmark seconded the motion. Motion to adjourn carried
9:0.

The meeting was reopened when the Commission returned.
Discussion between the Commission followed.
Scot Sheldon introduced Rhone Ruddy, C.P.A. for their firm.
Chairman Richardson closed the Public Hearing.
Commissioner Hallmark made a motion to approve File 98-TE-11 as
submitted. Commissioner Farah seconded the motion. Motion to approve
carried 9:0.
REGULAR MEETING
1) Revolving Loan Fund
Mr. Richardson reported that approximately $39,000 is available in the
Historic Loan Fund. He said that an insert explaining the Oaks District and
information regarding monies available through the loan program was
mailed out with the dune water bills.
2) Chairman's Report
No report was given.
OTHER BUSINESS
Mr. Richardson told the Commission that he has information on this year's CLG
Conference to be held in Corpus Christi and for those interested in attending to
contact him by August 1.
Mr. Richardson updated the Commission on the plans for the celebration of
Spindletop 2001.
Mr. Richardson introduced Adina Abshire, Planning Technician.
Discussion between the Commission and Mr. Richardson regarding the
enforcement of Historic District regulations followed.
