Commission members present: Commission members absent: Chairman Tracy Richardson Vice -Chairman Michael O'Rear Commissioner Marie Broussard Commissioner Cathy Belt Commissioner Denise Shelton Commissioner Shaheen Farah Commissioner Jamie Credle Commissioner Dale Hallmark Commissioner Leonie Bodin Commissioner Julia Levy Commissioner Terrence Holmes Staff present: Stephen Richardson, Secretary; Jill Cole, Recording Secretary; and Adina Abshire, Planning Technician. Also present: Councilman -at -Large Andrew Cokinos and Councilmember Lulu Smith. APPROVAL OF THE MINUTES Chairman Richardson asked if there were any additions or corrections to the minutes of the July 13, 1998 Regular Meeting. There being none, Chairman Richardson approved the minutes. HISMRIC LANDMARK COMMISSION August 10.19M REGULAR MEETING 1) File CA-275: Request for approval of a certificate of appropriateness to allow the replacement of a concrete the roof with composition shingles. Location: 2250 Laurel Applicant: Lester C. Tanton Mr. Richardson told the Commission that the 1990 SPARE Beaumont stated that the structure was built c. 1925 and is of the Spanish Colonial Revival Style. The house is an example of middle class housing built in Beaumont in the 1920's. In 1996, the City tagged this structure as substandard and in need of demolition. Due to a change in ownership, no action was taken on the demolition at that time. In January, 1998, Mr. Tanton, the property owner, entered into a "Work Program Agreement" to begin basic repairs. He received a CA to make some exterior repairs with like materials only. Mr. Tanton states that the reasons for this CA are due to the weight that the existing roof is putting on the house, the unavailability of this type of tile, the unavailability of craftsmen to repair this type of roof and the cost of replacement. Chairman Richardson asked for the applicant's comments. Lester Tanton, 1923 Broadway, the applicant, addressed the Commission. In response to Commissioner Hallmark, Mr. Tanton said he did not know yet what his plans were for the house once the repairs are completed. In response to Commissioner Broussard, Mr. Richardson said that the inside of the house was in poor condition and in need of repairs. Chairman Richardson asked for comments on File CA-275. No comments were made. Commissioner Hallmark made a motion to approve the certificate of appropriateness for the replacement of an existing concrete the roof with composition shingles at 2250 Laurel as requested in CA-275. Commissioner Belt seconded the motion. Motion to approve carried 9:0. 2 HISTORIC LANDMARK COMMISSION August 10.1998 2) Revolving Loan Fund Mr. Richardson reported that $40,669 is available in the Historic Loan Fund. 3) Chairman's Report Chairman Richardson said that he and Sam Pullig are trying to arrange a meeting with Mayor Moore on the Spindletop 2001 project so that they can move forward at least with the City's portion for the celebration. Katherine Wiggington, 910 Elgie, addressed the Commission. She said she has a photograph of a concrete slab where the original Spindletop marker was located. The property is owned by Rosine McFaddin and her son, Bill Wilson, Mrs. Wiggington said she felt that we have lost our historic value if we aren't able to get to where to the original gusher came in. She said that with some work, that could be accomplished. OTHER BUSINESS 4) Report on Historic Tour Brochure Mr. Richardson said he met with the Brochure Committee last Friday and they looked at some of the structures. It's been narrowed down to 50 - 52 structures that they would like to see in the brochure. Marie Broussard has gotten bids for approximately 40 photos. The remaining structures will be listed without photos. Commissioner Hallmark asked what criteria was used to select the structures. Mr. Richardson said that they used the list of historic properties that are either in the National Register, or have state or local historic designations on them. The committee also added a few to that list. 5) Confederate Encampment Monument on Highland Avenue Chairman Richardson said that the marker of the Confederate Encampment is slated for repairs and will also be moved. It will be placed close to where the camp was originally which is behind where the Humane Society 3 HISTORIC LANDMARK COMMISSION Augusl 10.1998 is now located. We have a verbal agreement with the Humane Society Board to place it on their property and are now waiting on a letter from the Chairman of that Board. There are some errors on the marker as it is now written that will hopefully be corrected when it is repaired. 6) Jamie Credle announced that there will be a workshop on September 28, 1998 from 10 a.m. to 12 noon at the McFaddin-Ward House Visitor Center. "Au Overview of Effective Museum Docent Coinniunication Skills" will be presented by Dr. Paul Risk, Director of the Center for Resource Communication at Stephen F. Austin University. Also at the McFaddin-Ward House Visitor Center, on October 15, 1998, at 7 p.m. will be a slide lecture and book signing with Virginia McAlester. Her book, A Field Guide to America's Historic Neighborhoods and Museum Houses, will be out this fall. The McFaddin-Ward House and Beaumont's Historic Neighborhoods will be featured in the book. Vice -Chairman O'Rear reported that work has begun to rectify the problems with the driveway at 2555 Long. The neighbors involved have come to an agreement and are pleased with the outcome. Commissioner Hallmark and Mr. Richardson discussed the eight foot tall fence requirement in the Oaks Historic District. Mr. Richardson talked to the Commission about possible workshops. 1 4
