SUBJECT: Request for approval of a certificate of appropriateness for the demolition of a
residential structure located at 2130 Rusk.

The City of Beaumont Clean Community Department has tagged the single family structure
at 2130 Rusk as substandard and in need of demolition. The structure was inspected and
found to be in violation of the City of Beaumont Code of Ordinances pertaining to
dangerous structures (see attached Inspection Report). The Clean Community Division is
asking that the Historic Landmark Commission grant permission to demolish this structure.
The property is listed in the 1990 SPARE Beaumont survey. SPARE states that the
structure was built c. 1925 and is of the Vernacular Craftsman style. SPARE further states
that the house is typical of middle class housing built in Beaumont in the 1920's. The
house was in fair condition in 1990 but has deteriorated since. SPARE states that the use
of modern materials on the house sacrifices the house's architectural integrity.
The City has determined that needed repairs exceed 50 % of the appraised value ($4,160
improvements; $7,590 total). The owner of the property has signed a Demolition Consent
form.
The Historic Landmark Commission is asked to review this structure for historical
significance and if it should be demolished.
