The November 13, 2000, Historic Landmark Commission meeting was called to order by Acting
Chairman Philip Long.

APPROVAL OF THE MINUTES
Acting Chairman Long asked for approval of the minutes of the Regular Meeting on October 9, 2000.
Commissioner Farah moved for approval and Commissioner Jordan seconded the motion to approve the
minutes of the October 9, 2000 meeting. Motion was approved 7:0
Acting Chairman Long asked for approval of the minutes of the Special Meeting on October 18, 2000.
Commissioner Broussard made the motion to approve the Special Meeting Minutes of October 18, 2000,
and Commissioner Shelton seconded motion. The motion carried 7:0.
REGULAR MEETING
CA-519 and CA-520: Request for a Certificate of Appropriateness to demolish unsafe
structures.
Location: 2475-2477 Angelina (main structure) and 2475-Angelina (garage apartment)
Applicant: City of Beaumont Clean Community Department

Mr. Steve Richardson presented the staff report and recommended approval of the request for
demolition.
Clean Community inspected the duplex structure at 2475-77 Angelina and the garage apartment
at 2475 Angelina (rear) and found them to be in violation of the City of Beaumont Code of
Ordinances pertaining to dangerous structures. The garage apartment is behind the main
structure and recently burned to such an extent it cannot be repaired.
The structures were tagged substandard on August 22, 1997. Notification was then sent to the
owner. Since the original notification, ownership has changed twice.
In 1999, the Texas Historical Commission found the property to be eligible for the National
Register of Historic Places.
Slides were shown of both structures.
Mr. Richardson stated that Ms. Pam Loiacano was in the audience to answer questions.
Ms. Loiacano addressed the Commission. She stated that work programs and a 120-day
extension were made available to the owner, however only patchwork had been done. She also
stated that proper notification has been sent to the owner of the action to demolish said
structures.
Acting Chairman Long asked for a motion on CA-519 and CA-520. Commissioner Broussard
made a motion to approve CA-519 and CA-520 as requested. Commissioner Shelton seconded
the motion. The motion to approve CA-519 and CA-520 carried 7:0.
CA-523: Request for a Certificate of Appropriateness to enclose front porch with mosquito
screen.
Location: 2245 Laurel
Applicant: Gordon Sprouse
Mr. Richardson presented the staff report.
During routine inspecting of the Historic District, staff noticed that the front porch of the
residence at 2245 Laurel had been screened. In discussions with the property owner, it was
found out that the porch had been screened since 1998.
Staff feels that the sa»ening is hardly noticeable and does not detract from or alter the structure.
The house is listed in the 1990 SPARE Beaumont. The house was built pre-1920 and is of the
Vernacular Craftsman style.
Slides were presented of the subject property.

The applicant was not able to attend due to illness.
Acting Chairman Long asked for a motion on CA-523. Commissioner Farah made a motion to
approve CA-523 with the stipulation that the screen be well -maintained. The motion was
seconded by Commissioner Holmes. The motion to approve CA-523 with stated conditions
carried 7:0.

99-TE-12:: Request for a tax exemption for a historically significant site in need of tax relief
to encourage preservation.
Mr. Richardson presented the staff report.
The National Development Council applied for tax relief in February 1999, for the Hotel
Beaumont at 625 Orleans. In March 1999, the Historic Landmark Commission and City
Council approved the tax exemption for said property.
Ms. Sally Loveland, Director, is now requesting verification by the Historic Landmark
Commission of the work done. Once the visual verification is complete and the Historic
Landmark Commission approves the work done, staff will notify the Jefferson County Appraisal
District.
Discussion centered around the different aspects of the work completed. After the proper
verification occurred, Acting Chairman Long asked for a motion on File # 99-TE- 12.
Commissioner Farah made a motion to approve File #99-TE-12 and Commissioner Broussard
seconded the motion. The motion carried 7:0.
OTHER BUSINESS
1. Revolving Loan Fund
Mr. Richardson staled that approximately $58,500 is available.
2. 325 North 7th Street - The possibility of a Historic Designation being placed on said property
was discussed. It was decided that a tour of the house would be required before any further
action is pursued. Mr. Richardson will contact the owner and will inform the Commission of
a date and time.
3. Chairman's Report
Mr. Richardson stated that a grant application for partial funding of a historic brochure will be
presented to the Spindletop Committee on November 14, 2000.
