APPROVAL OF THE MINUTES Chairman Richardson asked for approval of the minutes of the October 14, 2002 meeting. Commissioner Bodin made a motion to approve the minutes and was seconded by Commissioner Levy. The motion carried 8:0. PUBLIC HEARING HCD-1.22: Request for approval for an HC-L, Historic -Cultural Landmark Preservation Loan Location: 1608 Orange (Ogden House) Applicant: David Bienvenu Steve Richardson, Planning Manager, presented the staff report and recommended approval. David Bienvenu, the property owner, is requesting a historic preservation loan in the amount of $51,3 85. This money would go towards the renovation of the "Ogden House" located at 1608 Orange. Land Manor, the previous owner, sold the property to Mr. Bienvenu in July, 2002. In 1997, Mr. Bienvenu borrowed money from the Historic Preservation Loan Fund to make exterior renovations to his current residence at 1645 Orange. He is current with that loan. Mr. Bienvenu would now like to restore "Ogden House" for his permanent residence. Hislaric Landmark Commission Meeting Minutes - November 13, 2002 The property is included in the 1977 and 1991 SPARE Beaumont Survey. SPARE Beaumont states that the house is of the Classical Revival style and is an excellent example of high style architecture in the Classical Revival style. The property was placed on the National Register of Historic Places in 1992. The house was built in 1903 by the Lemuel Petman Ogden family as the country home for the family. Ms. Ogden named it "Idle Hours". Mr. John Blewitt Smyth bought the house in 1912. In 1923, the house was sold to Mr. J.W. Stuart. In October, 1970, the house went front being a private residence to serving as a halfway house operated by Land Manor. The money that Mr. Bienvenue would like to borrow will initially be used to snake renovations to the servants quarters, carriage house and carport. If any money is left over, he will use on the exterior of the main house. At 8 years, the monthly payment will be $535.26. Photos were shown of the subject property. Mr. David Bienvenue was in the audience to answer questions. Discussion followed concerning the repairs to be made. Chairman Richardson asked for a motion on HCD-1.22. Commissioner Farah made a motion to approve HCD-1.22 as requested and was seconded by Commissioner Jordan. The motion to approve HCD-1.22 was approved 8:00. REGULAR MEETING 1. CA-756: Request for a Certificate of Appropriateness to replace current roof with metal roof. Location: 2360 Gladys Applicant: Leonora Masters Leonora Masterson, the property owner of 2360 Gladys, would like to replace her existing composition shingle roof with a metal roof. The house is a ranch -style home with a low-pitched roof. The new roof would be emerald green in color. The existing shingled roof is green. The property is not listed in the SPARE Beaumont Survey. The Planning Manager recommended approval of this request. Photos were shown of the subject property. Mrs. Masterson was in the audience to answer questions. Chairman Richardson asked for a motion. Commissioner McFarland made a motion to approve CA-756 to allow a green metal roof and was seconded by Commissioner Jordan. The motion was approved 8:0. 2. CA-757: Request for a Certificate of Appropriateness to demolish a duplex. Location: 2088-90 South Applicant: Clean Community Department, City of Beaumont The Planning Manager recommended approval of this request. Historic Landmark Commission Meeting Minutes - November 13, 2002 The City ofBeaumont Clean Community Department requests that the Historic Landmark Commission considerthe demolition of the duplex at 2088-90 South. The structure was lagged as substandard on August 29, 2002. The structure recently burned and the property owner does not intend to rehabilitate the structure. He has voluntarily signed a demolition consent form to have the City demolish the structure. Clean Community has determined that the structure has 50%or more damage to non -supporting members and at least 33% damage to supporting members. Clean Community does not feel that the structure is suitable for rehabilitation. The property is listed in the 1990 SPARE Beaumont Survey. SPARE states that the structure was built c. 1930 and is of the Classical Revival style. SPARE considered the structure as lacking integrity due to the conversion to a multiple family dwelling. Photos were shown of the subject property. Ms. Loiacano, Clean Community Department, was in the audience to answer questions. Discussion followed regarding the deterioration and damage of the structure. Chairman Richardson asked for a motion. Commissioner made a motion to approve CA-758 for demolition of the structure and was seconded by Commissioner Shelton. The motion carried 8:0. CA-758: Request for a Certificate of Appropriateness to demolish a house. Location: 1995 Ashley Applicant: Clean Community Department, City of Beaumont The Planning Manager recommended approval of this request. The City ofBeaumont Clean Community Department requests that the Historic Landmark Commission considerthe demolition of the house at 1995 Ashley. The structure was tagged as substandard on April 15, 2002. The property is in an estate under the name of Ima J. Mason with the executrix being Ila W. Jones. Ms. Jones is also deceased. There have been numerous complaints from the neighbors regarding this structure. Clean Community has determined that the structure has 50% or more damage to non -supporting members. Clean Community does state the structure is suitable for rehabilitation. The property is not listed in the SPARE Beaumont Survey. Photos were shown of the structure. Ms. Loiacano, Clean Community Department, was in the audience to answer questions. Discussion followed on the deterioration of the subject property. Chairman Richardson asked for a motion. Commissioner Jordan made a motion to approve CA-758 for demolition of the structure. The motion was seconded by Commissioner Belt and motion carried 8:0. Historic Landmark Commission Meeting Minutes - November 13, 2002 4. Historic Preservation Loan Report Mr. Richardson stated that approximately $76,000 is available for loans. S. Director's Report Mr, Richardson stated the a formal presentation will be made at the next meeting regarding the historic color pallette. OTHER BUSINESS Commissioner McFarland extended an invitation to everyone to visit the McFaddin-Ward House during the holidays. ADJOURN With no further business, the meeting was adjourned. 4
