Richardson, Planning Manager SUBJECT: Request for approval of a certificate of appropriateness to allow the demolition of a house at 2155 Angelina. FILE: CA-821 STAFF REPORT The Planning Manager recommends approval of this request. The Clean Community Department is requesting a certificate of appropriateness to allow the demolition of a house at 2155 Angelina. The structure was tagged substandard on August 7, 2002. Notification was sent to Vonella Landry, who was identified as the property owner. That letter was returned. Ms. Landry defaulted and the Jefferson County tax records shows Statewide Capital Investments, L. L. C. as the new owner. After receiving complaints from neighbors, the property was presented to City Council on April 22, 2003. City Council gave a raze order for the structure. Ms. Loiacano states in her report that the structure has 50% or more damage of non -supporting members and less than 33% damage of the supporting members. The structure itself is appraised at $12,090 for a total property value of $15,520. The property is listed in the 1990 SPARE Beaumont Survey. SPARE states that the structure was built c. 1928 and is of the Colonial Revival style. The house is typical of middle class housing built in Beaumont in the 1920's and 1930's. Exhibits are attached.
