HISTORIC LANDMARK COMMISSION
June 9, 2003

A Regular Meeting of the Historic Landmark Commission was held on June 9, 2003 with

APPROVAL OF THE NUNUTES
Commissioner Dean made a correction to the minutes of the May 19, 2003 Regular
Meeting. She added under item number 8 - possible projects for the Historic
Landmark Commission - her suggestion of having Dr. Sylvia Weir, who had
volunteered her time and talent to the Commission of quilted fabric panels of
historic homes and possibly coordinate those panels with the upcoming historic tour
brochure or for a fund-raising project.
Commissioner Brailsford made a correction to the minutes of the May 19, 2003
Regular Meeting. She added under item number 8 - possible projects for the
Historic Landmark Commission - the family of Elmo Willard was interested in
obtaining a historic landmark designation for his home at 1325 E. Gladys.

Commissioner Broussard made a motion to amend the minutes of the May 19, 2003
Regular Meeting to include the two additions mentioned and approve as amended.
Commissioner Yoes seconded the motion. Motion to approve carried 8:0.
REGULAR MEETING
1) CA-798: Request for a Certificate of Appropriateness for the demolition of a house.
Location: 2080 Laurel
Applicant: Entergy
Mrs. Abshire addressed the Commission and presented the staff report. She
reminded the Commission that the subject request had been deferred from the May
19, 2003 meeting.
Entergy, the applicant, owns the house at 2080 Laurel. The house is adjacent to an
Entergy substation and is in disrepair. Entergy states that they have no plans to
renovate or use the house.
The property is listed in the 1990 SPARE Beaumont Survey. SPARE states that the
house was built c. 1925 and is of the Vernacular Craftsman style. The house is
typical of middle class housing built in Beaumont in the 1920's.

The Planning Manager recommended approval of the request.
Slides of the subject property were shown.
Chairman Richardson asked for the applicant's comments.
Lee Rodgers, Building Manager with Entergy, addressed the Commission. Mr.
Rogers said that he had not been inside the home. Entergy's main concern and
reason for requesting the demolition was for safety reasons and the close proximity
to the substation. Mr. Rodgers answered questions from the Commission.
Chairman Richardson asked Mr. Rodgers to come back to the Commission with
pictures of the inside of the house
Discussion between Commission members followed.
Commissioner Jordan made a motion to defer the request for a Certificate of
Appropriateness for the demolition of a house at 2080 Laurel as requested in CA-
798 until the next scheduled meeting. Commissioner Dean seconded the motion.
Motion to defer carried 8:0.

2) CA-807: Request for a Certificate of Appropriateness to allow the construction of
a parking space.
Location: 2545 Pecos
Applicant: Enoch Bridges
The applicant, Enoch Bridges, wants to construct a parking space approximately 8'
x 30' adjacent to an existing driveway at 2545 Pecos.
The proposed parking space will flare off of the existing driveway. The existing
curb cut will not be widened. Mr. Bridges states that the existing driveway is in
poor condition and wants to replace it. Due to its width, the driveway is hard to
maneuver. The existing driveway is approximately 6-1/2' wide and runs along the
east side of the house and there's approximately 8' between the house and the fence.
There is a garage behind the house.
Mr. Bridges originally thought about building a new driveway to his garage along
the west side of the property, but that option was cost prohibitive. It is still his
intention to rebuild the driveway in its existing location but he would like to add the
aforementioned parking space.
Mr. Bridges also states that the parking situation along Pecos Boulevard is tight.
Pecos Boulevard is one lane in each direction. While on -street parking is not
;. prohibited, Mr. Bridges states that when a car is parked on the street, traffic flow
is severely constricted.
The Planning Manager recommended approval of the request.
Slides of the subject property were shown.
Chairman Richardson asked for the applicant's comments.
Mr. Bridges, the applicant, addressed the Commission and answered questions.
Discussion between Commission members regarding a landscaping buffer followed.
Commissioner Long made a motion to approve the request for a Certificate of
Appropriateness to allow the construction of a parking space at 2545 Pecos as
requested in CA-807 with the stipulation that there be a 4' landscape buffer at the
adjoining portion of the house. Commissioner Dean seconded the motion. Motion
to approve carried 8:0.
3) CA-808: Request for a Certificate of Appropriateness to allow the demolition of a
house.
Location: 2109 Rusk
Applicant: City of Beaumont Clean Community Department

2109 Rusk was inspected and found to be in violation of the City's Code of
Ordinances pertaining to dangerous structures. The structure was tagged as
substandard on September 17, 2002. The property is owned by Mary Wilkerson of
Dothan, Alabama.
The C lean C ommunity D epartment h as d etermined t hat t here is 5 0% o r m ore
damage to non -supporting members and 33% or more damage to supporting
members and is unsuitable for rehabilitation. The property has a total value of
$7,080. The house itself has an appraised value of $4,870.
2109 Rusk is listed in the 1990 SPARE Beaumont Survey. SPARE states that the
house was built c. 1910 and is of the National Folk style. SPARE states the use of
modern materials has sagrificed the structure's architectural integrity.
The Planning Manager recommends approval of the request.
Slides of the subject property were shown.
Pam Loiacano with the Clean Community Department was present and commented
on the structure.
Commissioner Jordan made a motion to approve the request for a Certificate of
Appropriateness for the demolition of a house at 2109 Rusk as requested in CA-808.
Commissioner Dean seconded the motion. Motion to approve carried 8:0.
4) Historic Preservation Loan Report
Mrs. Abshire stated that $2,904.62 was available.
5) Director's Report
Discussion of the property at 325 N. 7°i Street. Chairman Richardson suggested that
the City send the property owners letters asking for the roof to be repaired.
Chairman Richardson asked by the next meeting that staff find out if the property
owner is willing to sell the house and what kind of pressure can the City legally
apply to encourage the owner to either sell or repair the house.
Chairman Broussard stated that the Historic Tour Brochure has gone to press and
will be available in July.
