Richardson, Planning Manager SUBJECT: Request for approval of a certificate of appropriateness to allow the demolition of a single family house and an accessory structure at 2150 Rusk/ FILE: CA-837 STAFF REPORT The Planning Manager recommends approval of this request. On April 1, 1998, the City of Beaumont's Clean Community Department/Neighborhood Services tagged a single family home and accessory structure at 2150 Rusk as substandard. The structures were inspected and found to be in violation of the City of Beaumont Code of Ordinances pertaining to dangerous structures. Jewel Hopkins Prados and Charles Jones were identified as the property owners with each having a half interest. Notification was mailed to the property owners on April 15,1998. Jewel Prados enrolled in a work repair program to repair the structure. However, the structure is still not in compliance. Neighborhood Services has determined that the structures have 50% or more damage to non - supporting members and 33% or more damage of the supporting members. The property has an appraisal value of $5,730 (land value = $1,720; improvement value = $4,010). The structure is listed in the 1990 SPARE Beaumont Survey. SPARE states that the house was constructed c. 1928 and is of the Vernacular Craftsman style. It is described as an example of middle class housing built in Beaumont in the 1920's. The structures will be presented to City Council in the near future for their consideration. The Neighborhood Services/Demolition Division will be requesting a raze order from City Council.
