HomeMy WebLinkAbout5-14-01 HLC Minutesw *MINUTES* ': HISTORIC LANDMARK COMMISSION May 14, 2001 City Council Chambers - 3:30 p.m. The May 14, 2001, Historic Landmark Commission meeting was called to order by Vice Chairman Dale Hallmark Commission members present: Vice Chairman Dale Hallmark Commissioner Marie Broussard Commissioner Leonie Bodin Commissioner Eric Belt Commissioner Ralph Jordan Commissioner Denise Shelton Commissioner Julia Levy Commissioner Philip Long Commission members absent: Commissioner Shaheen Farah Commissioner Terrence Holmes Commissioner Tracy Richardson Councilmembers present: Councilmember Andrew Cokinos Councilmember Lulu Smith Staff present: Steve Richardson, Planning Manager; Nancy Nicholas, Recording Secretary; Cheryl Robinson, Senior Planer; Adina Abshire, Planning Technician., APPROVAL OF THE MINUTES Vice Chairman Dale Hallmark asked for approval of the minutes of the March 12, 2001, meeting minutes with one correction. He noted that Chairman Tracy Richardson's name was omitted from those Commissioners present. Commissioner Broussard made a motion to approve the minutes of the March 12, 2001, meeting minutes with the correction noted and Commissioner Bodin seconded the motion. The motion to approve the minutes of the March 12, 2001, meeting was approved 8:0. REGULAR MEETING 1. CA-554: Request for a Certificate of Appropriateness to paint a house. Location: 2120 Ashley Applicant: Statewide Consolidated Company Mr. Steve Richardson presented the staff report. Historic Landmark Commission Meeting Minutes May 14, 2001 i This item is a request for a Certificate of Appropriateness to paint a house at 2120 Ashley. This CA was tabled at the March 12, 2001, meeting. Denial of the request was recommended. At that meeting, the Historic Commission asked for additional information concerning dates of previous building permits, etc. Staff research shows that a building permit and CA were issued in August, 1999 for reroofing. A permit for interior renovations was granted in 2000. No CA is required for interior renovations. Slides were presented of the subject property. Mr. Richardson stated that the applicant was not in the audience. Commissioner Hallmark asked irthe applicant would have been referred to the Planning Department when a permit was requested. Mr. Richardson replied that when a person applies for a permit, addresses in the Historic District are red tagged and must be referred to the Planning Department for a Certificate of Appropriateness before any permits are issued. With no further discussion, Vice Chairman Hallmark asked for a motion. Commissioner Jordan made a motion to deny CA-554 and was seconded by Commissioner Long. The motion to deny CA-554 was approved 8:0. 2. CA-574: Request for a Certificate of Appropriateness to demolish a structure. Location: 2400 Rusk Applicant: Clean Community Department Mr. Richardson presented the staff report. This item is a request for a Certificate of Appropriateness to demolish a structure at 2400 Rusk. The Clean Community Department tagged this structure as substandard and in need of demolition. The structure was tagged on January 13, 2000 and attempts to notify the property owner have been unsuccessful. Numerous complaints have been received by Neighborhood Services and the structure is open and accessible and being vandalized. The structure is not listed in SPARE. Approval of the request was recommended. Slides were presented of the subject property. Mr. Richardson stated that Ms. Loiacano was in the audience. ]v1s. Loiacano presented additional photos of the property and stated that the property was in deplorable condition and rodent infested. 2 Historic Landmark Commission Meeting Minutes May 14, 2001 With no further discussion, Vice Chairman Hallmark asked for a motion on CA-574. Commissioner Long made a motion to approve CA-574 and Commissioner Shelton seconded the motion. The motion to approve CA-574 carried 8:0. CA-575: Request for a Certificate of Appropriateness to demolish a structure. Location: 2095 South Applicant: Clean Community Department Mr. Richardson presented the staff report This item was a request for a Certificate of Appropriateness to demolish a structure at 2095 South as substandard and in need of demolition. The structure was tagged on October 4, 2000 and attempts to notify the properly owner have been unsuccessful. Numerous complaints have been received by Neighborhood Services and the structure is open and accessible and being vandalized. The structure is not listed in SPARE. Approval of the request was recommended. Slides were presented of the subject property. Mr. Richardson stated that Ms. Pam Loiacano was in the audience to answer questions. Ms. Loiacano provided photographs of the structure for distribution to the Commission for their perusal. Discussion followed concerning the amount of damage and vandalism to the structure. With no further discussion, Vice Chairman Hallmark asked for a motion on CA-575. Commissioner Long made a motion to approve CA-575 and Commissioner Bell seconded the motion. The motion to approve CA-575 was approved 8:0. CA-586: Request for approval of a Certificate of Appropriateness to paint the trim on a residential structure. Location: 2245 Angelina Application: Nadeem Aziz Mr. Richardson presented the staff report. The applicant bought this house at 2245 Angelina two months ago. The house was painted white with blue trim. The blue trim does not compliment the house. The house is listed in the 1990 SPARE. Due to its unique configuration, the house is listed as a fine example of Craftsman -style houses built in Beaumont in the 1920's-30's. The Planning Manager recommended denial of this request. Slides were presented of the subject property. Historic Landmark Commission Mecling Minutes May 14, 2001 Mr. Richardson stated the applicant was not present. Discussion followed concerning the shade of blue trim on the house and alternative trim colors. Vice Chairman Hallmark asked for a motion on CA-586. Commissioner Jordan made a motion to deny CA-586 and was seconded by Commissioner Shelton. The motion to deny CA-586 was approved 8:0. 2. CA-587: Request for a Certificate of Appropriateness to install a chain link fence. Location: 2510 Evalon Applicant: Judy Boone Mr. Steve Richardson presented the staff report. The applicant states that the chain link fence, along with the landscaping, affords some protection and privacy from the street traffic without blocking the view. The applicant bought this house over a year ago. The fence was installed without a Certificate of Appropriateness. The City does not require a building permit for fences, The historic district regulations state that a chain link fence is allowed in the rear yard but must not be visible from the street. A fence in a front or comer side yard must be constructed of wrought iron, wood or brick. There are other existing chain link fences in the immediate neighborhood. The fence does not extend in front of the house. The house is listed in SPARE. Slides were presented of the subject property. Mr. Richardson stated that the applicant was not present to answer questions. Discussion followed regarding the appropriateness of the landscaping and the attractiveness of the house and fence. With no further discussion Vice Chairman Hallmark asked for a motion. Commissioner Broussard made a motion to approve CA-587 and Commissioner Levy seconded the motion. The motion to approve CA- 587 carried 8:0. 3. Revolving Loan Fund Mr. Richardson stated that $70,000 was available in the loan fund. 4. Director's Report Due to the absence of Chairman Richardson, there was no report. OTHER BUSINESS Tim McCreasch - Roof @1825 Broadway Ms. Cheryl Robinson reported that she had been in contact with Mr. McCreasch concerning the roof on his house. Mr. McCreasch asked for additional time due to extreme financial difficulties. Discussion followed regarding the completion of the roof and the additional lime already given to Mr, McCreasch. ADJOURN Historical Landmark Conunission Meeting Minutes May 14, 2001 It was the consensus of the Commission that Mr. McCreasch should either fix the roof or sell the house. If he doesn't comply by June 1, 2001, then charges will be filed in Municipal Court. With no further discussion, the meeting was adjourned.
