and 30-21.2(e) of the City of Beaumont Zoning Ordinance.

The Planning Manager recommends approval of these amendments.
It has become apparent that banners and outdoor merchandising have become
somewhat of a problem in the historic districts.
In an effort to correct these problems, staff is recommending that both be
prohibited by ordinance.
Banners are not currently defined by ordinance.
Sec.30-21.2(a)
(a) Definitions. Unless the context clearly indicates otherwise, in this Ordinance.
(1) BANNER means a sign made of fabric or any nonrigid material
with no enclosing framework.
Sec. 30-21.2(e)(8)(c)
C. Prohibited Signs. The following types of signs are
prohibited in an historic district:
(i) moving signs;
(H) fence signs; and
(iii) banners.
Sec. 30-21.2(c)
(e) Development Standards for Historic Districts. The following development
standards apply to historic districts:
(11) Outdoor Merchandising. No business shall display any merchandise
outdoors within a historic district,
