The March 11, 2002 Historic Landmark Commission meeting was called to order by Acting Chairman Phillip

APPROVAL OF THE MINUTES
Acting Chairman Long asked for approval of the minutes of the February 11, 2002 meeting. Commissioner
Broussard made a motion to approve the minutes with one correction and was seconded by Commissioner
Shelton. The motion carried 7:0.
REGULAR_ MEETING
1. CA-682: Request for a Certificate of Appropriateness to construct a carport and 6 and 9 foot "wing
walls" on either side of the house.

Steve Richardson presented the staff report.
Neil and Susie Breen wish to construct a carport and two wall extensions at their home at 2500
Harrison.
The carport would be on the north side of the house, on the existing concrete driveway. Dimensions
of the carport will be approximately 34 feet wide by 24 feet deep. The carport roof will be flat and at
a height of 9 feet. It will be constructed of Metal Mart -type galvanized poles, C-channel purlins and
metal roof sheeting. The carport will be covered with hardboard siding and stucco -finished to resemble
the existing residence. Openings will accommodate roll -up garage doors.
The existing east side fence will be replaced with a 9 foot high stucco finished fence to conceal the
carport from view. The existing west side fence running from the house to Harrison will be raised to
6 feet in height.
The applicant provided two schemes for the 9 foot fence - one with a column effect and one with no
columns.
Photos were shown of the subject property.
Mr. Richardson stated that Mr, and Mrs. Breen were in the audience to answer question.
Mr. Neil Breen, 2500 Harrison, addressed the Commission. He reviewed the changes that will be made
it to the house and construction of a carport.. Commissioner Jordan asked which finish was preferable
for the house. Mr. Breen stated that the plain finish would match the house best. Commissioner Long
asked about the stability of the walls. Mr. Breen assured him they would be reinforced with beams on
both sides of the house and will be finished to match the house. Mrs. Breen stated that the garage
doors will be stained to match the decor of the house.
With no further questions, Acting Chairman bong asked for a motion. Commissioner Belt made a
motion to approve CA-682 as proposed. Commissioner McFarland seconded the motion. The motion
carried 7:0.
2. Historical Preservation Loan Report
Mr. Richardson reported that approximately $67,000 is available.

OTHER BUSINESS
1. Discussion of warehouse proposal - Habitat for Humanity
A synopsis of the proposal follows:
The Historic Landmark Commission recommends an alliance be formed between the Beaumont Habitat
for Humanity and the City of Beaumont. This alliance would create a repository for architectural
antiques and preservation of structures being lost by condemnation.
Commission members have long desired a solution to preserve architectural antiques of structures and
preserve those structures that remain architecturally sound.
Details of the proposal would require:
1) The identification of architectural antiques or other useful items from structures
condemned by the city of Beaumont:
The identification of items would be accomplished by
creating a subcommittee of the Historic Landmark
Commission to assist and advise in the selection of items for
removal.
2) The bidding on the demolition of structures in accordance with the policies
implemented by the City of Beaumont for the demolition of condemned structures by
Habitat of Humanity:
3) The retrieval of the above named items; and
The retrieval of items would be accomplished by Habitat for
Humanity crews during the demolition for the structure.
4) The resale of those items to the general public through the Beaumont Habitat for
Humanity Restore facility.
In conclusion, the Beaumont Historic Landmark Commission feels the alliance between the City of Beaumont
and Beaumont Habitat for Humanity will advance the goals of the City and Habitat for Humanity and will be
a benefit to our community. This alliance will help preserve the architectural history of Beaumont and give the
citizens of Beaumont a place to purchase items, which are no longer available or cost prohibitive, for the
restoration of their homes and keep the communities of Beaumont clean and safe.
Discussion followed and a motion was made by Commissioner Jordan to adopt the proposal to be presented to
Habitat for Humanity. Commissioner Broussard seconded the motion and was approved 7:0.
