APP OVAL OF THE M N TES Acting Chairman Long asked for approval of the minutes ofthe April 8, 2002 meeting. Commissioner Hallmark made a motion to approve the minutes and was seconded by Commissioner Shelton. The motion carried 8:0. PUBLIC HEARING l . HCD-1.220: Request for approval of a historic preservation loan Location: 2434 Liberty Applicant: William J. Modica Mr. Richardson presented the staff report Historical Landmark Commission Meeting Minutes May 13, 2002 The planning Manager recommends approval of this request for an historic preservation loan. Bill Modica, the applicant and property owner, is requesting $g5 S loan for renovations to be done to his residence at 2434 Liberty. The amount of the loan Mr. Modica received a CA in July 2000 to remove the concrete file OO�s of approvad replace l a new t with architectural shingles, Since that work was not completed within CA will need to be approved for that work and for the other work associated with the renovation. He has submitted a new CA for the Commissions consideration. W ork to be done to the house involves removing the old concrete thingle andrepreplyacing in tteg h n wit an architectural shingle, demolishing and rebuilding the porch, repairing window screens and painting the house. If the loan is approved, the payments will be $323,70 for 48 months. The house is not listed in SPARE Beaumont. Photos were shown of the subject property. Mr. Modica addressed the Commission. He stated that he hadreceived olio chart' bids for the roof replacement. The paint color for the house will be chosen from The Commission asked if the ridge caps could be salvaged to be replaced on the roof. Mr. Modica replied that he, would salvage them if possible. Acting Chairman Long opened the public hearing. The motion to approve carried 8:0. Mr. Richardson asked that Item R - 5, which is a request for a Certificate of Appropriateness, be considered as the next item on the agenda. REGULAR MEETING 5. CA-701: Request for a Certificate of Appropriateness to replace roof. Location: 2434 Liberty Applicant: William J. Modica Mr. Richardson presented the staff report The Planning Manager recommended approval of the certificate of appropriateness. Bill Modica, the property owner and applicant, wishes to replace the existing concrete tile roof Historical Landmark Commission Meeting Minutes May 13, 2002 with architectural shingles on the house at 2434 Liberty. Mr. Modica states that he is unable to find matching concrete tiles and the weight of the existing roof is doing structural damage to the house. He received a certificate of appropriateness to replace the roof in July, 2000, Certificate of appropriateness are valid for only 6 months. Therefore, Mr. Modica is re -applying. Mr. Modica addressed the Commission. He stated that the would reinstall the ridge caps to the roof if they were salvageable. Commissioner Shelton made a motion to approve e'�otionwas01 subject to saving and reinstalling the seconded by Commissioner ridgecaps, if possible, when replacing the roof . Broussard. The motion to approve CA-701 carried 8;0. U IC HEARING 2. 43-HC: Request for an HC-L (Historic -Cultural Landmark Preservation Designation) Location: 2398 Roberts Applicant: Rose Sprott Swain Mr. Richardson presented the staff report. The Planning Manager recommended approval of the historic designation. Rose Sprott Swain, the applicant, is requesting that the house at 2398 Roberts be designated as a City of Beaumont historic site. The property was purchased in 1913 by Mr. Ed Sprott, Sr. Ms. Swain states that he was the first African American postal worker in Beaumont and also one of the first African American landowners in Beaumont. He and his first wife Myrtle raised nine children in the two bedroom home located at 2398 Roberts. Three of the children born in the house became physicians and founded the Sprott Hospital at 2390 Cartwright. That property was declared a historic landmark by the City in 1999. The family homestead was also the birthplace of some of the early leaders of the black community in Beaumont. Four of the children became teachers. One a postal worker and one received his Ph.D. The house was built in the mid-1800's and is typical of the farmhouse vernacular of the period. The house is currently under restoration. Photos of the subject property were shown Acting Chairman Long opened the public hearing. Mrs. Rose Sprott Swain addressed the Commission. She stated that the property is under the Historical Landmark Commisslon Meeting Minutes May 13, 2002 management of the Sprott Family Foundation. They hope to restore the home, possibly rent the structure, and one day perhaps start a scholarship program with the proceeds. Ms. Sprott also presented additional pictures of the subject property. Ms. Mrytle Sprott I)eplanter thanked the Commission for the opportunity to appear before the Commission. Commissioner Levy spoke regarding the appreciation of the history of the property. With no further comments, Acting Chairman Long closed the public hearing. Commissioner Levy made a motion to approve 43-HC and Commissioner Jordan seconded the motion. The motion to approve the request carried 8:0. REGULAR-NEE-TING 1 CA_692: Request for a Certificate of Appropriateness to remodel house, construct car port, restore original porch and paint exterior. Location: 2534 Gladys Applicant: Ralph Jordan Commissioner Jordan recused himself. The Planning Manager recommended approval of this request. Ralph Jordan, the applicant and property owner, would like to remodel a house at 2534 Gladys. He wants to remove the exterior brick, replace windows, treside Q g n�aleporch that wouse with as previously built fiberboard), construct a carport to back, Ieve , in and paint the exterior. According to Mr. Jordan, the comparatively new brick exterior of the house is pulling away from the original wood siding at the windows, doors and comers. The existing aluminum windows will be replaced with wood casement windows or windows that appear to be wood casement. A porch will run along the left side of the front view of the house. A carport will be constructed towards the back of the property. The main color of the house will be painted with Behr's "Peachsicle", trim with "Ashley" and accents with "Woodcreek". Most of the houses in the block have wood siding. The house is not included in SPARE Beaumont. Photos of the subject property were shown Mr. Jordan addressed the Commission. CA695: Request for a Certificate of Appropriateness to demolish an existing garage; build a one and a half story addition; paint addition and add roof to existing room. Location: 2450 Evalon Applicant: Lee and Gretta Bowman Mr. Richardson presented the staff report The Planning Manager recommended approval of the certificate of appropriateness. Lee and Gretta Bowman, the applicants and owners, wish to demolish an existing garage at the rear of their house at 2450 Evalon. In its place, they wish to build a one and a half story addition to the side of the house and paint the addition to match the existing color of the house. In addition, there is a 12'xl4' addition on the right side of the house that has a flat roof that is leaking. The Bowmans would like to put a pitched roof on that addition. The existing garage is deteriorating. The new addition will include a garage on the first level with living quarters above. The addition will be painted to match the existing color of the house. The house is listed in the 1991 SPARE Beaumont survey. According to SPARE, the house was built c. 1940 and is of the Colonial Revival style. Photos were presented of the subject property. Mr. and Mrs Bowman addressed the Commission. Discussion followed regarding the remodeling plans. Acting Chairman Long asked for a motion. Commissioner Broussard made a motion to approve CA- 695 and was seconded by Commissioner Belt. The motion carried 8:0. CA- 96: Request for a Certificate of Appropriateness to paint a house. Location: 2500 Hazel Applicant: Karen Cowan Mr, Richardson presented the staff report. The Planning Director recommended approval of the certificate of appropriateness. Karen Cowan, the applicant and property owner, is requesting a certificate of appropriateness to paint her house at 2500 Hazel. Her first choice would be Sherwin Williams "Cascade Green" with "Belvedere Cream" for the front door and "Porcelain" for the trim. Her second choice would be "Rose Tan" with "Vogue Green" for the front door and "Classic Sand" for the trim. These colors are part of Sherwin Williams 1930's Preservation Pallette. The house is currently painted white. The house is included in the 1991 Beaumont Spare survey. Mrs. Cowan was not in the audience. Paint samples were reviewed by the Commission. Acting Chairman Long asked for a motion. Commissioner Jordan made a motion to approve CA-696 and was seconded by Commissioner Shelton. The motion to approve both first and second choices of paint colors carried 8:0. 4. CA-699: Request for a Certificate of Appropriateness to build a warehouse behind 2690 and 2694 Hazel. Location: 820 N. 11'h Street Applicant: Jeff McManus for McManus Company Mr. Richardson presented the staff report. The Planning Manager recommended approval of this request for a certificate of appropriateness. Jeff McManus and Judy Manuel, owners of the McManus Hazem In an , located at 820 N. I ill Street, addition to the warehouse, the would like to build a warehouse behind 2690 an 2694 owners would like to build a driveway and 9 Parking lot in ftont of the warehouse. A zoning o GC -MU in order to build he driveway for he application has been filed to rezone Lot commercial use. A smaller existing building currently used for storage will be demolished and the new warehouse built in its place. The building will be of metal construction and only the roof will be visible from the street. 2690 and 2694 Hazel back up to commercial uses on Harrison. The building will be painted a color to blend in with the surroundings. Photos were shown of the subject property. The contractor for Mr. McManus was in the audience to answer questions. After much discussion concerning the visibility of the warehouse and parking lots, Acting Chairman Long asked for a motion. Commissioner Jordan made a motion to approve CA-699. The motion died for lack of a second. Further discussion concerned the facade and height of the warehouse, screening requirements and zone change. The screening requirements and zone change will be addressed at the Planning and Zoning Commission Meeting. CA-703: Request for a Certificate of Appropriateness to paint a house and trim. Location: 1912 Hazel Applicant: Ruben Cruz Mr. Richardson presented the staff report. The Planning Manager recommends approval of this certificate of appropriateness. Jim Stokes, the property owner, would like to paint his house at 1912 Hazel. The house is currently painted white with green trim. He would like to paint the house "Silverstonellight gray) with "Charcoal Gray and "Antique Mahogany". The house is listed in the 1990 SPARE Beaumont survey. SPARE states that the house was built c. 1900 and is of the Italian Renaissance style. Photos were shown of the subject property. Mr. Cruz, the applicant, was not in the audience. Paint samples of the selected colors were shown to the Commission. Discussion followed concerning the porch floor, beams and columns. Acting Chairman Long asked for a motion on CA-704. Commissioner Hallmark made a motion to approve CA-704 with the body of the house to be painted "Silverstone", the porch floor painted "Charcoal Gray" and the trim painted "Antique Mahogany". The beam and columns are to be painted Silverstone. Commissioner Shelton seconded the motion. The motion to approve CA-704 was approved 8:0. 7. ,C_A-704: Request for a Certificate of Appropriateness to paint trim. Location: 2545 Hazel Applicant: Ana & Eric Christensen Mr. Richardson presented the staff report. The Planning Manager recommended approval of the certificate of appropriateness. Ana and Eric Christensen, the owners and applicants, wish to paint the trim on their house at 2545 Hazel Behr Paints "Medieval Brown". The main color of the house is a beige brick. Currently, the trim is almost the same color as the house. The house is listed in the 1991 SPARE Beaumont Survey. In the picture, it shows the house with a dark trim. SPARE states that the house was built c. 1938 and is of the Tudor Revival style. Photos were shown of the subject property. Historical Landmark Commisslon Meeting M inutes May 13, 2002 Mrs. Ana Christensen was in the audience. A paint sample was distributed to the Commission for their perusal. The color chosen by the applicant was an original color of the trim. Acting Chairman Long asked for a motion. Commissioner Belt made a motion to approve CA-704 and was seconded by Commissioner Shelton. The motion carried 8.0. 8. Historical Loan Preservation Report Mr. Richardson stated that approximately $62,000 was available. 9. Director's Report No report There being no further business, the meeting was adjourned.
