A Regular Meeting of the Historic Landmark Commission was held on May 10, 2004 at 3:30
P. m. with the following members present:

APPROVAL OF THE MINUTES
Commissioner Jordan made a correction to the minutes of the April 12, 2004 Meeting. On
page 4 in reference to CA-880, the motion should include that Commissioner Long would
work with the applicant and set the parameters on what the metal roof would look like.
Commissioner Broussard made a motion to approve the corrected minutes of the April 12,
2004 Meeting. Commissioner Jordan seconded the motion. Motion to approve carried 9:0.
PUBLIC HEARING
1) File 46-HC: Request for an HC-L (Historic Cultural -Landmark Preservation)
Designation.
Location: 2494 Avenue F
Applicant: City of Beaumont Planning Division

Mr. Richardson stated that Mitchell Normand, a descendant of the original owner,
has been working with the Planning Division on designating this property because
of architectural and historical significance.
The house was built in 1896 and is of the Victorian style. It is one of the oldest
structures in that part of the City.
In 1901, Alice Boykin Pattillo purchased the house. She was married to Jackson
Pattillo. Mr. Pattillo worked at the Beaumont Iron Works and was the owner of
many properties in Beaumont in the early 1900's. He also opened the first Pattillo's
Barbecue stand.
Ms. Pattillo owned many properties as well. After their divorce in 1907, she
ensured that all of her six adult children were college educated. The four daughters
all became school teachers. The eldest sone became one of the first African -
American mail carriers in Beaumont. The other son attended Tuskegce Institute and
studied with George Washington Carver. He eventually became the only African -
American blacksmith in Dequincy, Louisiana.

The 1977 SPARE Beaumont survey listed the house and considered the house
worthy of a local designation.
Mr. Richardson recommended approval of the request.
Slides of the property were shown.
Chairman Richardson opened the public hearing and asked for the applicant's
comments.
Mitchell Normand, Jr., the applicant, addressed the Commission.
(Commissioner Yoes arrived.)
Chairman Richardson asked for comments in favor or in opposition.
Rennick Tuck addressed the Commission in favor of the request. Mr. Tuck is a
neighbor of Mr. Normand. He gave additional history on the house.
Geraldine Pattillo Bridges, granddaughter of Alice and Jack Pattillo, addressed the
Commission in favor of the request.

Commissioner Farah made a motion to approve a request for an HC-L Designation
for the house at 2494 Avenue F as requested in File 46-HC. Commissioner
Brailsford seconded the motion. Motion to approve carried 11:0.
REGULAR MEETING
1) CA-883: Request for a Certificate of Appropriateness to allow the construction of
a front porch and the painting of a house.
Location: 2545 Pecos
Applicant: James "Buddy" Stone
Buddy Stone, the applicant, is requesting the certificate of appropriateness to allow
the addition of a new porch with a gabled roof extension, Handrails will be added
along the front and each end of the porch.
Mr. Richardson said that he talked to Mr. Stone about the front porch extending into
the 25' front yard setback. A variance to the front yard setback will be required
before a building permit can be issued.
Mr. Stone originally submitted colors of medium grey with light trim and black
shutters and door, but may change those.
Mr. Richardson recommended approval of the construction subject to getting a
variance to the front yard setback from the Board of Adjustment.
Slides of the subject property were shown.
Chairman Richardson asked for the applicant's comments.
Buddy Stone, 2390 Pecos, addressed the Commission. Mr. Stone said he is
changing the colors, but the selected colors are on the approved list. He may have
to forgo the extension of the porch because of the additional costs involved with the
variance.
Commissioner Hallmark made a motion to approve a request for a Certificate of
Appropriateness to allow the construction of a front porch and the painting of a
house at 2545 Pecos as requested in CA-883 and for City Council and the Board of
Adjustment to approve the needed variance and to waive the fee for the variance
application. Commissioner McFarland seconded the motion. Motion to approve
carried 11:0.
2) CA-884: Certificate for a Certificate of Appropriateness to allow the installation of
vinyl siding and the removal of an addition on the rear of the house.
Location: 2407 Angelina
Applicant: Roy and Melody Weaver

Roy and Melody Weaver, the applicants, own the subject house. Mrs. Weaver
states that the previous owner had begun to remove the brick on the house. When
the Weavers bought the house, they continued to remove the brick until they were
stopped and told that they need a Certificate of Appropriateness.
The Weavers would like to install cream colored vinyl siding as the main color with
brown trim. The addition on the rear of the house was added sometime in the past.
The removal of this addition will enhance the property.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
Chairman Richardson asked for the applicant's comments.
Melody Weaver, the applicant, addressed the Commission.
Commissioner McFarland made a motion to approve a Certificate of
Appropriateness to allow the installation of vinyl siding and the removal of an
addition on the rear of the house at 2407 Angelina as requested in CA-884.
Commissioner Hallmark seconded the motion. Motion to approve carried 11:0.
3) CA-887: Request for a Certificate of Appropriateness to allow the painting of a
house.
Location: 2223 North Street
Applicant: Dale and Nathalie Hallmark
(Commissioner Hallmark abstained from CA-887.)
Dale and Nathalie Hallmark, the applicants, want to repaint their house. The body
of the house will remain white. They want to paint the windows and doors a light
green. The trim will be a dark green.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
Chairman Richardson asked for the applicant's comments.
Dale and Nathalie Hallmark addressed the Commission and distributed paint
samples.
Commissioner Brailsford made a motion to approve a Certificate of
Appropriateness to allow the painting of a house at 2223 North Street as requested
in CA-887. Commissioner Farah seconded the motion. Motion to approve carried
10:0:1 (Hallmark).

4) CA-889: Request for a Certificate of Appropriateness to allow the adding of stucco
over the existing brick, demolishing the existing front porch and adding a new front
porch roof and columns, painting and adding two new front doors.
Location: 2277 Long
Applicant: Stephanie Filer
The applicant could not attend the meeting and would like to postpone the request
until the next meeting.
5) Historic Preservation Loan Report
Mr. Richardson stated there is $3,931.87 available in the loan fund.
OTHER BUSINESS
Mr. Richardson said that he received the CLG grant application. The deadline is
June 4. Eligible activities include:
1) Development of a preservation vision for community or county
2) Development or revision of a historic preservation plan for community or
county
3) Completion or revision of the survey and inventory of historic places
4) Nomination of properties to the National Register
5) Educational activities, programs and publications.
Commissioner M cFarland s uggested that t he p urpose/mission s tatement o f t he
