REGULAR MEETING
HISTORIC LANDMARK COMMISSION
October 11, 2004

A Regular Meeting of the Historic Landmark Commission was held on October 11, 2004
at 3:30 p. m. with the following members present:

Also present: Stephen Richardson, Planning Manager; Jill Cole, Recording Secretary
APPROVAL OF THE MINUTES
Commissioner Hall made a motion to approve the minutes of the September 13, 2004
Meeting. Commissioner McFarland seconded the motion. Motion to approve carried 7:0.
REGULAR MEETING
1) HCD-1.27: Request for a historic preservation loan for renovations to a house.
Location: 2300 Harrison
Applicant: Charles and Vanessa Pickens
Mr. Richardson presented the staff report.
Mr. and Mrs. Charles Pickens are requesting up to $25,063 for renovations to their
house. Work to be done to the house includes roofing, the installation of insulation

and vinyl siding, leveling and sill repair, the installation of ridge vents and the
repairing of rotten wood.
Credit reports were run on Mr. and Mrs. Pickens. Due to unfavorable information
in those reports, Mr. Richardson recommended denial of the request. He stated that
he spoke with Mrs. Pickens about this and she said that a period of unemployment
for her husband resulted in some credit problems, including a number of delinquent
accounts. Both are currently employed and wish to proceed with the preservation
loan request, despite the recommendation.
Chairman Richardson asked for the applicant's continents.
Mr. and Mrs. Pickens addressed the Commission and answered questions regarding
debts incurred over the years, payments, etc.
Discussion followed between the Commission members.
Commissioner Hallmark made a motion to approve a historic preservation loan in
the amount of $25,063 for renovations to a house at 2300 Harrison with a payment
schedule of 10 years as requested in HCD-1.27. Commissioner Brailsford seconded
the motion. Motion to approve carried 6:1 (Yoes).
2) Historic Preservation Loan Report
Mr. Richardson stated there is $33,053.61 available in the loan fund.
