HomeMy WebLinkAbout1-10-05 HLC MinutesMINUTES REGULAR MEETING HISTORIC LANDMARK COMMISSION January 10, 2005 City Council Chambers A Regular Meeting of the Historic Landmark Commission was held on January 10, 2005 at 3:30 p. m. with the following members present: Commission members present: Commission members absent: Councilmembers present: Commissioner Marie Broussard Commissioner June Brailsford Commissioner Bill Yoes Commissioner Ralph Jordan Commissioner Shaheen Farah Commissioner Dale Hallmark Commissioner Felix McFarland Chairman Tracy Richardson Commissioner Leonie Bodin Commissioner Philip Long Commissioner Pollie Dean Councilman -at -Large Andrew Cokinos Councilmember Lulu Smith Also present: Stephen Richardson, Planning Manager; Jill Cole, Recording Secretary; Adina Abshire, Planner APPROVAL OF THE MINUTES Commissioner McFarland made a motion to approve the minutes of the December 13, 2004 Meeting. Commissioner Jordan seconded the motion. Motion to approve carried 7:0. REGULAR MEETING 1) CA-944: Request for a Certificate of Appropriateness to allow the painting of a house. Location: 2345 Liberty Applicant: Vonda Hill-Chatman Mr. Richardson presented the staff report and stated that the request is for approval of a paint color applied to a house at 2345 Liberty. In May, 2004, Mr. Richardson received a phone call that the subject house was being painted. He made an inspection and informed Ms. Hill-Chatman that the Historic Landmark Commission January 10, 2005 color the house was being painted must receive approval by the Historic Landmark Commission. Her failure to apply for a Certificate of Appropriateness for the rune meeting resulted in charges being filed against her. On December 22, Ms. Hill-Chatman appeared before Municipal Court. She was given probation subject to her applying for a certificate and appearing before the Commission. If denied, she shall repaint the house with an approved color on or before April 11, 2005. Mr. Richardson recommended denial of the existing paint color. A slide of the house was shown. Commissioner Hallmark, acting as Chairman, asked for the applicant's comments. Vonda Hill-Chatman, the applicant, addressed the Commission. Discussion followed between Ms. Hill-Chatman and the Commission. Terrell Chatman, 2345 Liberty, addressed the Commission. Commissioner Jordan made a motion to deny the Certificate of Appropriateness to allow the painting of a house at 2345 Liberty as requested in CA-944. Commissioner Brailsford seconded the motion. Motion to deny carried 7:0. 2) CA-946: Request for a Certificate of Appropriateness to allow the painting of a house. Location: 2540 Liberty Applicant: Connie Bass Mr. Richardson presented the staff report. This subject request is for approval of a paint color being applied to a house at 2540 Liberty. Ms. Bass, the applicant, began painting her house without a certificate of appropriateness. She was notified that she must receive a certificate of appropriateness prior to painting. She has not completed the painting. The colors being used are "Mountain Majesty" for the base color with trim colors of "Legendary Plum" and "Vineyard". Samples of the colors were distributed to the Commission. Mr. Richardson recommended approval of the request. A slide of the subject property was shown. 2 Historic Landmark Commission January 10, 2005 Ms. Bass addressed the Commission. She asked to install a small stained glass piece in each of the gables. Mr. Richardson stated that he would work with Ms. Bass on the stained glass. Commissioner Broussard made a motion to approve a Certificate of Appropriateness to allow the painting of a house at 2540 Liberty as requested in CA-946. Commissioner Jordan seconded the motion. Motion to approve carried 7:0. 3) Historic Preservation Loan Report Mr. Richardson stated there is $42,338.58 available in the loan fund. Mr. Richardson stated that Rette Browning's loan will be paid off, according to his mortgage company. OTHER BUSINESS Mrs. Abshire stated that she talked to a producer of HGTV's "If These Walls Could Talk" and they are possibly interested in homes in the Oaks Historic District. She was asked to put a list together of homes in the district. Commissioner Broussard stated that the Historic Conference would take place January 15, 2005 at 8:30 a.m. at St. Jude's Catholic Church.
