SPECIAL MEETING
HISTORIC LANDMARK COMMISSION
May 16, 2005

A Special Meeting of the Historic Landmark Commission was held on May 16, 2005 at 3:30
p. m. with the following members present:

APPROVAL OF THE MINUTES
Vice -Chairman Yoes made a motion to approve the minutes of the January 10, 2005
Meeting. Commissioner Hallmark seconded the motion. Motion to approve carried 7:0.
REGULAR MEETING
1) CA-957: Request for a Certificate of Appropriateness to allow the demolition of a
structure.
Location: 2424 Liberty
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. The Building Codes Division is
requesting a certificate of appropriateness to allow the demolition of the structure
at 2424 Liberty. It was tagged substandard on April 30, 2004. The property owner
was notified by mail but no response was ever received.

Mrs. Loiacano has made an inspection of the property and determined that the
structure has 50% or more damage to non -supporting members and 33% or more
damage to supporting members. The structure has extensive deterioration in the

windows.
Mr. Richardson recommended approval of the request.
Slides of the house were shown.
Chairman Farah asked for the applicant's comments.
Pam Loiacano, Clean Community Division, addressed the Commission.
Vice Chairman Yoes made a motion to approve the Certificate of Appropriateness
to allow the demolition of a structure at 2424 Liberty as requested in CA-957.
Commissioner Jordan seconded the motion. Motion to approve carried 7:0.
2) CA-958: Request for a Certificate of Appropriateness to allow the demolition of a
structure.
Location: 2245 Rusk
Applicant: City of Beaumont Building Codes Division
(Commissioner Richardson arrived.)
Mr. Richardson presented the staff report. The Building Codes Division is
requesting a certificate of appropriateness to allow the demolition of the structure
at 2245 Rusk. It was tagged as substandard on January 28, 2003. The property
owner was notified by mail but no response was ever received.
Mrs. Loiacano has made an inspection of the property and determined that the
structure has 50% or more damage to non -supporting members and 33% or more
damage to supporting members. The structure has extensive fire damage and it
open and accessible.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.

3) CA-959: Request for a Certificate of Appropriateness to allow the demolition of a
structure.
Location: 2245 Liberty
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. The Building Codes Division is
requesting a certificate of appropriateness to allow the demolition of this structure.
It was tagged as substandard on November 25, 2003. The property owner was
notified in December, 2003 and at that time the property owner's daughter stated
that they planned to repair the structure.
Mrs. Loiacano has made an inspection of the property and determined that the
structure has 50% or more damage to non -supporting members and 33% or more
damage to supporting members. There is extensive deterioration to the house with
holes in the roof and extensive termite damage.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.

to allow the demolition of a structure at 2245 Liberty as requested in CA-959.
Commissioner Brailsford seconded the motion. Motion to approve carried 8:0.
4) CA-963: Request for a Certificate of Appropriateness to allow the construction of
an addition to the rear of a house.
Location: 1920 Long
Applicant: Patricia Torres
Mr. Richardson presented the staff report. The applicant, Patricia Torres, is
requesting this certificate to allow the construction of a 12' x 14' addition on the rear
of her house.
The house has an old style asphalt shingle type siding that is no longer available,
so the addition will have 4'/z" -5" overlap wood siding that will be painted to match
the color of the house. The roof will be of similar pitch and shingled with the same
type of shingles as the existing roof.
Mr. Richardson recommended approval of the request.

Patricia Torres, the applicant, was present at the meeting.

Commissioner Richardson made a motion to approve a Certificate of
Appropriateness to allow the construction of an addition to the rear of a house at
1920 Long as requested in CA-963. Commissioner Brailsford seconded the motion.
Motion to approve carried 8:0.
5) CA-964: Request for a Certificate of Appropriateness to allow the installation of a
copper roof or copper colored metal roof on a structure.
Location: 325 Th Street
Applicant: Richard Verret
Mr. Richardson presented the staff report. The applicant, Richard Verret, would
like to reroof his house with copper shingles or with a standing seam copper roof
or a standing seam metal roof in a metallic copper color.
The existing roof is covered with wood shakes and composition shingles. The roof
is in very bad condition, as is much of the house.
Mr. Richardson recommended approval of the request.
A slide of the subject property was shown.
The applicant could not be present at the meeting and asked that the request be
tabled until next month's meeting.
Commissioner Hallmark made a motion to table the request for a Certificate of
Appropriateness to allow the installation of a copper roof or copper colored metal
roof on a structure at 325 Th Street as requested in CA-964. Commissioner
Richardson seconded the motion. Motion to table carried 8:0.
6) CA-968: Request for a Certificate of Appropriateness to allow the enclosing of a
portion of a side porch of a structure.
Location: 2296 Rusk
Applicant: Gerardo Ibarra
Mr. Richardson presented the staff report. Mr. Ibarra, the applicant, wishes to
enclose a portion of the side porch of his house. The enclosure will extend from the
west wall of the main part of the house to the east side of the porch. The enclosure
will not extend beyond the southwest corner of the main part of the house. Mr.
Ibarra proposes to leave the columns but would like to remove all of the railing.
Siding would match that of the house. One window would be installed on the west
side of the addition and a door would be installed on the south side.
Mr. Richardson recommended approval of the request subject to the following
conditions:

Leave the front and side porch rails along those areas where there will be
no construction.
The window and door must match the styles that are on the house.

Commissioner Long made a motion to approve a Certificate of Appropriateness to
allow the enclosing of a portion of a side porch of a structure at 2296 Rusk as
requested in CA-968, subject to the following conditions:
Leave the front and side porch rails along those areas where there will be
no construction.
The window and door must match the styles that are on the house.
Commissioner Hallmark seconded the motion. Motion to approve carried 5:1
(Jordan):2 (Yoes, Richardson).
7) CA-970: Request for a Certificate of Appropriateness to allow the demolition of a
house at 2574 McFaddin and the moving of the house at 2572 McFaddin.
Applicant: Saud Daniali
Mr. Richardson presented the staff report. The applicant, Saud Daniali, is
requesting this demolition and relocation. He states that the purpose for removing
these structures from their current locations is to build an apartment building.
While there are two apartment buildings in the 2500 block ofMcFaddin, the general
character of the block is single family. The apartment building that is adjacent to
2574 McFaddin has the appearance of a large single family house.
Mr. Richardson recommended denial of the request.

8) 47-HC: Request for approval of an HC-L (Historic Cultural LandmarkPreservation)
Designation.
Location: 1435 Broadway
Applicant: Mark Bergeron
Mr. Richardson presented the staff report. In March, the City Council approved an
ordinance whereby structures that have been tagged as a dangerous structure but
have historical significance are provided a time frame for their repair and/or
rehabilitation. This ordinance stipulates that the structure must meet one of the
following criteria:
Existing or proposed recognition as a National Historic Landmark or Texas
Historic Landmark, or entry, or proposed entry into the National Register
of Historic Places.
Identification as the work of a designer, architect or builder whose work
has influenced the growth or development of the City.
Embodiment of elements of architectural design, detail, materials or
craftsmanship which represents a significant architectural innovation or an
outstanding example of a particular historical, architectural or other cultural
style or period.
Determining if a structure meets Criteria (b) or (c) falls to the Historic Landmark
i Commission. If the property owner of a tagged structure meets one or more of these
criteria, he or she will be provided one year to substantially complete repairs and
one additional year to obtain a Certificate of Occupancy. If either of these time
frames is not met, the structure may be razed.
The City issued a demolition order in January, 1992. The house was sold to Mr.
Bergeron in July, 1992. A work program was entered into in December, 1992. A
number of work programs have been entered into to renovate the structure. Mr.
Bergeron has now applied for an HC-L.
The structure was built in 1903 and is of the Colonial Revival style. Mr. Bergeron
states that one of the unique features of the house is the novelty siding which
represents innovative millwork and which he has not seen on any home of similar
age in Beaumont. SPARE evaluated the structure as having local historic
significance and of fair architectural style.
If the structure is granted an HC-L designation, all exteriors repairs must be
approved by the Historic Landmark Commission.
Mr. Richardson recommended approval of the request.

Mark Bergeron, the applicant, addressed the Commission.
Commissioner Richardson made a motion to approve a request for an HC-L
(Historic Cultural Landmark Preservation) Designation for the property at 1435
Broadway as requested in 47-HC. Commissioner Long seconded the motion.
Pat Jones, owner of several properties surrounding the subject property, addressed
the Commission in opposition to the request.
Comments from Commission members followed.
Discussion between Mr. Jones and Commissioner Richardson followed.
Discussion followed between the Commission and Mrs. Loiacano.
Motion to approve carried 8:0.
9) CA-974: Request for a Certificate of Appropriateness to allow the construction of
a driveway.
Location: 2235 South
Applicant: Gerald George
Mr. Richardson presented the staff report. Gerald George wishes to construct a
single car driveway in the front yard on the east side of the property. There is an
existing curb cut and parking space on the west side of the property. However, the
driveway is obstructed with an awning. He is remodeling the building for use as
multi -family.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
The applicant, Gerald George, addressed the Commission.
Discussion followed between the Commission, the applicant and staff regarding the
driveway and awning.
Commissioner Richardson made a motion to deny the request for a Certificate of
Appropriateness to allow the construction of a driveway at 2235 South as requested
in CA-974 and consider removing the awning and resubmitting the request.
Commissioner Hallmark seconded the motion.
In response to Mr. George's proposal to put a driveway on the left side,
Commissioner Long said that the Commission would need to see a drawing.

Commissioner Richardson withdrew his motion to deny and made to table the
request for a Certificate of Appropriateness to allow the construction of a driveway
at 2235 South as requested in CA-974. Commissioner Hallmark seconded the
motion. Motion to table carried 8:0.
10) Historic Preservation Loan Report
Mr. Richardson stated there is $56,746.72 available in the loan fund.
