HISTORIC LANDMARK COMMISSION
December 12, 2005

A Regular Meeting of the Historic Landmark Commission was held on December 12, 2005
with the following members present:

APPROVAL OF THE MINUTES
Commissioner Richardson made a motion to approve the minutes of the November 14, 2005
Regular Meeting. Commissioner Dean seconded the motion. Motion to approve carried 7:0.
REGULAR MEETING
1) CA-1070: Request fora Certificate of Appropriateness to allow repairs tb a house.
Location: 1792 Broadway
Applicant: Jason and Emily Bowden
Mr. Richardson presented the staff report. Jason and Emily Bowden are repairing
damage that their house suffered during Hurricane Rita. The work includes painting
the house white, redecking the verandas and waterproofing with "Duradek"
membrane and replacing the existing composition shingle roof.

Mr. Richardson reconunended approval subject to the installation of architectural
shingles.
Chairman Farah asked for the applicant's comments.
Emily Bowden, the applicant, addressed the Commission.
Jay Hendricks, the contractor for the Bowden's, addressed the Commission.
Commissioner Jordan made a motion to approve a Certificate of Appropriateness
to allow repairs to a house at 1792 Broadway as requested in CA-1070.
Commissioner Hallmark seconded the motion. Motion to approve carried 7:0.
2) HCD-1.29: Request for approval of a historic preservation loan.
Location: 1792 Broadway
Applicant: Emily and Jason Bowden
Mr. Richardson presented the staff report. The loan request is in the amount of
$53,075.
Jason and Emily Bowden, the applicants, state that their house suffered damage
from Hurricane Rita. The damage includes two holes in the roof and damage to the
verandas. They would also like to repaint the house.
Work to be done to the house includes reroofing, redecking and waterproofing the
verandas and recaulking and painting.
Mr. Richardson recommended approval of the loan.
Commissioner Gibson made a motion to approve a historic preservation loan for the
house at 1792 Broadway as requested in HCD-1.29. Commissioner Brailsford
seconded the motion. Motion to approve carried 7:0.

3) CA-1061: Request for approval .of a certificate of appropriateness to allow the
construction of a metal accessory building,
Location: 2390 North
Applicant: Juan Jaimes
Mr. Richardson presented • the staff report. The requested certificate of
appropriateness is to allow the construction of a 24' x 40' metal accessory building
in the rear yard at 2390 North.

The Historic District regulations state that a prefabricated metal accessory building
is permitted if it is completely screened from view from any abutting street.
Juan Jaimes, the applicant, states that he would construct a 6' tall screening fence
around the rear yard. The building, as proposed, would be 10' tall at the eave and
15' tall at the peak of the roof.
Due to the size of the building and the fact that it is in the middle of a residential
neighborhood, Mr. Richardson recommended denial of the request.
Chairman Farah asked for the applicant's comments.
Juan Jaimes, the applicant, addressed the Commission.
Discussion followed between the Commission and the applicant. The Commission
asked that the applicant come back with a proposal for a wood building instead of
a metal building. The applicant is leaving for Germany before the next meeting so
the Commission will let Mr. Richardson approve the wood building without coming
back before the Commission.
Commissioner Jordan made a motion to deny a certificate of appropriateness to
allow the construction of a metal accessory building at 2390 North as requested in
CA-1061. Commissioner Hallmark seconded the motion. Motion to deny carried
8:0.
4) CA-1063: Request for approval of a certificate of appropriateness to allow the
demolition of a house.
Location: 2571 Rusk
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. The house at 2571 Rusk was inspected
and found to be in violation of the City of Beaumont Code of Ordinances pertaining
to dangerous structures.
The structure was tagged on March 3. The property owner was notified but the
letter was returned.
Pam Loiacano, Demolition Field Supervisor, has determined that there is 50% or
more structural damage of non -supporting members. The house has severe termite
damage.
The house is not listed in SPARE.
Commissioner Jordan made a motion to approve a certificate of appropriateness to
allow the demolition of a house at 2571 Rusk as requested in CA-1063.

Commissioner Hallmark seconded the motion. Motion to approve carried 8:0.
5) Historic Preservation Loan Report
Mr. Richardson stated there is $79,090.25 available in the loan fund.
6) 01-TE-14: Request for approval of a tax exemption for a historically significant site.
Location: 461-469 Bowie
Applicant; Dr. Hervy H. Hiner
Mr. Richardson presented the staff report. This item is a request for verification of
the work done to the Cole Building as part of the tax exemption process.
In March, 2002, the Historic Landmark Commission and City Council approved the
tax exemption process for Dr. Hiner. The final step in the process is fort he
Landmark Commission to inspect the property to see that it was done properly.
Federal historic tax credits were involved in the restoration of this building so it was
required to be renovated as per federal guidelines.
The Commission recessed to make an inspection of the subject property.
When the Commission reconvened, Commissioner Richardson made a motion to
approve a tax exemption for a historically significant site at 461-469 Bowie as
requested in 01-TE-14. Commissioner Gibson seconded the motion. Motion to
approve carried 8:0.
