REGULAR MEETING HISTORIC LANDMARK COMMISSION June 12, 2006 City Council Chambers A Regular Meeting of the Historic Landmark Commission was held on June 12, 2006 at 2:30 p.m. with the following members present: Commission members present: Chairman Shaheen Farah Vice Chairman Bill Yoes Commissioner Marie Broussard Commissioner Ralph Jordan Commissioner Dale Hallmark Commissioner Pollie Dean Commissioner Philip Long Commission members absent: Commissioner June Brailsford Commissioner Ware Petznick Commissioner Tony Gibson Commissioner Tracy Richardson Councilmembers present: Councilmember Lulu Smith Councilmembers absent: Councilman -at -Large Andrew Cokinos Also present: Stephen Richardson, Planning Manager; Adina Abshire, Planner; Jill Cole, Recording Secretary; Pam Loiacano, Demolition Field Supervisor APPROVAL OF THE MINUTES Commissioner Hallmark made a motion to approve the minutes of the May 8, 2006 Regular Meeting, Commissioner Dean seconded the motion. Motion to approve carried 7:0. REGULAR MEETING 1) HCD-1.31: Request for a historic preservation loan. Location: 2223 North Applicant: Dale and Nathalie Hallmark This request was postponed due to the fact that Commissioner Hallmark had to abstain from discussion and voting, Ieaving a lack of a quorum. Historic Landmark Commission lune12,2006 2) CA-1195: Request for a Certificate of Appropriateness to allow a 4'tall chain link fence in the front yard. Location: 1070 N. 7'h Street Applicant: Kyna Nicole Garrett Mr. Richardson presented the staff report. This item is a request for approval of a certificate of appropriateness to allow an existing 4' tall chain link fence in the front yard of her house at 1070 N. 7' Street. Kyna Garrett erected the fence without a certificate of appropriateness. The historic regulations state that a fence in a front yard or corner side yard must be constructed of wrought iron, wood or brick. However, the ordinance states that a fence not in compliance with the regulations may be approved if it is historically sensitive or unless the absence of said fence poses a significant hazard to life or property. Mr. Richardson recommended denial. Slides of the subject property were shown. Chairman Farah asked for the applicant's comments. Kyna Garrett, the applicant, addressed the Commission. Discussion, followed between the Commission and the applicant. Commissioner Jordan made a motion to deny a Certificate of Appropriateness to allow a 4' tall chain link fence in the front yard at 1070 N. 7'h Street as requested in CA-1195. Commissioner Yoes seconded the motion. Motion to deny carried 6:1 (Broussard). 3) CA-1205: Request for a Certificate of Appropriateness to allow the demolition of a structure. Location: 791 N. 3' Street Applicant: City of Beaumont Building Codes Division Mr. Richardson presented the staff report. Pam Loiacano, Demolition Field Supervisor inspected the structure and found it to be in violation of the City of Beaumont Code of Ordinances pertaining to dangerous structures. The house was crushed by a fallen tree during Hurricane Rita and the property owner has signed a demolition consent. Mr. Richardson recommended approval of the request. Slides of the subject property were shown. 2 Historic Landmark Commission June l2, 2006 Chairman Farah asked for the applicant's comments. Mrs. Loiacano addressed the Commission. Commissioner Broussard made a motion to approve a Certificate of Appropriateness to a llow the d emolition o f a s tructure a t 7 91 N. 3 rd S trect a s requested in CA-1205. Commissioner Dean seconded the motion. Motion to approve carried 7:0. 4) CA-1208: Request for a Certificate of Appropriateness to allow the construction of a carport. Location: 2227 Ashley Applicant: Sharon Santos Mr. Richardson presented the staff report. The applicant, Sharon Santos, is requesting a certificate of appropriateness to allow the construction of a metal carport at the rear of the property at 2227 Ashley. Ms. Santos states that the carport will have a pitched roof and will be light sand/cream color and white to match the house. A wooden storage closet will be built enclosing the rear section of the carport. The Zoning Ordinance states that accessory buildings must be compatible with the scale, shape, roof form, materials, detailing and color of the main building. Prefabricated metal accessory buildings are permitted if they are completely screened from view from any abutting street. Mr. Richardson recommended denial of the request. Slides of the subject property were shown. Chairman Farah asked for the applicant's comments. The applicant was not present. Commissioner Long made a motion to deny a Certificate of Appropriateness to allow the construction of a carport at 2227 Ashley as requested in CA-1208. Commissioner Jordan seconded the motion. Motion to deny carried 6:1(Hal lmark). 5) CA-1210: Request for a Certificate of Appropriateness to allow the construction of an exterior stairway on the side of a house. Location: 2510 Evalon Applicant: Randy and Kathy Gallier 3 Historic Landmark Commission June 12, 2006 Mr. Richardson presented the staff report. Randy and Kathy Gallier are making storm related repairs to their second story deck and constructing an exterior stairway to the deck on their house at 2510 Evalon. The work was already underway when a stop -work order was issued due to lack of a building permit and a certificate of appropriateness. The stairway is constructed of treated Iumber and will be painted white. The Gallier's state that the stairway is to assist with access to the balcony and provide additional access for fire safety. The Zoning Ordinance does not specifically address exterior stairways. However, it states that all additions to a building permit must be compatible with the dominant horizontal or vertical characteristics, scale, shape, roof, form, materials, detailing and color of the main building, Mr. Richardson recommended denial of the request. Chairman Farah asked for the applicant's continents, Randy and Kathy Gallier, the applicants, addressed the Commission. Discussion followed between the Commission, staff and the applicants. Inresponse to Vice -Chairman Wes and Commissioner Jordan, Commissioner Long stated that from an architectural standpoint, the stairway is well constructed and the proportion is good. He said it balances out nicely with the house, but did express concern about the columns undemeath.the long top run of the stairs and the end view. He stated that some lattice should be placed underneath. Assuming the paint color will match the trim color of the house, his opinion is that it will fit in nicely with the house. He also stated that he didn't see a problem with the stairs coming out on the side of the house. Commissioner Yoes made a motion to approve the construction of an exterior stairway on the side of a house at 2510 Evalon as requested in CA-1210. Commissioner Long seconded the motion. Motion to approve carried 7:0. 6) CA-1213: Request for a Certificate of Appropriateness to allow the painting of a house. Location: 2335 North Applicant: Teresa Clum Mr. Richardson presented the staff report. This item is a request for a certificate of appropriateness to allow the painting of a house at 2335 North. 4 Historic Landmark Commission June 12, 2006 Teresa C1um, the applicant, wants to paint the house a green color with white trim. Mr. Richardson recommended approval of the request. Chairman Farah asked for the applicant's comments, Teresa Clum, the applicant, addressed the Commission. Commissioner Hallmark made a motionto approve a Certificate of Appropriateness to allow the painting of the house at 2335 North as requested in CA-1213. Commissioner Long seconded the motion. Motion to approve carried 7:0. 7) Historic Preservation Loan Report There is $41,746.08 available in the loan fund. 3) Director's Report OTHER BUSINESS THERE BEING NO • FURTHER BUSINESS, THE MEETING WAS ADJOURNED AT 3:45 P.M.
