Commissioner Richardson seconded the motion. Motion to approve carried 7:0. REGULAR MEETING 1) CA-1246: Request for a Certificate of Appropriateness to allow the painting of a house. Location: 2255 North Street Applicant: Gerardo Loza Mr. Richardson presented the staff report. This item was tabled at the September 11 meeting. Historic Landmark Commission October 4, 2006 The applicant, Gerardo Loza, is wishing to paint the house Wal-Mart's "Swallows Nest" for the body color and white or cream for the trim. At the last meeting, questions arose over ownership and condemnationproceedings on this house. Building Codes has approved the work done and the house has been brought up to code. Mr. Loza also has a deed to the property. Mr. Richardson recommended approval. A slide of the subject property was shown. Chairman Farah asked for the applicant's comments. The applicant was not present. Commissioner Petznick made a motion to approve the request for a Certificate of Appropriateness to allow the painting of the house at 2255 North Street as requested in CA-1246. Commissioner Broussard seconded the motion. Motion to approve carried 7:0. 2) CA-1266: Request for a Certificate of Appropriateness to allow the construction of a single family residence, garage and second story apartment/game room. Location. 2655 Gladys Applicant: Shaun Roberts Mr. Richardson presented the staff report. The applicant, Shaun Roberts, has been transferred to Beaumont and he is going to build a new home on the subject property. However, he would like to first build a garage and second story residence, He states that the main house will be constructed within 12 months or less of the garage. Once the house is built, the apartment will be converted to a recreation room or Mr. Roberts would have to get a specific use permit for a guest quarters. The garage structure will be constructed with 12" hardi-plank siding. Windows will be white multi -light aluminum. The structure and staircase will be painted white. The single family residence will appear like the drawing distributed to the Commission in the packet. However, the house will also be covered with hardi- plank and the roof pitch will not be as steep. Mr. Richardson recommended approval subject to using architectural shingles on the main house and garage. Also, Mr. Richardson stated that he would like to add a condition stating that once the house is complete, the garage apartment will either be converted to a recreation room or a specific use permit for guest quarters shall be required. 9 } Historic Landmark Commission October 9, 2006 Slides of the subject property were shown. Chairman Farah asked for the applicant's comments. Shaun Roberts, the applicant, addressed the Commission. Discussion followed between the Commission, Mr. Richardson and the applicant. Commissioner Long suggested the same hip roof, roofp itch and the trim around the middle of the garage be like that of the main structure so it blends together. Further discussion followed on the completion time of the house. Commissioner Long made a motion to approve a Certificate of Appropriateness to allow the construction of a single family residence, garage and second story apartment/game room at 2655 Gladys as requested in CA-1266 with the following modifications: • Use the same horizontal banding at the second floor of the garage as the house. • That the roof of the garage be the same hip roof and slope as the house. • Construction of the house begin within 12 months Commissioner Petznick seconded the motion. Motion to approve carried 7:0. 3) CA-1267: Request for a Certificate of Appropriateness to allow exterior repairs on a house. Location: 2604 Gladys Applicant: Johnny Casmore Mr. Richardson presented the staff report. Marsha Normand is wishing to remove the brick siding on the front of the house at 2604 Gladys. The contractor, Johnny Casmore, states that the brick veneer is not original to the house. It is separating from the house. In addition, repairs are needed at the rear of the house where a tree fell during Hurricane Rita. The siding will be repaired with like kind and then painted gray. Mr. Richardson recommended approval. Slides of the subject property were shown. Chairman Farah asked for the applicant's comments. Johnny Casmore, the applicant, addressed the Commission on behalf of the property owners, Marsha Normand and Bob Wortham. Commissioner Yoes made a motion to approve a Certificate of Appropriateness to allow exterior repairs on the house at 2604 Gladys as requested in CA-1267. Commissioner Petznick seconded the motion. Motion to approve carried 7:0. 3 � ) I Historic Landmark Commission October 4, 2006 4) Historic Preservation Loan Report Mr. Richardson stated that there is $57,272.02 available in the loan fund. Mr. Richardson stated that he had talked with the City Attorney, Tyrone Cooper in reference to Gulf Sierra's loan and their bankruptcy. Mr. Cooper thought that the bankruptcy had been dismissed, but the Legal Department is investigating the situation. Mr. Richardson said he spoke with Pat Buehrle and she has brought her loan up to date. Chairman Farah asked that Mr. Cooper be present at the November meeting to discuss the Gulf Sierra account. 7) Director's Report Mr. Richardson introduced Anna Varcla, the new Oaks Historic District Code Enforcement Officer. OTHER BUSINESS Darlene Chodzinski, Executive Director of the BeaumontHeritage Society, updated the Commission on the Chambers House. Commissioner Petznick announced that the grand opening of the third floor of the McFaddin Ward House will be held on November 4, 2006.
