HISTORIC LANDMARK COMMISSION
April 9, 2007

A Regular Meeting of the Historic Landmark Commission was held on April 9, 2007 at 3 :30
p.m. with the following members present:

APPROVAL OF THE MINUTES
Commissioner Richardson made a motion to approve the minutes of the February 12, 2007
Regular Meeting. Commissioner Gibson seconded the motion. Motion to approve carried
8:0.
REGULAR MEETING
1) CA-1306: Request for a Certificate of Appropriateness to allow the construction
of a carport.
Location: 2218 Laurel
Applicant: Luis and Maribel Loza
Mr. Richardson presented the staff report. The applicants, Luis and Maribel Loza,
want to build a 20' x 20' carport at the rear of the their property. The carport will

be constructed with wood posts and topped with a flat aluminum roof. The Lozas
state that in the future they would like to enclose the structure at the rear and sides
with siding to match the house and the existing storage building. A portion of the
structure will be seen from the street.
The Historic District regulations state that accessory buildings must be compatible
with the scale, shape, roof form, materials, detailing and color of the main building.
Accessory buildings must have pitched roofs.
Mr. Richardson recommended denial based upon the shape and construction
material of the roof.
Slides of the property were shown.
Chairman Farah asked for the applicant's comments.
Maribel Loza addressed the Commission and answered questions. It was explained
to Mrs. Loza that accessory buildings must have pitched roofs to be in compliance
with the regulations.
Commissioner Jordan made a motion to deny a Certificate of Appropriateness to
allow the construction of a carport at 2218 Laurel as requested in CA-1306.
Commissioner Gibson seconded the motion. Motion to deny carried 7:1.
2) CA-1309: Request for a Certificate of Appropriateness to allow a paved parking
area in a front yard.
Location: 1940 Harrison
Applicant: Irma Carbajal
Mr. Richardson presented the staff report. The applicant, Ms. Carbajal states that
she called City Hall about the need for a building permit to construct a paved
parking area in her front yard. She states that the person she talked to told her that
as long as there was no curb -cut for a driveway apron, there was no need for a
building permit. Based upon that information, she constructed the parking area.
After construction, Anna Varela, Code Enforcement Officer for the Oaks District,
noticed the parking area and cited Ms. Carbajal.
Ms. Carbajal states that due to poor street drainage in front of her house, it affects
how her property drains and the front yard stays wet. In addition, Ms. Carbaj al says
that her daughter is deaf and she is afraid for her daughter to ride her bike in the
street.
The Historic District regulations state that parking in front yards is not permitted
without a certificate of appropriateness.

Mr. Richardson recommended denial of the request.
Slides of the property were shown.
Chairman Farah asked for the applicant's comments.
Irma Carbajal, the applicant, addressed the Commission. Noel Jaimes served as an
interpreter for Mrs. Carbaj al.
Discussion followed between the Commission, Steve Richardson and Chris Boone.
Commissioner Broussard made a motion to approve a Certificate of
Appropriateness to allow a paved area in a front yard at 1940 Harrison as requested
in CA-1309, subject to it not to be used for parking and that it be screened with
shrubs according to the ordinance. Commissioner Hallmark seconded the motion.
Motion to approve carried 5:3.
3) HCD-1.33: Request for approval of a historic preservation loan.
Location: 1822 Broadway
Applicant: George and Sandra Bullington
Mr. Richardson presented the staff report. This item is a request for a historic
preservation loan in the amount of $15,000. George and Sandra Bullington have
made this request for work to be done on their house at 1822 Broadway.
Work to be done includes general repairs to the exterior of the house including
painting.
The terms of the loan will be $250 per month for 60 months.
Mr. Richardson recommended approval of the request.
Chairman Farah asked for the applicant's comments.
George Bullington addressed the Commission.
Commissioner Petznick made a motion to approve a historic preservation loan for
the house at 1822 Broadway as requested in HCD-1.33. Commissioner Yoes
seconded the motion. Motion to approve carried 8:0.
4) CA-1318: Request for a Certificate of Appropriateness to allow the construction of
a fence.
Location: 2520 Liberty
Applicant: Noel Jaimes
Mr. Richardson presented the staff report. This request for a certificate of
appropriateness is to allow a cinder block and wrought iron fence around the
property at 2520 Liberty.

Noel Jaimes states that he inquired about a building permit for a fence but did fail
to mention that it was in the Oaks Historic District. Staff stopped progress on the
fence as soon as it was reported. The columns of the fence will be constructed of
cinder blocks that are designed to look like cut stone.
The Historic District regulations state that concrete block fences are not permitted
in front or side yards. The only permitted materials are wrought iron, wood or
brick.
Mr. Richardson recommended denial of the request.
Chairman Farah asked for the applicant's comments.
Noel Jaimes, the applicant, addressed the Commission.
(Commissioner Richardson left the meeting.)
Discussion followed between the Commission members.
Commissioner Hallmark made a motion to approve a Certificate of Appropriateness
to allow the construction of a fence with concrete posts at 2520 Liberty as requested
in CA- 1318, one running either side of the sidewalk, one running each front point
corner and then reducing down by approximately half the ones that were running
down the side of the house going to the back, wrought iron posts with wrought iron
in between and allowing the painting of the concrete based upon approval of paint
colors from the city ordinance. Commissioner Broussard seconded the motion.
Motion to approve carried 5:2.
5) CA-1321: Request for a Certificate of Appropriateness to allow the demolition of
a structure.
Location: 2398 North
Applicant: City of Beaumont
Mr. Richardson presented the staff report. Pam Loiacano tagged the subject
structure as substandard in March. The structure burned several months ago.
Mrs. Loiacano states that the house has extensive fire damage and the owner has
granted the City permission to demolish it. The house has excessive damage to both
supporting and non -supporting members. Pam says that the house is not suitable for
rehabilitation.
Mr. Richardson recommended approval of the request.
Mrs. Loiacano addressed the Commission.
Vice -Chairman Yoes made a motion to approve a Certificate of Appropriateness to
allow the demolition of a structure at 2398 North as requested in CA-1321.
Commissioner Petznick seconded the motion. Motion to approve carried 7:0.

G) Discussion of File 1879-Z.
Kevin Herrington, representative for Altus Health Management Services, originally
made application to remove four properties out of the Oaks Historic Overlay
District and has since withdrawn the request.
7) Historic Preservation Loan Report
Mr. Richardson stated that there is $80,947.93 available in the loan fund.
3) Director's Report
Mr. Richardson reported that the City Attorney would be present at the May
meeting to discuss the San Augustine Building.
OTHER BUSINESS
Discussion of 1315 Calder, the Polk House, followed.
Discussion of a workshop to review the Historic District regulations and
Certification of Appropriateness notification process.
