HISTORIC LANDMARK COMMISSION
May 14, 2007
City Council Chambers
A Workshop of the Historic Landmark Commission was held on May 14, 2007 at 2:30 p.m.
to discuss the following items:
1. Tennis courts
2. Columns
3. Notification process on Certificates of Appropriateness
Chairman Farah added that he would like to discuss membership of the Commission with
the City Manager or Mayor at the next meeting.
A Regular Meeting of the Historic Landmark Commission was held on May 14, 2007 at 3:30
p.m. with the following members present:

Chairman Farah thanked Councilmember Lulu Smith for her years of service to the City and
the Historic Landmark Commission.

APPROVAL OF THE MINUTES
Commissioner Richardson made a motion to approve the minutes of the April 9, 2007
Regular Meeting. Commissioner Broussard seconded the motion. Motion to approve
carried 7:0.
REGULAR MEETING
1) File 1884-Z: Request for the removal of two lots out of the Oaks Historic District.
Location: 2325-2335 Calder
Applicant: Wayne Ingwersen
Mr. Richardson presented the staff report. When the Oaks Historic District was
expanded south of Calder, 2335 and 2345 Calder were included in the District at the
request of the previous property owner. These are the only two properties fronting
on the south side of Calder that are within the District.
The lot was previously occupied by a two story apartment building the was
demolished in 2006 with Historic Commission approval. In November, 2006, the
Commission approved a Certificate of Appropriateness for a restaurant and bar
addition on the subject property.
Mr. Richardson recommended approval of the request.

Chairman Farah asked for the applicant's comments.
Karen Ingwersen addressed the Commission.
Commissioner Richardson made a motion to approve a request for the removal of
two lots out of the Oaks Historic District at 2325-2335 Calder as requested in File
1884-Z. Commissioner Long seconded the motion. Motion to approve carried 7:0.
2) CA-1326: Request for a Certificate of Appropriateness to allow the construction of
a pitched roof on a structure.
Location: 2190 Pecos
Applicant: Jose Torres
Mr. Richardson presented the staff report. The second story of the subject house
has a flat roof. The property owner would like to install a roof with a T height at
the peak. The new roof will be covered with architectural shingles.
Mr. Richardson recommended approval of the request.

Mr. Torres' daughter addressed the Commission.
Discussion followed between the Commission members and Mr. Richardson
regarding a different pitch on the roof.
Commissioner Long made a motion to approve a Certificate of Appropriateness to
allow the construction of a pitched roof on a structure as requested in CA-1326,
subject to a minimum of 8/12 slope. Commissioner Jordan seconded the motion.
Motion to approve carried 7:0.
3) CA-1331: Request for a Certificate of Appropriateness to allow the demolition of
a structure.
Location: 407 N. 7`h Street
Applicant: City of Beaumont
Mr. Richardson presented the staff report. Ms. Loiacano, Demolition Field
Supervisor, has found the subject property in violation of the City of Beaumont
Code of Ordinances. The structure was tagged in December, 2006. Ms. Loiacano
states that the structure has 50% or more damage to non -supporting members.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
Chairman Farah asked for the applicant's comments.
Mrs. Loiacano addressed the Commission and answered questions.
Commissioner Yoes made a motion to approve a Certificate of Appropriateness to
allow the demolition of a structure at 407 N. 7"' Street as requested in CA-1331.
Commissioner Hallmark seconded the motion. Motion to approve carried 6:1
(Jordan).
4) CA-1332: Request for a Certificate of Appropriateness to allow the demolition of
a structure.
Location: 2250 Harrison
Applicant: City of Beaumont
Mr. Richardson presented the staff report. Mrs. Loiacano has found the subject
property in violation of the City of Beaumont Code of Ordinances. The structure
was tagged in August, 2006. The property owner enrolled in a work program in
September, 2006 but no building permit was ever purchased. Mrs. Loiacano states
that the structure has 50% or more damage of non -supporting members and 33% or
more damage of supporting members. The structure is substandard and not suitable
for rehabilitation.

Commissioner Broussard made a motion to approve a Certificate of
Appropriateness to allow the demolition of a structure at 2250 Harrison as requested
in CA- 1332. Commissioner Yoes seconded the motion. Motion to approve carried
7:0.
5) CA-1333: Request for a Certificate of Appropriateness to allow the demolition of
a structure.
Location: 2127 Broadway
Applicant: City of Beaumont
Mr. Richardson presented the staff report. Mrs. Loiacano found the structure to be
in violation of the City of Beaumont Code of Ordinances. The structure was tagged
substandard in September, 2006. Pam states that the structure has 33% or more
damage of supporting members.
Mrs. Loiacano states that attempts to contact the property owner have been futile.
While the house is deteriorating, measures could be taken to save it.
Mr. Richardson recommended denial of the request.

Mrs. Loiacano addressed the Commission.
Discussion followed between the Commission and Mrs. Loiacano.
Vice -Chairman Yoes made a motion to table a Certificate of Appropriateness to
allow the demolition of a structure at 2127 Broadway as requested in CA-1333.
Commissioner Long seconded the motion. Motion to table carried 7:0.
6) CA-1334: Request for a Certificate of Appropriateness to allow the demolition of
a structure.
Location: 2552 Angelina
Applicant: City of Beaumont
Mr. Richardson presented the staff report. This item is a request for a certificate of
appropriateness to allow the demolition of a structure at 2552 Angelina.
Mrs. Loiacano found the structure to be in violation of the City of Beaumont Code
of Ordinances. The structure was tagged substandard in November, 2006. Mrs.
Loiacano states that the structure has 50% or more damage of non -supporting
members. All attempts to contact the property owner have gone unanswered.

Commissioner Long made a motion to approve a Certificate of Appropriateness to
allow the demolition of a structure at 2552 Angelina as requested in CA-1334.
Commissioner Hallmark seconded the motion. Motion to approve carried 7:0.
7) CA-1335: Request for a Certificate of Appropriateness to allow the demolition of
a structure.
Location: 2250 Angelina
Applicant: City of Beaumont
Mr. Richardson presented the staff report. Mrs. Loiacano found the structure to be
in violation of the City of Beaumont Code of Ordinances. The structure was tagged
as substandard in August, 2006. Mary Spikes, who is purchasing the property,
enrolled in a work program in October, 2006 but insufficient work was completed.
Mrs. Loiacano states that the structure has 33% or more damage to supporting
members.
Mr. Richardson recommended approval of the request.

Vice -Chairman Yoes made a motion to approve a Certificate of Appropriateness to
allow the demolition of a structure at 2250 Angelina as requested in CA-1335.
Commissioner Jordan seconded the motion. Motion to approve carried 7:0.
8) CA-1336: Request for a Certificate of Appropriateness to allow painting, restoring
the porch with brick, railing and a wheelchair ramp, add railing to the back porch
and add lattice around the bottom of the house.
Location: 2190 Broadway
Applicant: Carleatha Wells
Mr. Richardson presented the staff report. The applicant, Carleatha Wells, is
wishing to make the aforementioned improvements to the house. Ms. Wells is
wishing to paint the main body of the house Glidden Paint "Sand White" and the
him Glidden Paint "Potter's Clay". The wheelchair ramp will be installed on the
end of the porch, running to the driveway.
Mr. Richardson recommended approval of the subject request.

Ms. Wells addressed the Commission.
Discussion followed between Ms. Wells and the Commission regarding the ramp.

Commissioner Richardson made a motion to approve a Certificate of
Appropriateness to allow the painting of the house at 2190 Broadway as requested
in CA-1336 and table the restoration of the porch with brick, railing and a
wheelchair ramp, add railing to the back porch and add lattice around the bottom
of the house. Commissioner Long seconded the motion. Motion carried 5:2.
9) CA-1337: Request for a Certificate of Appropriateness to allow a wrought iron
fence with concrete brick columns.
Location: 2190 Angelina
Applicant: Laurencio Cantu
Mr. Richardson presented the staff report. The applicant, Laurencio Cantu, has
already installed a number of the columns without a CA. The ordinance states that
concrete block fences are not permitted. However, the ordinance does state that a
fence not in compliance may be approved if the applicant establishes that the fence
is historically sensitive or unless the absence of said fence poses a significant
hazard to life or property.
Mr. Richardson recommended denial of the request.

Delores Cantu, the applicant's sister, addressed the Commission.
Discussion followed between the Commission members.
Commissioner Long made a motion to approve a Certificate of Appropriateness to
allow a wrought iron fence with concrete brick columns at 2190 Angelina as
requested in CA-1337 with the contingency that the columns be trowelled over with
stucco to create a uniform texture and also tinting the stucco a color that is
appropriate and would complement the house. Vice -Chairman Yoes seconded the
motion. Motion to approve carried 7:0.
10) CA-1339: Request for a Certificate of Appropriateness to allow the moving of the
structure at 2685 Broadway to 2675 Broadway, demolish the garage apartment and
add a parking lot at the rear of 2675 Broadway and expand the parking lot at 2685
Broadway.
Location: 2675 and 2685 Broadway
Applicant: Kevin Herrington
Mr. Richardson presented the staff report. Kevin Herrington, representing Altus
Healthcare Management Services, is requesting a CA to allow the moving of the
house located at 2685 Broadway to 2675 Broadway, demolition of the garage
apartment located at the rear of 2675 Broadway, construction of a parking lot
behind the newly moved house at 2675 Broadway and the construction of a parking
lot on the to be vacant lot at 2685 Broadway.

Altus HMS is building a new facility on the southwest corner of Broadway and I V`
Street. The entire block is zoned GC -MD. Altus is in negotiations with the
property owners of 2675 and 2685 Broadway to buy their properties. Altus
proposes to use the moved house for office use. A parking lot would be constructed
behind the structure. 2685 Broadway would be used for a parking lot.
Mr. Richardson recommended approval subj ect to the parking lot at 2685 Broadway
meeting the setback and landscaping requirements along the Broadway frontage.

Kevin Herrington, the applicant, addressed the Commission and answered
questions.
Commissioner Hallmark made a motion to approve a Certificate of Appropriateness
to allow the moving of the structure at 2685 Broadway to 2675 Broadway, demolish
the garage apartment and add a parking lot at the rear of 2675 Broadway and expand
the parking lot at 2685 Broadway as requested in CA- 1339 subject to the following
conditions:
No demolition of the structure at 2685 Broadway without permission from
the Historic Landmark Commission.
The parking lot to be built at 2685 Broadway will be landscaped according
to City Code and shall be set back 20' from the front property line. The
existing parking lot at this address will not be "grand fathered".
Commissioner Broussard seconded the motion. Motion to approve carried 7:0.
OTHER BUSINESS
Mr. Cooper, City Attorney, addressed the Commission regarding the San Augustine
Building.
THERE BEING NO FURTHER BUSINESS, THE MEETING WAS ADJOURNED
