HISTORIC LANDMARK COMMISSION
September 10, 2007

A Regular Meeting of the Historic Landmark Commission was held on September 10, 2007
at 3:30 p.m. with the following members present:

APPROVAL OF THE MINUTES
Commissioner Long made a motion to approve the minutes of the July 9, 2007 Regular
Meeting. Commissioner Petznick seconded the motion. Motion to approve carried 8:0.
REGULAR MEETING
1) CA-1282: Request for a Certificate of Appropriateness to allow the demolition of
a commercial building.
Location: 681-695 Park at Forsythe
Applicant: City of Beaumont

Mr. Richardson presented the staff report. This request was deferred until a title
policy was completed. In May, the City Attorney revealed that the City's liens were
junior in status and were cut off as a result of foreclosure. The liens are not in
effect and the City has no claims to the property.
Mrs. Loiacano states that the structure has 50% or more damage of non -supporting
members and 33% or more damage of the supporting members. The structure is
substandard and not suitable for rehabilitation.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
Discussion followed between Commissioner Petznick and Ms. Loiacano regarding
Beaumont Main Street's efforts in restoring the property or finding a buyer for the
property.
Commissioner Jordan made a motion to approve a Certificate of Appropriateness
to allow the demolition of a commercial building at 681-695 Park at Forsythe as
requested in CA-1282. Commissioner Hallmark seconded the motion. Motion to
approve carried 8:0.
2) CA-1360: Request for a Certificate of Appropriateness to install a pitched roof on
a flat -roofed house.
Location: 2060 Ashley
Applicant: Arcelia Loza
Mr. Richardson presented the staff report. This request was tabled at the July
meeting so that further information could be obtained.
The house currently has a slightly pitched roof that slopes from front to rear. The
roof was damaged during Hurricane Rita.
The new roof will have gables at the front and rear of the house and will have a 6/ 12
pitch. The new roof will be covered with black 40 year four -tab shingles. The
applicant states that the carport will be demolished.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
Chairman Yoes asked for the applicant's continents.
Connie Torres, Ms. Loza's aunt, addressed the Commission on her behalf. She
confirmed that the carport will be torn down. Ms. Torres answered questions

regarding the colors that will be used on the house.
Commissioner Petznick made a motion to approve a Certificate of Appropriateness
to install a 6/12 pitched roof on a flat -roofed house, demolish the existing carport,
replace the roof with black four -tab shingles and paint the gables with the same
color as the house at 2060 Ashley as requested in CA-1360. Commissioner Long
seconded the motion. Motion to approve carried 8:0.
3) CA-1304: Request for a Certificate of Appropriateness to allow the demolition of
a house.
Location: 2630 Gladys
Applicant: City of Beaumont
Mr. Richardson presented the staff report. The subject house was tagged as
substandard in August, 2006.
Ms. Loiacano states that the house was damaged during Hurricane Rita and that the
structure has 33% or more damage to non -supporting members. The house is
suitable for rehabilitation.
The property owner, Stephen Williams, has not responded to recent attempts to
contact him. The latest information that Ms. Loiacano had was that he was still in
litigation with his insurance company.
Mr. Richardson recommended approval of the demolition of the house because it
has now been over two years since the hurricane Mr. Williams has done nothing to
rehabilitate the house.
Discussion between staff and the Commission followed.
Commissioner Jordan suggested tabling action for 30 days so that he can talk with
the property owner and try and find a buyer for the house.
Commissioner Blazek made a motion to table a Certificate of Appropriateness to
allow the demolition of a house at 2630 Gladys as requested in CA-1304.
Commissioner Jordan seconded the motion. Motion to table carried 8:0.
4) CA-1377: Request for a Certificate of Appropriateness to allow the demolition of
a substandard structure.
Location: 2302 Evalon
Applicant: City of Beaumont
Mr. Richardson presented the staff report. Ms. Loiacano determined that the house
was substandard in 2006. She stated that the structure has 33% or more damage to
non -supporting members. The house is suitable for rehabilitation.
Mr. Richardson recommended approval of the demolition.

Ms. Loiacano answered questions from the Commission. She stated that the house
1 has extensive termite damage and that work was being done to the house without
permits. A stop work order was issued for the house.
Commissioner Jordan made a motion to approve the Certificate of Appropriateness
to allow the demolition of a substandard structure at 2302 Evalon as requested in
CA-1377. Commissioner Hallmark seconded the motion. Motion to approve
carried 7:0:1 (Broussard).
S) Historic Preservation Loan Report
Mr. Richardson stated that the current balance is $121,304.76.
6) Director's Report
OTHER BUSINESS
Discussion of the demolition of Tyrrell Park buildings.
Commissioner Hallmark requested a monthly report from Anna Varela, Oaks
Historic District Code Enforcement Officer on violation status in the District.
Mr. Richardson announced the proposed overlay for the Calder Place 1929
Neighborhood.
Chairman Yoes welcomed Councilperson "Get" Wright.
