REGULAR MEETING
HISTORIC LANDMARK COMMISSION
November 5, 2007

A Regular Meeting of the Historic Landmark Commission was held on November 5, 2007
at 3:30 p.m. with the following members present:

Enforcement Officer; Tyrone Cooper, City Attorney
Mr. Cooper addressed the Commission. At the last meeting, according to the minutes, no
formal action was taken on CA-1388 and CA-1394 because the Commission did not want
to make a negative motion. Mr. Cooper stated that a motion has to be made on each request.
If a motion to approve fails, it is necessary for another motion to be made. In the above
referenced cases, a motion to deny should have been made and voted on by the Commission.
APPROVAL OF THE MINUTES
Commissioner Blazek made a motion to approve the minutes of the October 8, 2007
Regular Meeting, Commissioner Hallmark seconded the motion. Motion to
approve carried 8:0.

1) CA-1394: Request for a Certificate of Appropriateness to allow a chain link fence
in a front yard.
Location: 2548 Rusk
Applicant: Martiniana Rico
Mr. Richardson presented the staff report. The applicant, Martiniana Rico, would
like to construct a 5' tall chain link fence in the front yard. She states that she has
small children and dogs and the fence will keep them from going into the street.
The Zoning Ordinance states that a fence in the front or corner side yard must be
constructed of wrought iron, wood or brick. The Ordinance states that a fence not
incompliance with the regulations may be approved if the applicant establishes that
the fence is historically sensitive or unless the absence of said fence poses a
significant hazard to life or property.
Mr. Richardson recommended denial of the request.
Slides of the subject property were shown.
Chairman Yocs asked for the applicant's comments. The applicant was not present.
Commissioner Petznick stated that the applicant needs to be made aware that a
fence is allowed in the back yard and that would allow for the safety of her children
and dogs.
Commissioner Petznick made a motion to deny a Certificate of Appropriateness to
allow a chain link fence in a front yard at 2548 Rusk as requested in CA-1394.
Commissioner Hallmark seconded the motion. Motion to approve carried 9:0.
2) CA- 1395: Request for a Certificate of Appropriateness to allow the construction of
a storage building.
Location: 1250 N. 6'b Street
Applicant: Javier Gomez
Mr. Richardson presented the staff report. The applicant, Javier Gomez, wants to
build an 18' x 20' storage building in the side yard of his property. He proposes to
construct a pitched roof metal carport on a concrete slab and then enclose the
carport with walls that would be constructed ofthe same type of siding as the house.
Accessory buildings must have pitched roofs. Prefabricated metal accessory
buildings are permitted ifthey are completely screened from view from any abutting

Commissioner Mehaffy made a motion to approve a Certificate of Appropriateness
to allow the painting of a house at 2325 Long as submitted in CA-1398.
Commissioner Hallmark seconded the motion. Motion to approve failed 2:7.
Further discussion followed between the applicant and the Commission and the
applicant stated that she was willing to compromise on the colors.
Commissioner Blazek made a motion to approve a Certificate of Appropriateness
to allow the painting of a house at 2325 Long with the trim and door paint color of
SW 6508 and the shutter color either SW 6509 or SW 6510. Commissioner Jordan
seconded the motion. Motion to approve carried 8:1 (Hallmark).
4) CA-1405: Request for a Certificate of Appropriateness to allow the construction of
an addition on the rear of an existing house.
Location: 2210 South
Applicant: Efrain Torres
Mr. Richardson presented the staff report. The applicant, Efrain Torres, would like
to construct a 16' x 16' addition that will be used as a storage room. Mr. Torres
states that siding will match the existing siding on the house. Single pane,
aluminum windows will be installed. Mr. Torres states that the roof will be a
slightly pitched gable roof.
Mr. Richardson recommended approval subject to the window frames of the new
windows being white in color.
Slides of the subject property were shown.
Chairman Yoes asked for the applicant's comments.
A representative of Mr. Torres addressed the Commission
Commissioner Mehaffy made a motion to approve a Certificate of Appropriateness
to allow the construction of an addition on the rear of an existing house at 2210
South as requested in CA-1405. Commissioner Long.seconded the motion. Motion
to approve carried 9A.
5) 50-HC: Request for an HC (Historic -Cultural Landmark Preservation Overlay)
District.
Location: 1822 Broadway
Applicant: George and Sandra Bullington
Mr. Richardson presented the staff report. The applicants, George and Sandra
Bullington are requesting this historic designation.

The house was built for O.H. Pennock Jr. who was an. accomplished Beaumont
businessman with interests in finance, real estate and insurance.
The home was one of the first Arts and Crafts and Neo-Classical bungalow style
homes in Beaumont. The architect and builder was H.C. Banker and Co.
Construction started in 1910. The house has a number of unique features and in
restoring the house, the Bullingtons have tried to keep in tact as many of these
features as possible.
One of the claims to fame that this house can make that in 1966 and 1967, the house
was the Half Way House Coffee House. During that time period, a number of
entertainers such as ,Ferry Jeff Walker, Johnny Winter and Janis Joplin performed
there before going on to the national level.
The subj ect property is listed in both the 1977 and 1989 SPARE Beaumont surveys,
rn addition, the house is one of several in a cluster of historically significant houses
and is a contributing structure to the Oaks Historic District.
Mr. Richardson recommended approval of the request.

Sandra Bullington addressed the Commission and distributed additional photos.
Commissioner Petznick made a motion to approve to approve a request for an HC
(Historic -Cultural Landmark Preservation Overlay) District for the house at 1822
Broadway as requested in 50-HC. Commissioner Blazek seconded the motion.
Motion to approve carried 9:0.
6) HCD-1.35: Request for a historic preservation loan.
Location: 730 Liberty
Applicant: Leo and .Pam Danna
Mr. Richardson presented the staff report. The applicants, Leo and Pam Danna,
applied for a loan in the amount of $100,000. However, approximately $50,000 is
all that is uncommitted.
The subject property is the site of the current Salad Soulmates salad dressing
manufacturer and the former site of the Quality Caf6. The building was badly
damaged during Hurricane Rita, In trying to determine what to do with the building
after the storm, the Dannas decided to expand the salad dressing business and to
provide a smaller restaurant/retail space than whatpreviously existed. The building
is part of the Downtown National Register District.

For a loan amount of $50,000, loan payments will be $833.33/month for 60 months.
Mr. Richardson recommended approval of the request.

Pam Danna addressed the Commission.
Commissioner Mehaffy made a motion to approve a historic preservation loan in
the amount of $50,000 for the property at 730 Liberty as requested in. HCD-1.35.
Commissioner Blazek seconded the motion. Motion to approve carried 9:0.
7) Historic Preservation Loan Report
Mr. Richardson stated that the current balance is $119,000.
8) Director's Report
Anna Varela, Code Enforcement Officer for the Oaks Historic District, distributed
the monthly report of activity in the District and gave a brief summary,
