HomeMy WebLinkAbout2-11-08 HLC MinutesMINUTES REGULAR MEETING HISTORIC LANDMARK COMMISSION February 11, 2008 City Council Chambers A Regular Meeting of the Historic Landmark Commission was held on February 11, 2008 at 3:30 p.m. with the following members present: Commission members present: Commissioner Marie Broussard Commissioner Ralph Jordan Commissioner Dale Hallmark Commissioner Ware Petznick Commissioner Norris Turner Commissioner James Mehaffy Commissioner Paula Blazek Commissioner Darlene Chodzinski Commission members absent: Chairman Bill Yoes Commissioner Tracy Richardson Commissioner Dohn LaBiche Councilmembers absent: Councilmember-At-Large Gethrel Wright Councilmember Alan Coleman Also present: Stephen Richardson, Planning Manager; Jill Cole, Recording Secretary; Adina Ward, Planner; Anna Varela, Oaks District Code Enforcement Officer APPROVAL OF THE MINUTES Commissioner Broussard made a motion to approve the minutes of the January 14, 2008 Regular Meeting. Commissioner Hallmark seconded the motion. Motion to approve carried 7:0. REGULAR MEETING 1) CA-1425: Request for a Certificate of Appropriateness to allow an addition and the installation of new windows to an existing house. Location: 1950 Long Applicant: Miguel Martinez and Aurora Angeles Mr. Richardson presented the staff report. Miguel Martinez would like to construct a 33' x 43' addition onto the rear of the structure. The addition's roof will be gabled Historic Landmark Commission February 11, 2008 and shingled with architectural shingles to match the roof on the rest of the house. The siding on the existing structure and the addition will be hardiplank with an approximate width appearance of 6 %2". In addition, Mr. Martinez states that he would like to replace all the windows with double pane, six light white vinyl windows. Mr. Richardson recommended approval of all the proposed work except for the windows on the front and side facades. The current windows are two -over -two sash windows. He said that he felt that these particular windows are the most interesting feature of the house and should be preserved on the front and side facades. Slides of the subject property were shown. (Commissioner Mehaffy arrived.) Commissioner Blazek, acting as Chairperson, asked for the applicant's comments. Mr. Martinez, the applicant, addressed the Commission. He stated that his two sons have asthma and he wants to replace the windows in order to seal off the house. Comments from Commissioners Petznick, Hallmark and Turner regarding options for the windows followed. Further discussion followed between Mr. Martinez, the Commission and staff. Commissioner fordan made a motion to approve a Certificate of Appropriateness to allow the following at 1950 Long as requested in CA-1425: • The replacement of the windows with one over one or two over two windows with the same dimensions as what is there now. • Hardiplanking of the house with 6" or 6 %2" reveal. • The front door may be replaced with a 36" door with a transom over the door that is similar to what is existing. • The construction of a porch with 1 x 4 boards or something appropriate for the time period. • An addition on the back of the house as long as it is not visible ftorn the street. Commissioner Petznick seconded the motion, The motion to approve carried 8:0. 2) CA-1426: Request for a Certificate of Appropriateness to allow the installation of new windows and the construction of a concrete front porchon an existing house. Location: 2245 South Applicant: Juan Perez 0a Historic Landmark Commission February 11, 2008 Mr. Richardson presented the staff report. The applicant, Juan Perez, would like to install new windows and construct a concrete front porch. The existing windows are one -over -one sash. Mr. Perez would like to install 6 light windows. The existing front porch is constructed of wood and has concrete front steps. Mr. Perez would like to replace the existing front porch with a concrete porch. Mr. Richardson recommended that the windows along the front and side facades remain one -aver -one and the and the front porch as approved in the previous case would be appropriate. Slides of the subject property were shown. Commissioner Blazek asked for the applicant's continents. Mr. Perez, the applicant, addressed the Commission and answered questions. Commissioner Jordan made a motion to deny a Certificate of Appropriateness to allow the installation of new windows and the construction of a concrete front porch on an existing house at 2245 South as requested -in CA-1426. Commissioner Hallmark seconded the motion. Motion to deny carried 8:0. 3) Historic Preservation Loan Report Mr. Richardson stated that the current balance is $15,584.74. 4) Director's Report Mrs. Varela submitted her report for the month of January to the Commission and answered questions. OTHER BUSINESS Website - Dr. Ware Petznick At last month's meeting, it was suggested that information on the Oaks District be added to the City's website. It was discussed between the Commission, staff and Dr. Petznick about how to set up information such as possible links to the district, preservation how-to's, sources of building materials and supplies, the Beaumont Heritage Society, the McFaddin- Ward House, definitions/terms, etc. Commissioners Petznick and Blazek will be the sub -committee for this item.
