APPROVAL OF THE MINUTES
Commissioner Petznick made an amendment to the minutes of the February 11,
2008 Regular Meeting. On page 3 regarding the proposed web site, it would be
information on all of Beaumont's historic properties and not just the Oaks Historic
District.
Commissioner Blazek made a motion to approve the February 11, 2008 minutes as
amended. Commissioner Chodzinski seconded the motion. Motion to approve
carried 9:0.
Mr. Richardson welcomed and introduced Maggie Perkins as the newest Historic Landmark
Commissioner.

REGULAR MEETING
1) CA-1443: Request for a Certificate of Appropriateness to allow a 4'tall wire fence
in the front yard.
Location: 1791 North
Applicant: Marco and Steffani Carrillo
Mr. Richardson presented the staff report. The applicant's, Marco and Steffani
Carrillo constructed the subject fence without a Certificate ofAppropriateness. The
Historic District regulations state that a fence in a front or corner side yard must be
constructed of wrought iron, wood or brick.
Mr. Richardson recommended denial of the request.
Slides of the subject property were shown.
Chairman Yoes asked for the applicant's comments.
Mr. Carrillo, the applicant, addressed the Commission. He stated the purpose of the
fence is for the safety of his children.
Discussion followed between the Commission and Mr. Richardson on height and
materials allowed for fences. It was determined that if Mr. Carrillo removed the
wire portion of the fence and replaced it with wood that it would be in compliance.
Commissioner Petznick made a motion to deny a Certificate of Appropriateness to
allow a 4' tall wire fence in the front yard at 1791 North as requested in CA-1443,
but for Mr. Richardson work with the applicant to make the fence compliant by
removing the wire portion and replacing it with wood pickets like the remainder of
the fence. Commissioner Jordan seconded the motion. The motion to deny carried
9:0.
2) CA-1446: Request for a Certificate of Appropriateness to allow the replacement of
a concrete tile roof with three -tab asphalt shingles.
Location; 2234 Liberty
Applicant: Leonardo Torres
Mr. Richardson presented the staff report. The applicant, Leonardo Torres, stated
that the new shingles will be "hickory red and black" in color. Mr. Torres stated
that he is unable to get concrete tile shingles that would match the existing roof.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
Chairman Yoes asked for the applicant's comments.

The applicant, Leonardo Torres, addressed the Commission. Discussion followed
regarding salvaging the tiles that are to be removed,
Commissioner Jordan made a motion to approve a Certificate of Appropriateness
to allow the replacement of a concrete tile roof with three -tab asphalt shingles at
2234 Liberty as requested in CA-1446. Commissioner LaBiche seconded the
motion. Motion to approve carried 8:0:1 (Petznick).
3) Historic Preservation Loan Report
Mr. Richardson stated that the current balance is $27,209.15.
4) Director's Report
Mr. Richardson stated that he spoke with Charles Peveto with the Texas Historical
Commission regarding information on updating the SPARE Beaumont survey.
5) Carolyn Howard - National Register District
Ms. Howard postponed her presentation until the next meeting.
6) Historic District Code Enforcement Report
Mrs. Varela submitted her report for the month of March to the Commission and
answered questions.
OTHER BUSINESS
The Oaks Historic District Annual Bash scheduled for Saturday, April 19, 2008 at
7 p.m.
