HISTORIC LANDMARK COMMISSION
May 12, 2008

A Regular Meeting of the Historic Landmark Commission was held on May 12, 2008 at 3:30
p.m. with the following members present:

Chairman Yoes welcomed Marty Craig as the newest member of the Historic Landmark
Commission.
APPROVAL OF THE MINUTES
Commissioner LaBiche made a motion to approve the minutes of the Regular
Meeting held April 14, 2008. Commissioner Petznick seconded the .motion.
Motion to approve carried 8:0.

REGULAR MEETING
1) CA-1459: Request for a Certificate of Appropriateness to allow the demolition of
a residential structure.
Location: 2210 Long
Applicant: City of Beaumont Building Codes Division
Mr. Ric hardsonpresented the staffreport. Pam Loiacano, Demolition Coordinator,
states that the subject structure was inspected and found to be in violation of the
City of Beaumont Code of Ordinances pertaining to dangerous structures.
The property owner has signed a consent form for the structure to be demolished.
The structure has 50% or more damage to non -supporting members and 33% or
more damage to supporting members. The structure is fire damaged and is
unsuitable for rehabilitation.
Mr, Richardson recommended approval of the request.
Slides of the subject property were shown.
Chairman Yoes asked for the applicant's comments. .
Mrs. Loiacano addressed the Commission.
Commissioner LaBiche made a motion to approve a Certificate of Appropriateness
to allow the demolition of a residential structure at 2210 Long as requested in CA-
1459. Commissioner Broussard seconded the motion. The motion to approve
carried 7:0:1 (Petznick).
2) CA-1.460: Request for a Certificate of Appropriateness to allow the demolition of
a residential structure.
Location: 2105 Pecos
Applicant: City of Beaumont Building Codes Division

1460. Commissioner Broussard seconded the motion. Motion to approve carried

3) CA-1463: Request for a Certificate of Appropriateness to allow the demolition of
a residential structure.
Location: 562-64-66 tad Street
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. Pam Loiacano states that the structure
was inspected and found to be in violation of the City of Beaumont Code of
Ordinances pertaining to dangerous structures.
The property owner has signed a consent form for the structure to be demolished.

is suitable for rehabilitation.
Mr. Richardson recommended approval of the request.

Mrs. Loiacano addressed the Commission. The property owner enrolled in a work
program two years. At that time, it was suitable for rehabilitation, but no work has
been done to date, and therefore is no longer suitable for rehab.
Commissioner Broussard made a motion to approve a Certificate of
Appropriateness to allow the demolition of a residential structure at 562-64-66 2nd
Street asrequested in CA-1463. Commissioner Blazek seconded the motion.
Motion to approve carried 7:0:1 (Petznick).
4) CA-1464: Request for a Certificate of Appropriateness to allow the demolition of
a residential structure and the construction of a replacement house.
Location: 1019 N. 5'h Street
Applicant: City of Beaumont Housing Division
Mr. Richardson presented the staff report. Joe Warren is enrolled in the Rita Repair
Program and has been approved for new construction. The new 1,006 sq. ft. house
will be wood -framed. Hardi-plank siding with a 7" profile will be installed. The
house will be painted white. Windows will be white vinyl with multi -lights. The
roof will be covered in "weatherwood" 3-tab shingles.
Mr. Richardson recommended approval of the request.

Chairman Yoes asked for the applicant's comments.
Janett Lewis, Housing Manager for the City of Beaumont, addressed the
Commission and answered questions. Mrs. Lewis asked the Commission for
guidance so that the new construction will comply with the Oaks Historic District
regulations.
Commissioners LaBiche and Petznick made suggestions for the exterior of the
house so that it would be more in keeping with the original facade.
In order to comply with the .funding agency, the house must be completed by July
31, 2008. Mr. Richardson suggested to the Commission that Commissioner
LaBiche work with the City and the contractor on changes to the house so that the
house will comply with the regulations and meet the completion deadline.
Commissioner Petznick made a motion to approve a Certificate of Appropriateness
to allow the demolition of a residential structure and the construction of a
replacement house at 1019 N. 5'h Street as requested in CA-1464, subject to the
following conditions:
• The house is to be made to conform to the Historic District.
• The front facade of the house is to be the gable end.
• The proportions of the windows and the window surrounds shall conform
as much as possible to the original structure.
• The front porch structure and the line of the .roof shall conform to the
original.
• The vent to the attic is to be squared -off as in the original facade.
• The roof is to be dog-eared, if possible.
• All other specifications and the floor plan is to be worked out between Mr.
LaBiche and Mrs. Lewis.
Commissioner Craig seconded the motion. Motion to approve carried 8:0.
5) CA-1467: Request for a Certificate ofAppropriateness to allow a restaurant parking
lot.
Location: 2320 Broadway
Applicant: Wayne Ingwersen/Easy's Restaurant
Mr. Richardson presented the staff report. Wayne Ingwersen, the owner of Easy's
Restaurant, has requested this certificate of appropriateness. The subject property
is immediately south of the restaurant.
Mr. Richardson recommended approval subject to the following conditions:

• During the Calder Avenue construction project, access to Broadway will
be permitted. Once that project is completed, the Broadway access will be
eliminated.
• The parking lot shall extend no more than 25' from the south property line.
• A minimum 6' wide landscape strip shall be installed along the south end
of the parking lot.
• An 8' tall wood screening fence shall be constructed along the west
property line.

Commissioner Craig made a motion to approve a Certificate of Appropriateness to
allow a restaurant parking lot at 2320 Broadway as requested in CA-1467, subject
to the following conditions:
• During the Calder Avenue construction project, access to Broadway will

.eliminated.

Commissioner Turner seconded the motion. Motion to approve carried 8:0.
6) HCD-1.36: Request for a historic preservation loan.
Location: 278 Pearl
Applicant: Willard Hall
Mr. Richardson presented the staff report. This item is a request for an historic
preservation loan in the amount of $49,000 for work to be done to the exterior of
the building at 278 Pearl.
The loan request is to pay for work on the west and south walls of the building and
to install a fire escape. The work to the walls involves grouting, caulking of
windows and re -plastering. The new fire escape will be constructed to provide
emergency access to the second and third floors of the building. The need for the
work is a result of the City's recent demolition of the building adjacent to the south.
That demolition exposed the south wall, thus necessitating the need f6r the work..
The original request is for $49,000. Because the courtyard fence is not eligible for
funding, Mr. Richardson recommends funding in the amount of $39,375. At that
amount, the loan payments will be $820.31 per month for 48 months.

Commissioner Petznick made a motion to approve a request for a historic
preservation loan in the amount of $39,375 for the property located at 278 Pearl as
requested in HCD-1.36. Commissioner Craig seconded the motion. Motion to
approve carried 8:0.
7) Historic Preservation Loan Report
Mr. Richardson stated that the current balance is $74,424.81.

Ms. Howard made a slide presentation to the Commission of the National Register
District downtown.
10) Historic District Code Enforcement Report
Mrs. Varela submitted her monthly report to the Commission.
