REGULAR MEETING
HISTORIC LANDMARK COMMISSION
August 11, 2008
City Council Chambers
A Regular Meeting of the Historic Landmark Commission was held on August 11, 2008 at
3:30 p.m. with the following members present:

APPROVAL OF TBE MINUTES
Commissioner Richardson made a motion to approve the minutes of the Regular
Meeting held July 14, 2008. Commissioner Broussard seconded the motion.
Motion to approve carried 7:0.
REGULAR MEETING
1) CA-1465: Request for a Certificate of Appropriateness to allow the replacement of
windows on a house.
Location: 2422 Pecos
Applicant: Eric and Roxanne Hellberg
Mr. Richardson presented the staff report. Mr. Richardson stated, that, in May he
approved the replacement of all the windows in the house with white vinyl windows

of a similar appearance to the existing windows. The existing windows in the house
had multiple panes. The windows were replaced with single pane over single pane.
Upon noticing that the windows were replaced, Mr. Richardson called the Hellbergs
and informed them that he was submitting the issue before the Historic Landmark
Commission for its decision.
The Planning Manager stated that his personal preference would be the multiple
pane windows but the windows that are in the house are high quality windows. It
does look nice, but he wanted to bring it before the Commission.
Slides of the subject property were shown.
Chairman Yoes asked for the applicant's comments.
Roxanne Hellberg addressed the Commission. Discussion followed between the
Commission and Mrs. Hellberg on the possibility of snap on mullion kits for the
windows to make them look more like the original windows.
Commissioner Mehaffy made a motion to table a Certificate of Appropriateness to
allow the replacement of windows on a house at 2422 Pecos as requested in CA-
1465 until the applicant can obtain the mullion kit for the windows. Convnissioner
Richardson seconded the motion. The motion carried 7:0.
2) CA-1495: Request for a Certificate of Appropriateness to allow the demolition of
a residential structure.
Location: 2575 South
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. The structure was tagged as substandard
in April. The structure has extensive fire damage and the property owner has signed
a demolition consent form. Ms. Loiacano states that the structure has 50% or more
damage to non -supporting members and 33% or more damage to supporting
members. She does not feel that the structure is suitable for rehabilitation.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
Chairman Yoes asked for the applicant's comments.
Ms. Loiacano addressed the Commission and answered questions.
Commissioner Mehaffy made a motion to approve a Certificate of Appropriateness
to allow the demolition of a residential structure at 2575 South as requested in CA-
1495. Commissioner Craig seconded the motion. Motion to approve carried 7:0.

Mr. Richardson stated that there is $48,651.01 available.

No report submitted to the Commission.
OTHER BUSINESS
Mr. Richardson informed the Commission that Commissioner Petznick is moving
and resigned from the Commission.
