HISTORIC LANDMARK COMMISSION
September 8, 2008

A Regular Meeting of the Historic Landmark Commission was held on September 8, 2008
at 3:30 p.m. with the following members present:

APPROVAL OF THE MINUTES
Commissioner Craig made a motion to approve the minutes of the Regular Meeting
held August 11, 2008. Commissioner Broussard seconded the motion. Motion to
approve carried 7:0.
REGULAR MEETING
1) CA-1500: Request for a Certificate of Appropriateness to allow the replacement of
a front porch.
Location: 2277 Long
Applicant: Brian Vogt
Mr. Richardson presented the staff report. In 2004, a previous property owner had
constructed a two story front porch without a certificate of appropriateness. That

porch had a roof that angled towards the street. At that time the Historic Landmark
Commission denied the porch as constructed.
Mr. Richardson stated that he felt that a pitched roof would compliment the front
facade of the house better than what is proposed.
Photos of the subject property were distributed to the Commission.
Chairman Yoes asked for the applicant's comments.
Christi Berger with J & W Travis, the contractor, addressed the Commission.
Commissioner Jordan asked if the roof of the porch could be revised to match the
rest of the house. Ms. Berger said that would not be a problem.
Commissioner Jordan made a motion to approve a Certificate of Appropriateness
to allow the replacement of a front porch on the house at 2277 Long as requested
in CA-1500 subject to revising it to reflect the existing roof line of the house or to
a gabled roof. Commissioner Craig seconded the motion. Motion to approve
carried 7:0.
2) CA-1465: Request for a Certificate of Appropriateness to allow the replacement
{ i of windows on a house.
Location: 2422 Pecos
Applicant: Eric and Roxanne HelIberg
Commissioner Richardson made a motion to table CA-1465 until the applicant
could be present. Commissioner Blazek seconded the motion. Motion to table
carried 7:0.
3) CA- 1501: Request for a Certificate of Appropriateness to allow a front porch.
Location: 2145 Pecos
Applicant: Tamiko Judge
Commissioner Richardson made a motion to table CA-1501 until the applicant
could be present. Commissioner Blazek seconded the motion. Motion to table
carried 7:0.
4) CA-1511: Request for a Certificate of Appropriateness to allow the replacement of
a concrete tile roof with asphalt shingles.
Location: 2478 North Street
Applicant: Henry Gaus
Mr. Richardson presented the staff report. The applicant, Henry Gaus, would like
to replace the tiles with 30 year architectural shingles in a "weatherwood" color.

Mr. Richardson recommended approval of the request.

Henry Gaus addressed the Commission.
Commissioner Craig made a motion to approve a Certificate of Appropriateness to
allow the replacement of a concrete tile roof with asphalt shingles on the house at
2478 North Street as requested in CA-1511. Commissioner Richardson seconded
the motion. Motion to approve carried 7:0.
5) CA-1515: Request for a Certificate of Appropriateness to allow the replacement of
a concrete tile roof with asphalt shingles.
Location: 1940 Broadway
Applicant: Ronald Clark
Mr. Richardson presented the staff report. The applicant, Ronald Clark, would like
to replace the file roof with gray asphalt shingles. The house was built c. 1925 and
is representative of upper middle class housing built in Beaumont after the second
Spindletop boom.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
Chairman Yoes asked for the applicant's comments.
Roland Catterly, representing Mr. Clark as his contractor, addressed the
Commission and distributed some photos of the property.
Commissioner Jordan made a motion to approve a Certificate of Appropriateness
to allow the replacement of a concrete tile roof at 1940 Broadway as requested in
CA-1515 subject to the replacement shingles being architectural shingles.
Commissioner Turner seconded the motion. Motion to approve carried 7:0.
6) CA-1516: Request for a Certificate of Appropriateness to allow the construction of
a new house.
Location: 2655 Gladys
Applicant: Shaun Roberts
Mr. Richardson presented the staff report. Shaun Roberts, the applicant, states that
the wood frame construction will be covered with 12" wide hardy plank siding. The
roof will be covered in black architectural shingles. Windows will be multi -pane
white vinyl. The house will be painted on of the pre -approved neutral colors.
Mr. Richardson recommended approval of the request.

Shaun Robert addressed the Commission.
Commissioner Richardson made a motion to approve a Certificate of
Appropriateness to allow the construction of a new house at 2655 Gladys as
requested in CA-1516. Commissioner Craig seconded the motion. Motion to
approve carried 7:0.
7) CA-1488: Request for a Certificate of Appropriateness to allow the demolition of
a residential structure.
Location: 706-08 3rd Street
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. The subject request was tabled at the
July 14 meeting and is a request for a certificate of appropriateness to allow the
demolition of a residential structure at 706-08 3`d Street.
The request was tabled to allow David Bradley time to negotiate a purchase with the
property owner. On August 11, Pam Loiacano informed the Commission that Mr.
Bradley was no longer pursuing the purchase.
Mr. Richardson recommended approval of the request.
Sean Williams, Demolitions Inspector, addressed the Commission.
Commissioner Craig made a motion to approve a Certificate of Appropriateness to
allow the demolition of a residential structure at 706-08 Yd Street as requested in
CA-1488. Commissioner Broussard seconded the motion. Motion to approve
carried 7:0.
8) CA- 1505: Request for a Certificate of Appropriateness to allow the demolition of
a residential structure.
Location: 2355 Rusk
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. The subject structure was tagged as
substandard on January 29, 2008. The owner never enrolled in a work program.
The structure has 50% or more damage of non -supporting members and 33% or
more damage of supporting members. The structure is not suitable for
rehabilitation.
Mr. Richardson recommend approval of the request.
Slides of the property were shown. Verification of the correct property was made.

Appropriateness to allow the demolition of a residential structure at 2355 Rusk as
requested in CA-1505. Commissioner Richardson seconded the motion. Motion
to approve carried 7:0.
9) CA-1506: Request for a Certificate of Appropriateness to allow the demolition of
a residential structure.
Location: 35 Minor
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. The structure was tagged as substandard
on January 29, 2008. The owner never enrolled in a work repair program. The
structure has 50% or more damage of non -supporting members and 33% or more
damage of supporting members. The structure is not suitable for rehabilitation.
Mr. Richardson recommend approval of the request.
Commissioner Richardson made a motion to approve a Certificate of
Appropriateness to allow the demolition of a residential structure at 35 Minor as
requested in CA-1506. Commissioner Blazek seconded the motion. The motion
carried 7:0.
10) CA-1507: Request for a Certificate of Appropriateness to allow the demolition of
a structure.
Location: 2601-05 Hazel
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. The structure was tagged as substandard
on May 8, 2006. The owner enrolled in work program but never completed the
work. The structure has 50% or more damage of non -supporting members. The
structure is not suitable for rehabilitation.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
Commissioner Blazek made a motion to approve a Certificate of Appropriateness
to allow the demolition of a structure at 2601-05 Hazel as requested in CA- 1507.
Commissioner Craig seconded the motion. Motion to approve canned 7:0.
11) CA-1508: Request for a Certificate of Appropriateness to allow the demolition of
a residential structure and garage apartment.
Location: 2475 Liberty
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. The structure was tagged as substandard
on July 7, 2006. The property is being purchased by Rodney and Shonte Cooley.

The Cooleys enrolled in a work repair program which has since expired. Work has
been done to the house but no building permits have been acquired.
The main structure has 50% or more damage of non -supporting members. The
garage apartment has 50% or more damage of non -supporting members and 33%
or more damage of supporting members. Both structures have been determined to
be unsuitable for rehabilitation.
Mr. Richardson recommended denial of the demolition of the main structure and
approval of demolition of the garage apartment.
Discussion followed between the Commission and Sean Williams.
Commissioner Richardson made a motion to approve a Certificate of
Appropriateness to allow the demolition of the garage apartment and denial of the
demolition of a residential structure at 2475 Liberty as requested in CA-1508.
Commissioner Blazek seconded the motion. Motion carried 7:0.
12) CA-1509: Request for a Certificate of Appropriateness to allow the demolition of
a residential structure.
Location: 585 N. 4"' Street
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. This item is a request for a certificate of
appropriateness to allow the demolition of a residential structure at 585 N. 4`' Street.
The subject structure was tagged as substandard on March 26, 2008. The structure
has extensive fire damage. The structure has 50% or more damage of non -
supporting members and 33% or more damage of supporting members. The
structure is not suitable for rehabilitation.
In 1986, the structure received an HC Designation. The structure was built c. 1910
and is an example of upper class housing built in Beaumont after the first
Spindletop boom.
Mr. Richardson recommended approval of the request.
Commissioner Broussard made a motion to approve a Certificate of
Appropriateness to allow the demolition of a residential structure at 585 N. 4'
Street as requested in CA- 1509. Commissioner Craig seconded the motion. Motion
to approve carried 7:0.
13) CA-1512: Request for a Certificate of Appropriateness to allow the demolition of
a residential structure.
Location: 985-87 N. 3`d Street

Mr. Richardson presented the staff report. The subject structure was tagged as
substandard on June 22, 2007. The property owner has never enrolled in a work
program. The structure has 33% or more damage of supporting members. The
structure is suitable for rehabilitation.
Sometime in the past, a two story apartment addition was constructed on the north
end of the house. The addition has destroyed any historical significance the original
structure may have had.
Mr. Richardson recommended approval of the request.
Commissioner Craig made a motion to approve a Certificate of Appropriateness to
allow the demolition of a residential structure at 985-87 N. 3r4 Street as requested
in CA-1512. Commissioner Blazek seconded the motion. Motion to approve
carried 7:0.
14) Historic Preservation Loan Report
Mr. Richardson stated that there would be an updated report next month.
(Commissioner Mehaffy arrived.)
15) Director's Report
Mr. Richardson stated that he had spoken with Brenda Beadle, coordinator for the
Tyrrell Park proj ect and said that parts of the existing structure would be preserved.
16) Historic District Code Enforcement Report
Ms. Varela submitted reports to the Commission.
