HISTORIC LANDMARK COMMISSION
December 8, 2008

A Regular Meeting of the Historic Landmark Commission was held on December 8, 2008
at 3:30 p.m. with the following members present:

APPROVAL OF THE MINUTES
Commissioner Broussard corrected the minutes from the October 13, 2008 meeting
showing Councilmember Wright as present and made a motion to approve as
corrected. Commissioner Chodzinski seconded the motion. Motion to approve
catried 8:0.
REGULAR MEETING
1) CA- 1501: Request for a Certificate of Appropriateness to allow a front porch.
Location: 2145 Pecos
Applicant: Tamiko Judge

Mr. Richardson presented the staff report. The porch was added without any
building permits or a certificate of appropriateness. However, the porch does
compliment the house.
Mr. Richardson recommended approval.
A slide of the subject property was shown.
Chairman Yoes asked for the applicant's comments.
The applicant was not present.
Commissioner Mehaffy made a motion to approve a Certificate of Appropriateness
to allow a front porch at 2145 Pecos as requested in CA-1501. Commissioner
Richardson seconded the motion. Motion to approve carried 8:0.
2) CA-1525: Request for a Certificate of Appropriateness to allow a wrought iron hand
rail on the front porch, awnings, a change in roof color and painting.
Location: 2335 Harrison
Applicant: Jimmy -John Akins
Mr. Richardson presented the staff report. Jimmy -John Akins states that the front
+ I porch hand rail will replicate the existing iron work on the house. Cloth awnings
will be installed over the two french doors on the front of the house. The existing
black shingled roof will be replaced with "Chelsea Green" asphalt shingles. The
body of the house will be painted Sherwin Williams "Roycroft Copper Red". Trim
will be painted Sherwin Williams "Roycroft Mist Gray" and accents will be painted
Sherwin Williams "Roycroft Brass" and Sherwin Williams "Roycroft Bottle
Green".
The 1991 SPARE Beaumont Survey states that the house was built c. 1930 and is
of the colonial style.
Mr. Richardson recommended approval of all of the requests except for the paint
scheme.
Chairman Yoes asked for the applicant's comments.
Jimmy -John Akins, the applicant, addressed the Commission. Discussion between
Mr. Akins and the Commission followed regarding paint colors.
Commissioner Jordan made a motion to approve a request for a Certificate of
Appropriateness to allow a wrought iron hand rail on the front porch, awnings, a
change in roof color and painting at 2335 Harrison as requested in CA-1525.
Commissioner Richardson seconded the motion. Motion to approve carried 8:0.

3) CA-1526: Request for a Certificate of Appropriateness to allow the painting of a
house.
Location: 2475 Liberty
Applicant: Rodney and Shonte' Cooley
Mr. Richardson presented the staff report. Rodney and Shonte' Cooley painted
some of the windows, door and trim at 2475 Liberty without a certificate of
appropriateness. The Cooley's would like to continue painting the fascia boards,
window trim, porch roof and door molding Sherwin Williams "Peace Yellow".
Sherwin Williams "Majolica Green" will be used on some window trim and on the
front porch above the front door. The window sills will be painted Sherwin
Williams "Fairfax Brown". The front door will be painted Sherwin Williams
"Harvest Gold".
Mr. Richardson recommended denial of the request.
Chairman Yocs asked for the applicant's comments.
Shonte' Cooley, the applicant, addressed the Commission. Mrs. Cooley stated that
the colors that were chosen are on the Sherwin Williams historic pallette.
Mr. Richardson pulled samples of colors from the Sherwin Williams pallette. Mrs.
Cooley pulled colors from different groupings on the pallette.
Discussion followed between staff, the applicant and the Commission.
Mrs. Varela distributed photos to the Commission.
Commissioner Chodzinski made a motion to approve a Certificate of
Appropriateness to allow the painting of a house at 2475 Liberty as requested in
CA- 1526. Commissioner Linsley seconded the motion. Motion to approve carried
8:0.
4) CA- 1529: Request for a Certificate of Appropriateness to allow a circular driveway
in the front yard and a two car parking space behind the house.
Location: 2655 Gladys
Applicant: Shaun Roberts
Mr. Richardson presented the staff report. This item is a request for a certificate of
appropriateness to allow a circular driveway in the front yard and a two car parking
space behind the house. The property is located at 2655 Gladys.
Shaun Roberts was recently given a certificate of appropriateness to construct a new
house. He would now like to construct the proposed parking with asphalt to match
the existing driveway.
Mr. Richardson recommended approval of the request.

Shaun Roberts addressed the Commission.
Commissioner Mehaffy made a motion to approve a Certificate of Appropriateness
to allow a circular driveway in the front yard and a two car parking space behind the
house at 2655 Gladys as requested in CA-1529. Commissioner Chodzinski
seconded the motion. Motion to approve carried 8:0.
5) CA-1531: Request for a Certificate of Appropriateness to allow the re -roofing of a
house.
Location: 2348 Pecos
Applicant: Michael Franks
Mr. Richardson stated that this request was approved by staff in house.
6) CA-1538: Request for a Certificate of Appropriateness to allow the construction of
a paved parking area in the rear yard.
Location: 2255 South
Applicant: Kenneth Luquette
Mr. Richardson presented the staff report. Kenneth Luquette states that there are
two apartment units located within the house and two units within the garage
apartment. He says that the rear yard has been used for resident parking for many
years. Examination of the property reveals some shell or gravel was laid sometime
in the past. Mr. Luquette will pave the parking area with concrete.
Mr. Richardson recommended approval of the request.

Mr. Luquette addressed the Commission.
Commissioner Jordan made a motion to approve a Certificate of Appropriateness
to allow the construction of a paved parking area in the rear yard at 2255 South as
requested in CA-1538. Commissioner Richardson seconded the motion. Motion
to approve carried 8:0.
7) CA- 1539: Request for a Certificate of Appropriateness to allow the demolition of
a house.
Location: 2669 Broadway
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. Pam Loiacano states that the subject
structure was tagged as substandard on July 29, 2008. Phillip Long is the owner of

the property. A year or two back, Mr. Long was granted a certificate of
appropriateness to renovate the structure. Little, if any, work was done.
Pam states the structure has 50% or more damage to non -supporting members. Two
outer walls have collapsed on the north and east sides of the structure.
Mr. Richardson recommended approval.
Mrs. Loiacano addressed the Commission and distributed photos of the house.
Commissioner Mehaffy made a motion to approve a Certificate of Appropriateness
to allow the demolition of a house at 2669 Broadway as requested in CA-1539.
Commissioner Richardson seconded the motion. Motion to approve carried 8:0.
8) CA-1545: Request fora Certificate of Appropriateness to allow the replacement of
a clay tile roof.
Location: 2525 Broadway
Applicant: Gold Triangle Investments
Mr. Richardson presented the staff report. The request is to allow the replacement
of an asbestos roofwith charcoal 30-year architectural shingles. The building is one
of three very similar apartment buildings Iocated adjacent to each other. The other
two buildings already have asphalt shingles.
Mr. Richardson recommended approval of the request.
Discussion followed between the Commission members.
Commissioner Richardson made a motion to approve a Certificate of
Appropriateness to allow the replacement of a clay tile roof at 2525 Broadway as
requested in CA-1545. Commissioner Jordan seconded the motion. Motion to
approve carried 8:0.
9) CA-1547: Request fora Certificate of Appropriateness to allow a circular driveway.
Location: 2172 Evalon
Applicant: Laura Veazia
Mr. Richardson presented the staff report. The applicant, Laura Veazia, stated that
they have always had a circular drive. Upon inspection of the property, staff found
that the existing driveway does not meet the Historic District paving standards. Ms.
Veazia has piles of gravel now sitting on the driveway which appear intended for
the driveway.
The Historic District regulations require any parking area to be paved with asphalt,
concrete or masonry pavers.

Mr. Richardson recommended approval subj ect to paving the driveway with asphalt,
concrete or masonry pavers.
Chairman Yoes asked for the applicant's comments.
Mrs. Veazia addressed the Commission and answered questions.
Commissioner Broussard made a motion to approve a Certificate of
Appropriateness to allow an asphalt circular driveway at 2172 Evalon as requested
in CA-1547. Commissioner Mehaffy seconded the motion. Motion to approve
carried 8:0.
10) CA-1554: Request for a Certificate of Appropriateness to allow the placement of
a portable building to be used as a laundry room for an apartment complex.
Location: 275 N. 7"' Street
Applicant: James Mathews
Mr. Richardson presented the staff report. James Mathews states that his tenants
requested that he provide laundry facilities for the apartment complex. Mr.
Mathews had a portable building moved in without a certificate of appropriateness.
The Zoning Ordinance states that accessory buildings must be compatible with the
I i! scale, shape, roof form, materials, detailing and colors of the main building.
Accessory buildings must have pitched roofs. The apartment building has a flat
roof. However, the district regulations require that any accessory structure have a
pitched roof.
Mr. Richardson recommended approval subject to the following conditions:
Paint the laundry room the color of the apartment building.
A six foot fence shall be constructed to screen the accessory structure from
Liberty.
Slides of the subject property were shown.
Chairman Yoes asked for the applicant's comments.
James Mathews addressed the Commission.
CommissionerMehaffy made a motion to approve a Certificate of Appropriateness
to allow the placement of a portable building to be used as a laundry room for an
apartment complex at 275 N. 7"' Street subject to the following conditions:
Paint the laundry room the color of the apartment building.
A six foot fence shall be constructed to screen the accessory structure from
Liberty.

Commissioner Chodzinski seconded the motion. Motion to approve carried 8:0.
11) CA- 1555: Request for a Certificate of Appropriateness to allow the painting of a
house.
Location: 1800 North Street
Applicant: T. W. Moak
Mr. Richardson presented the staff report. T.W. Moak painted the house without
a certificate of appropriateness. He states that he has painted the body of the house
Kilz "Comelian Red". The trim will be done in white and the shutters in black.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
Commissioner Richardson made a motion to approve a Certificate of
Appropriateness to allow the painting of a house at 1800 North Street as requested
in CA-1555. Commissioner Mehaffy seconded the motion. Motion to approve
carried 8:0.
12) Historic Preservation Loan Report
Mr. Richardson stated that there was $63,479.39 available.
13) Director's Report
Mr. Richardson distributed information on the 16"' Annual Preservation Conference
in January at St. Anthony Parish Hall.
14) Historic District Code Enforcement Report
Ms. Varela gave a verbal report to the Commission.
OTHER BUSINESS
Announcement of the Old Town Neighborhood Association Christmas Party that
evening.
Commissioner Chodzinski stated that the Texas Historical Commission's
symposium will be held in January 2009 in San Marcos, Texas.
Discussion followed about the history of the Commission and that some newer
members could possibly benefit from an overview of the Commission's function.
