REGULAR MEETING
HISTORIC LANDMARK COMMISSION
May 11, 2009

A Regular Meeting of the Historic Landmark Commission was held on May 11, 2009 at 3:30
p.m. with the following members present:

APPROVAL OF THE MINUTES
Commissioner Richardson made a motion to approve the minutes of the April 13,
2009 Regular Meeting. Commissioner Craig seconded the motion. Motion to
approve carried 8:0.
REGULAR MEETING
1) CA-1650: Request for a Certificate of Appropriateness to allow the construction of
a new house.
Location: 2445 Rusk
Applicant: Lopez Framing, Inc.

Mr. Richardson presented the staff report. The ranch style house will be sided with
hardie board. The body of the house will be painted Sherwin Williams "Weathered
Shingle" and the trim will be painted Sherwin Williams "Roycroft Copper Red".
The windows will be white framed aluminum. The architectural shingles will be
Owens Corning "Autumn Brown".
The block where the new house will be constructed consists mostly of houses with
wood siding.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
Chairman Yocs asked for the applicant's comments.
Bernardino Lopez, the applicant, addressed the Commission.
Commissioner Craig made a motion to approve a Certificate of Appropriateness to
allow the construction of a new house at 2445 Rusk as requested in CA-1650.
Commissioner LaBiche seconded the. motion. Motion to approve carried 8:0.
2) CA- 1656: Request for a Certificate of Appropriateness to allow a new commercial
building and related parking lot.
Location: 1850 Calder
Applicant: A-1 Glass
Mr. Richardson presented the staff report. The subject request is to allow the
construction of a commercial building and related parking lot. The property is
located at 1850 Calder. Part of the property is outside the Oaks Historic District
and the remaining is in the district.
A-1 Glass wishes to construct a building perpendicular to their existing building.
The new building will be used for storage for its business. The building will be
constructed with hardie board siding with a TO' wainscoating. Three decorative
overhead doors will be installed along the front of the building. The hardie board
will be painted a "Deep Tint Colonial Beige" and the trim will be painted "Off
White". The brick wainscoat will be "Matching Modular Beaumont Common".
In addition, A-1 Glass would like to construct additional parking for the business.
The parking lot is designed to allow for the maximum amount of landscaping and
to save as many healthy trees as possible. The setback issue for both the building
and three parking spaces was approved by the Board of Adjustment.
Mr. Richardson recommended approval of the request.

Rob Clark with Architectural Alliance, the architects for the project, addressed the
Commission.
Discussion followed between the Commission.
Commissioner LaBiche made a motion to approve a Certificate of Appropriateness
to allow a new commercial building and related parking lot at 1850 Calder as
requested in CA-1656. Commissioner Blazek seconded the motion. Motion to
approve carried 8:0.
3) CA-1661: Request for a Certificate of Appropriateness to allow the construction
of anew home.
Location: 2165 Liberty
Applicant: Saul -Diaz
Mr. Richardson presented the staff report. The 1,500 sq. ft. wood frame house will
be constructed with brick on the front facade and hardie board with an 8" profile on
the sides and rear. The brick will be an antique brick. The front door will have a
traditional look and the windows will be six over six white vinyl windows.
Architectural shingles will be installed. Trim and the hardie board will be painted
Sherwin Williams "Casa Blanca" which is a light beige. There are few houses left
in the 2100 block of Liberty. Most that remain have wood siding. There is one
house that is a mix of stucco and wood siding.
Mr. Richardson recommend approval subject to the brick being deleted on the front
of the house and that all sides be hardie board to blend in with the surrounding
houses in the block.
Slides of the subject property were shown.
Chairman Yoes asked for the applicant's comments.
Marco Lopez, addressed the Commission and answered questions.
Discussion followed between the applicant and the Commission regarding the
columns and brick.
Commissioner LaBiche made a motion to approve a Certificate of Appropriateness
to allow the construction of a new home at 2165 Liberty as requested in CA-1661
with the following clarifications:
• allow brick on the front of the house
• six over six windows on the front of the house
• 2' tall brick bases with wood columns smaller in diameter than the bases
• architectural shingles
• hardie plank and trim
• Sherwin Williams "Casa Blanca" SW 2060 Iight beige paint on trim
Commissioner Richardson seconded the motion. Motion to approve carried 8:0.

4) CA-1662: Request for a Certificate of Appropriateness to allow the replacement
of windows.
Location: 2586 Liberty
Applicant: Nazneen Khawaja
Mr. Richardson presented the staff report. The subject house currently has one
over one wood frame windows. The property owner states that the existing window
frames are rotted and need replacing. The applicant would like to replace the
windows with six over six white aluminum windows. The new windows will be the
same size as the existing.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
The applicant was not present.
Commissioner Craig made a motion to approve a Certificate of Appropriateness to
allow the replacement of windows at 2586 Liberty as requested in CA-1662.
Commissioner Blazek seconded the motion. Motion to approve carried 8:0.
5) Historic Preservation Loan Report
Mr. Richardson stated that there was $72,611.31 available.
6) Director's Report
Mr. Richardson updated the Commission on the meeting with Anna Mod.
Commissioner Chodzinski also commented on their meeting with Anna Mod.
7) Historic District Code Enforcement Report
Ms. Varela distributed her report to the Commission.
