HISTORIC LANDMARK COMMISSION
June 8, 2009

A Regular Meeting of the Historic Landmark Commission was held on June 8, 2009 at 3:30
p.m. with the following members present:

APPROVAL OF THE MINUTES
Commissioner Craig made a motion to approve the minutes of the May 11, 2009
Regular Meeting. Commissioner Chodzinski seconded the motion. Motion to
approve carried 7:0.
REGULAR MEETING
1) CA-1671: Request for a Certificate of Appropriateness to allow the demolition of
a house.
Location: 2280 Laurel
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. Ms. Loiacano states that the structure
was inspected and found to be in violation of the City of Beaumont Code of
Historic Landmark Commission

Ordinances pertaining to dangerous structures. The structure was tagged as
substandard on August 13, 2008. The structure has 50% or more damage to non -
supporting members and 33% or more to supporting members.
In March, the Historic Landmark Commission approved a CA to allow the
replacement of the tile roof. No work program has been initiated, but the house has
been purchased from Mr. Brosnahan and the plans are to renovate it.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
Chairman Yoes asked for the applicant's comments.
Ms. Loiacano addressed the Commission and stated that the new owner had
enrolled in the work program. The request for the Certificate of Appropriateness
is in the event that the renovation is not complete and then the City would demolish
the house. The applicant has 150 days to complete the work.
In response to Commissioner Chodzinski, Ms. Loiacano stated that if any amount
of work had been completed and with ongoing renovations City Council would
probably not pursue the demolition. If in 90 days, no work has been done, the
property could be condemned at that time.
In addition, Ms. Loiacano said thatthe demolition requesthad beenpresented to the
City Council before it was presented the Historic Landmark Commission.
Commissioner Chodzinski asked that because Council had already ordered the
demolition, did it make any difference what the Historic Commission decided and
Ms. Loiacano said that it did not.
Commissioner Craig made a motion to approve a Certificate of Appropriateness to
allow the demolition of a house at 2280 Laurel as requested in 2280 Laurel.
Commissioner Turner seconded the motion. Motion to approve carried 5:3.
2) CA-1672: Request for a Certificate of Appropriateness to allow the demolition a
duplex.
Location: 2555 Broadway
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. Ms. Loiacano states that the structure
was inspected and found to be in violation of the City of Beaumont Code of
Ordinances pertaining to dangerous structures. The structure was tagged as
substandard on January 29, 2009. No work program has been initiated.
The structure has 50% or more damage of non -supporting members.
Mr. Richardson recommended approval of the request.

Ms. Loiacano discussed the request with the Commission.
Commissioner LaBiche made a motion to approve a Certificate of Appropriateness
to allow the demolition a duplex at 2555 Broadway as requested in CA-1672.
Commissioner Craig seconded the motion. Motion to approve carried 8:0.
3) CA-1673: Request for a Certificate of Appropriateness to allow the demolition of
a house.
Location: 230 6°i Street
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. Ms. Loiacano states that the structure
was inspected and found to be in violation of the City of Beaumont Code of
Ordinances pertaining to dangerous structures. The structure was tagged as
substandard on February 13, 2008. No work program has been initiated.
The structure has 50% or more damage of non -supporting members and 33% or
more damage of supporting members.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
Chairman Yoes asked for the applicant's comments.
Ms. Loiacano addressed the Commission and answered questions.
Commissioner Craig made a motion to approve a Certificate of Appropriateness to
allow the demolition of a house at 230 60' Street . as requested in CA-1673.
Commissioner LaBiche seconded the motion. Motion to approve carried 8:0.
4) Historic Preservation Loan Report
Mr. Richardson stated that there was $74,844.29 available.
6) Director's Report
Possible use of CDBG funds for the acquisition of property.
Commissioner Chodzinski commented on her meeting with the new owners of The
Pig Stand.
7) Historic District Code Enforcement Report
Ms. Varela distributed her report to the Commission.

OTHER BUSINESS
Commissioner LaBiche updated the Commission on the progress of the County
Courthouse.
