HISTORIC LANDMARK COMMISSION

A Regular Meeting of the Historic Landmark Commission was held on July 13, 2009 at 3 :30
p.m. with the following members present:

APPROVAL OF THE MINUTES
Commissioner Chodzinski made an amendment to the minutes of the June 8, 2009
meeting and asked that the discussion held between Ms. Loiacano and the
Commission regarding CA-1671 be stated in detail.
Commissioner Craig made a motion to approve the June 8, 2009 minutes with the
addition as stated. Commissioner Richardson seconded the motion. Motion to
approve carried 8:0.

REGULAR ME, ETING
1) CA-1707: Request for a Certificate of Appropriateness to allow the demolition of
an existing house and the construction of a new house.
Location: 2220 North Street
Applicant: Excello Construction
Mr. Richardson presented the staff report. This item is a request for a certificate of
appropriateness to allow the demolition of an existing house and the construction
of a new house. The property is located at 2220 North. The new structure will be
a Hurricane Rita replacement house.
The approximately 910 sq. ft. house will -be constructed on a pier and beam
foundation. It will be sided with 6" hardi-plank. The roof will be shingled with
brown architectural shingles. The white aluminum windows will be 6 over 6. The
body of the house will be painted Sherwin Williams "Chop Sticks" and the trim will
be painted Sherwin Williams "Portico".
The 2200 block of North is a mixture of single family residential, apartments and
commercial. No single architectural style is prevalent.
Mr. Richardson recommended approval of the request.
Slides of the subject property were shown.
Chairman Yoes asked for the applicant's comments.
Darin Driscoll of Excello Construction, the applicant, addressed the Commission.
Commissioner Richardson made a motion to approve a Certificate of
Appropriateness to allow the demolition of an existing house and the construction
of a new house at 2220 North Street as requested in CA-1707 subject to the
following condition:
Expand the front porch so that the eaves extend from the inside of each
window and line up the peak of the roof on the porch with the peak of the
roof on the house.
Commissioner Jordan seconded the motion. Motion carried 8:0.
2) CA-1710: Request for a Certificate of Appropriateness to allow the replacement of
an existing 4' tall chain hak fence with a 5' tall chain link fence.
Location: 2290 Liberty
Applicant: Sidney Caywood
Mr. Richardson presented the staff report. The applicant, Mr. Caywood, stated that
the fence has storm damage. Part of the fence along the east property line has been
removed.

Fences within a front or corner side yard mustbe constructed of wrought iron, wood
or brick. Chain link fences are permitted only in backyards and must not be visible
from abutting streets.
Mr. Richardson recommended denial of that portion of the fence that is between 7'
Street and the garage apartment and between the front of the house and Liberty.
Slides of the subject property were shown.
Chairman Yoes asked for the applicant's continents.
Mr. and Mrs. Caywood addressed the Commission, Discussion followed.
Commissioner Jordan made a motion to approve a Certificate of Appropriateness
for the property at 2290 Liberty as requested in CA-1710 subject to the following
conditions:
• A five (5) foot fence is permitted along the north and east property lines up
to the setback of the garage apartment and the house.
• The four (4) foot tall section of the fence that runs between the garage
apartment and 7"' Street can be replaced with a new four (4) foot tall chain
Iink fence.
• No chain link fence will be allowed along the east property line from the
setback of the house to Liberty.
Commissioner Linsley seconded the motion. Motion carried 8:0.
4) Historic Preservation Loan Report
Mr. Richardson stated that there was $81,784.37 available.

Ms. Varela distributed her report to the Commission.
OTHER BUSINESS
Commissioner Jordan asked staff to conduct a workshop on demolition by neglect.
Commissioner Blazek announced that Ida Reed Park was selected for the new Dog
Park.
