HISTORIC LANDMARK COMMISSION
August 10, 2009

A Regular Meeting of the Historic Landmark Commission was held on August 10, 2009 at
3:30 p.m. with the following members present:

APPROVAL OF THE MINUTES
Commissioner Richardson made a motion to approve the July 13, 2009 minutes.
Commissioner Chodzinski seconded the motion. Motion to approve carried 7:0.
REGULAR MEETING
1) CA-1718: Request for a Certificate of Appropriateness to allow the removal of tile
roof and the installation of composition shingles.
Location: 2300 McFaddin
Applicant: Daniel Powell
(Commissioner Linsley arrived.)

Mr. Richardson presented the staff report. Daniel Powell, representing the
homeowner, states that the house will be roofed with GAF Camelot - Williamsburg
Slate composition shingle. A visual inspection of the house found a number of
broken tile shingles.
Mr. Richardson recommended approval of the request.
SIides of the subject property were shown.
Chairman Yoes asked for the applicant's comments. The applicant was not present.
Commissioner Richardson made a motion to approve a Certificate of
Appropriateness to allow the removal of the roof and the installation of composition
shingles at 2300 McFaddin as requested in CA-1718. Commissioner Chodzinski
seconded the motion. Motion to approve carried 8:0.
2) CA-1720: Request for a Certificate of Appropriateness to allow the demolition of
a house.
Location: 2110 Ashley
Applicant: City of Beaumont Buildng Codes Division
Mr. Richardson presented the staff report. Pam Loiacano, City of Beaumont
Demolition Coordinator, states that the house was tagged as substandard on March
20, 2009. Pam states that the house has 50% or more damage of non -Supporting
members and 33% or more damage of supporting members. The house has been
determined to not be suitable for rehabilitation.
The house is not included in the SPARE Beaumont survey.
Mr. Richardson recommended approval of the request.
Chairman Yoes asked for the applicant's comments.
Ms. Loiacano addressed the Commission and distributed photos of the subject
property.
Commissioner Blazek made a motion to approve a Certificate of Appropriateness
for the demolition of a house at 2110 Ashley as requested in CA-1720.
Commissioner Turner seconded the motion. Motion to approve carried 8:0.
3) CA-1721: Request for a Certificate of Appropriateness to allow the demolition of
a house.
Location: 2222 North Street
Applicant: City of Beaumont Building Codes Division
Mr. Richardson presented the staff report. Ms. Loiacano states that the house was
tagged as substandard on February 8, 2008. She states the house has 50% or more
damage of non -supporting members and 33% or more damage of the supporting
members. The house has been determined to not be suitable for rehabilitation.

The house is included in the 1990 SPARE Beaumont survey. The house was built
c. 1919 and is of the National Folk style. The house is typical of middle class
housing built in Beaumont in the 1920's.
Mr. Richardson recommended approval.
A slide of the property was shown.
Commissioner Jordan made a motion to approve a Certificate of Appropriateness
to allow the demolition of a house at 2222 North as requested in CA-1721.
Commissioner Chodzinski seconded the motion. Motion to approve carried 8:0.
4) CA-1724: Request for a Certificate of Appropriateness to allow parking on a shell
area located in the front yard of a house.
Location: 1923 Broadway
Applicant: Stephanie Norman
Mr. Richardson presented the staf f report. This item is a request for a certificate of
appropriateness to allow an approximately 18' x 50' shell parking area in the front
yard of the house at 1923 Broadway.
Stephanie Norman, representing the homeowner, states that shell exists under the
grass and has historically been used for parking. Grass has not grown over the shell
and is barely visible, if at all.
The Zoning Ordinance states that all shell parking that were there at the time of the
adoption of the Historic District Regulations must be removed or made to conform
with the regulations. The parking would have to be paved with asphalt, concrete or
pavers.
Mr. Richardson recommended denial of any parking in the front yard other than in
the existing driveway.
Slides of the subject property were shown.
Chairman Yoes asked for the applicant's comments.
Kimberly Bonura addressed the Commission on behalf of Stephanie Norman and
her grandmother, who lives in the home.
Discussion followed between the Commission and Ms. Bonura.
Chairman Yoes asked for comments.
Marc McDonald addressed the Commission.
Virginia Jordan addressed the Commission.
Charles Stanton addressed the Commission.

Stone Haynes addressed the Commission.
Commissioner Blazek made a motion to deny a Certificate of Appropriateness to
allow parking on a shell area located in the front yard of a house at 1923 Broadway
as requested in CA-1724. Commissioner Chodzinski seconded the motion. Motion
to deny carried 8:0.
5) CA-1726: Request for a Certificate of Appropriateness to allow the demolition of
a house.
Location: 1940 Long
Applicant: City of Beaumont Building
Mr. Richardson presented the staff. Ms. Loiacano states that the house was tagged
as substandard on July 8, 2009. The property owners have signed a demolition
consent form. Pam says that the house has 50% or more damage to non -supporting
members. The house has been determined to be suitable for rehabilitation.
The house is not listed in the SPARE Beaumont survey.
Mr. Richardson recommend approval.
Commissioner Blazek made a motion to approve a Certificate of Appropriateness
to allow the demolition of a house at 1940 Long as requested in CA-1726.
Commissioner Jordan seconded the motion. Motion to approve carried 7:1
(Broussard).
4) Historic Preservation Loan Report
Mr. Richardson stated that there was $84,017.87 available.
6) Director's Report
Commissioner Chodzinski reported on the status of the application to the Texas
Historical Commission for the Visionary Preservation Program,

Ms. Varela distributed her report to the Commission.
