A Regular Meeting of the Historic Landmark Commission was held on May 10, 2010 at 3 :30
p.m. with the following members present:

APPROVAL OF THE MINUTES
Commissioner Craig made a motion to approve the April 12, 2010 minutes.
Chairman Blazek seconded the motion. Motion to approve carried 9:0.
REGULAR MEETING
1) CA-1808: Request for a Certificate of Appropriateness to allow the construction of
a new house,
Location: 1893 Long
Applicant: Justin Johnson for Tegrity Homes

Mr. Richardson presented the staff report. This item is a request for a certificate of
appropriateness to allow the demolition of an existing house and the construction
of a new house at 1893 Long.
In April, this item was presented to the Historic Landmark Commission with one
difference. The proposed house was to be on a slab foundation. The Commission
stated at that time that since the other houses in the vicinity were on pier and beam,
it would require that the new house be on pier and beam as well.
Staff received a letter from Tegrity stating that it would build the house with a pier
and beam foundation system.
Mr. Richardson recommended approval of the demolition and the new construction
subject to the following conditions:
• Install an architectural shingle in Weathered Wood.
• Place the house on a pier and beam foundation system.
Slides of the subject property were shown.
Chairman Blazek asked for the applicant's comments.
Justin Johnson with Tegrity Homes addressed the Commission.
Commissioner Yoes made a motion to approve a Certificate of Appropriateness to
allow the construction of a new house at 1893 Long as requested in CA-1808,
subject to the following conditions:
• Install an architectural shingle in Weathered Wood.
• Place the house on a pier and beam foundation system.
Commissioner Turner seconded the motion. Motion to approve carried 9:0.
2) CA-1814: Request for a Certificate of Appropriateness to allow a circular concrete
driveway in the front yard.
Location: 2366 Smart
Applicant: Jorge Torres
Mr. Richardson presented the staff report. The applicant, Jorge Torres, would like
to construct a 12' wide circular drive that would tie in with his existing driveway.
In addition, he would construct a Tx 12' extension on the west side of the property
to provide a back-up space. By constructing the driveway as submitted, Mr. Torres
would basically be paving his entire front yard for parking.
Mr. Richardson recommended denial of the request.
Chairman Blazek asked for comments.
Commissioner Yoes made a motion to deny a Certificate of Appropriateness to
allow a circular concrete driveway in the front yard at 2366 Smart as requested in

CA-1814. Chairman Blazek seconded the motion. Motion to deny carried 9:0.
3) CA-1817: Request for a Certificate of Appropriateness to allowa. metal carport and
metal storage building.
Location: 2495 Angelina
Applicant: Kendall and Brenda Simien
Mr. Richardson presented the staff report. The applicants, Kendall and Brenda
Simien, installed the carport without a building permit and both the carport and
storage building were installed without any certificates of appropriateness.
The Historic District regulations state that pre -fabricated metal accessory buildings
are permitted if they are completely screened from view of any abutting street.
While the carport would be considered a pre -fabricated metal accessory building,
it cannot be completely screened from the street without a minimum 10' tall
screening fence and a 10' tall gate across the driveway.
Mr. Richardson recommend denial of the carport and approval of the storage
building subject to the following condition:
The storage buildingmust be completely screened from any abutting street.
Slides of the property were shown.
Chairman Blazek asked for comments.
Kendall Simien addressed the Commission. Discussed followed between Mr.
Simien and the Commission regarding possible solutions.
Commissioner Craig made a motion to approve a Certificate of Appropriateness to
allow a metal carport and metal storage building at 2495 Angelina as requested in
CA-1817, subject to the following conditions:
The storage building must be completely screened from any abutting street.
The roof must be painted the same color as the home.
Commissioner Chodzinski seconded the motion. Motion to approve carried 9:0.
4) CA-1822: Request a Certificate of Appropriateness to allow the demolition of an
existing house and the construction of a new house.
Location: 2095 Angelina
Applicant: SWMJ Construction
Mr. Richardson presented the staff report. The applicant, SWMJ Construction, will
be building a replacement house for the house damaged by Hurricane Rita. The
new house will have a gable roof covered with Corning 3-tab shingles in Weathered
Wood. The house will be sided with 8" lap siding and painted ICI Paints "Historic
Tan". The windows will be white aluminum one over one.

The existing house as well as the other houses in the block are on pier and beam
foundations.
Mr. Richardson recommended approval of the demolition of the existing house and
construction of the new house subject to the following conditions:
• The roof will be covered with Corning architectural shingles in Weathered
Wood.
• Place the house on a pier and beam foundation.
Slides of the subject property were shown,
Chairman Blazek asked for comments.
A representative from SWMJ Construction addressed the Commission and
discussion followed.
Commissioner Yoes made a motion to approve the Certificate of Appropriateness
to allow the demolition of an existing house and the construction of a new house at
2095 Angelina as requested in CA-1822, subject to the following conditions:
• The roof will be covered with Corning architectural shingles in Weathered
Wood.
• Place the house on a pier and beam foundation.
Commissioner Craig seconded the motion. Motion to approve carried 9:0.
5) Historic Preservation Loan Report
Mr. Richardson stated that there was $125,607.12 available.
6) Director's Report
Commissioner Chodzinski updated the Commission on the Visionaries in
Preservation program.
7) Historic District Code Enforcement Report
Ms. Varela distributed her report to the Commission.
