Richardson, Planning Manager SUBJECT: Consider a request for approval of a replat of Blocks 1, 2, 9 & 10, John Sharbuaer Addition into Emerson Enclave Addition FILE: Replat - Emerson Enclave STAFF REPORT The Planning Manager recommends approval subject to the following conditions: 1. Need proof of payment for street lights and poles. (Transportation) 2. Space fire hydrants as per Fire Department=s requirements. (Fire) 3. Identify a minimum of two survey rods. (Engineering) 4. Need approval of drainage plans by DD#6. (Engineering) 5. Show dimensions of roadway at intersection with Washington. Must have a minimum 15' radius. (Engineering) 6. The water line will need to be looped to a different source. (Water Utilities) 7. The water and sanitary sewer lines must be located 7' back of curb. (Water Utilities) 8. Water Utilities would prefer that the sanitary sewer manhole not be located in the entrance. (Water Utilities) 9. The 8" water main can not be wrapped around the cul-de-sac. (Water Utilities) 10. The water services are to be located 5' to the right of the center of the lot. (Water Utilities) 11. Plans must be sealed by a Registered Professional Engineer licensed in the State of Texas. (Water Utilities) 12. All TCEQ regulations regarding water and sanitary sewer separation distances must be adhered to. (Water Utilities) 13. Combine Lots 4 and 13, Block 2. Lot 13 does not meet the minimum lot depth requirement. (Planning) 14. Provide a 10' wide general utility easement along E. Emerson, W. Emerson and S. Emerson. (Entergy) and with a variance to the maximum number of lots that can be served by a single outlet residential street. Chesterfield Engineering has applied for approval of a replat of Blocks 1, 2 9 and 10, John Sharbuaer Addition into Emerson Enclave Addition, a 15.16 acre, 45 lot, single family STAFF REPORT continued residential subdivision. The property is located on the south side of Washington Boulevard, west of Fleetwood Addition. All public improvements will be constructed to city standards. The property will be served by a looped street with one 45' wide ingress/egress point at Washington. The subject property is bounded on the south and east by Fleetwood Addition and part of Block 3 of the Sharbuaer Addition. To the west is the 140' wide Hillebrandt Bayou. The Subdivision Regulations state that a single outlet residential street shall serve no more than 32 dwelling units. In this instance, the subject property is surrounded on two sides by platted property. The property is bound on the west by the 140' wide Hillebrandt Bayou. The property is basically landlocked. The applicant is requesting a variance to the maximum allowable lot number from 32 to 45. In addition, the mean depth of Lot 13 is 95'. The minimum lot depth requirement is 100'. This item was sent to all interested parties. Engineering, Fire, Transportation, Planning, Entergy and Water Utilities placed conditions upon approval of the preliminary plat. Exhibits are attached.
