Richardson, Planning Manager SUBJECT: Consider a request for a replat of Bell Pointe Subdivision FILE: Replat - Bell Pointe Subdivision STAFF REPORT The Planning Manager recommends approval of this request subject to the removal of the 2' wide non-access easement. Carroll & Blackman, Inc. is requesting a replat of Bell Pointe Subdivision for the purpose of dedicating the private street, Bell Pointe, for public use. The property is located at 1955 Dowlen and 6455 Bell Pointe. The final plat for Bell Pointe was approved August, 2001. That plat consisted of Lot 1, which was developed with the Neches Federal Union, Lot 2, which is zoned RS, and Bell Pointe, a private street. Lot 2 is now under contract for sale with tentative plans by a local developer to construct a multi-lot residential subdivision. In accommodation of the prospective buyer=s development plans, Neches Federal Credit Union, by letter to the City Engineer dated February 17, 2006, made a formal request to the City of Beaumont to accept the dedication of the existing street and related drainage improvements into the public street system. The street was inspected by the City and a list of conditions was generated by the City Engineer. According to the applicant, all of those conditions have been addressed. The water and sanitary sewer system were accepted for maintenance by the City in August, 2001. In review of this replat, the Transportation Manager recommends eliminating the 2' wide non-access easement along the north side of the property, thereby allowing for the possible construction of a driveway from the Dowlen Green Apartments to Bell Pointe. This would help ease a couple of traffic safety issues along Dowlen. The close proximity of an adjacent driveway at the Dowlen Green Apartments and the existing median cut on Dowlen has created cause for concern. Motorists, on numerous occasions, have been observed exiting the southernmost Dowlen Green driveway and improperly making a u-turn into the median cut to proceed north on Dowlen Road. STAFF REPORT continued The Transportation Manager states that a re-configuration of the Dowlen Green driveway to allow ingress only and the addition of an egress drive accessing Bell Pointe is highly desirable. These modifications would not only address the aforementioned unsafe traffic movements but would ease congestion along Dowlen Road through the elimination of an egress point. Exhibits are attached.
