SUBJECT: Consider a request for preliminary plat approval of Vision
Village.

STAFF REPORT
The Planning Manager recommends approval subject to the following
conditions:
Provide the necessary fire hydrants as per the Fire Marshall=s
requirements.
Install stop signs and street markers as per Transportation
Manager=s requirements.
The recorded 30' access easement needs to be shown on the
north side of Lot 1, Block 1.
Submit TxDOT approval of Major Dr. east ditch as the discharge
point of area drained.
Provide appropriate drainage pipe size that can be
accommodated by Major Dr. ditch or alternative drainage into
DD#6 Ditch to the south.
Emmanuel Baptist Church of Jesus Christ proposes to develop a
church, school, game fields and park, senior housing apartments and a
single family residential subdivision. All of this development is to
occur on a 42.227 acre tract at 2725 South Major Drive.
The whole complex will be phased with Phase One including streets
and drainage, a 22,000 sq. ft. assembly hall, church parking and a
33 lot single family residential subdivision. The entire development
will be accessed by a 60' wide minor collector with two 16.5' lanes
and a 6' wide median. The four streets serving the single family
residential area will have 50' wide right-of-ways and 28' pavement
widths. The subdivision will meet all city development standards.
