Richardson, Planning Manager SUBJECT: Consider a request for preliminary plat approval of The Meadows, Phase I, East and West FILE: Preliminary Plat - The Meadows, Phase I STAFF REPORT The Planning Manager recommends approval of the preliminary plat subject to the following conditions:  Dedicate 20' of additional right-of-way for Dishman Road. (Planning)  Place a note on the final plat that states A Maintenance of the temporary ditches will be the responsibility of the landowners.@ (DD#6)  Phase I East - Street lights will not be allowed on both corners of Meadow Park @ Dishman, Spring, Blue Stem and Maidengrass Streets. Street lights are to be placed in the median or on one corner only. (Transportation)  Phase I East - Omit street lights at the southeast and southwest corner of Lot 13, Block 2 and at the southeast corner of Lot 12, Block 3. (Transportation)  Phase I East - Add street lights at the following locations: - southwest corner of Lot 10, Block 2 - northwest corner of Lot 12, Block 2 - southwest corner of Lot 15, Block 2 - southeast corner of Lot 17, Block 3. (Transportation)  Provide a temporary cul-de-sac and install A End of Roadway @ markers at the dead-end of Ridge Lane. (Transportation)  The City will not be responsible for the maintenance of the median on Meadow Park. (Transportation)  Each side of Meadow Park is to operate as a one-way street. (Transportation)  The developer will be responsible for the initial installation of stop/yield signs, one-way signs and street markers throughout the subdivision. (Water Utilities)  Phase I East - Install a temporary flush out at the end of Meadow Park. (Water Utilities)  Phase I East - On Lots 3, 12 and 21, Block 1, the flush outs should be at the end of the line and not with meters after them. (Water Utilities)  Phase I West - The proposed water and sanitary sewer mains will need to be installed across the entire frontage of the property as per letter dated November 18, 2003 to Mr. Martin Broussard from Mr. Kyle Hayes, City Manager. (Water Utilities)  Phase I East and West - Provide a Note #10 that reads A All lots shall be graded to drain to streets. Lots shall not drain onto adjacent lots before and after structures are built.@ (Engineering)  Phase I East and West - Provide H-Analysis data for hydraulic gradient. (Engineering) Schaumburg and Polk, Inc. has applied for preliminary plat approval of The Meadows, Phase I East and West. The subdivision plat includes 61 single family residential lots in Phase I East and 90 single family residential lots and two commercial tracts in Phase I West. Phase I East and West consists of 55.687 acres. All water, sanitary sewer, storm sewer and street paving will be constructed to city standards. All utilities will be underground. Access to the subdivision will be off of Dishman Road. This preliminary plat was sent to all interested parties. No negative responses were received. The Planning Manager is requiring that 20' of additional street right-of-way be dedicated along the south side of Dishman Road. The Major Street and Highway Plan designates Dishman Road as a major arterial. 100' of right-of-way is required. Dishman Road currently has a 60' right-of-way. Exhibits are attached.
