Richardson, Planning Manager SUBJECT: Consider a request for a preliminary of River Ranch FILE: Preliminary Plat - River Ranch STAFF REPORT The Planning Manager recommends approval of this preliminary plat subject to the following condition: 1. Provide proof of pavement for street lights and poles. (Transportation) 2. Construct a sidewalk along the west side of Reins Road. (Planning) 3. Show principal dimensions, ditches and flow direction on Reins Road. (Engineering) 4. Show all culvert sizes. (Engineering) 5. Show proposed radii at Frio and Reins intersection. (Engineering) 6. Submit support showing that the existing ditch can handle the increase flow and analyze existing system. Submit and show calculations for the channel discharge to the existing ditch. (Engineering) The Planning Manager also recommends a waiver to the maximum cul-de-sac length and to the minimum one acre lot size. In March and April, 2007, the Planning Commission denied a preliminary plat of River Ranch due to the number of lots proposed on a single outlet street. The latest revision has the subdivision being developed in two phases with Phase One being served by a cul-de-sac approximately 1,320' in length and built with a 60' wide right-of-way, 20' wide concrete pavement and open ditches. Eighteen lots will be served by this street. Lot sizes will vary from 0.852 acres to 1.174 acres. The Subdivision Regulations state that a single outlet rural residential cul-de-sac shall not exceed 800 feet in length. Lots must be a minimum of one acre in size. The Subdivision Regulations also allow no more than 24 lots on a single outlet rural street. The subdivision, as submitted, will conform to this regulation. Phase Two will consist of another six lots each 0.925 acres in size served by a cul-de-sac approximately 680' in length with a 60' right-of-way, 20' wide concrete pavement and open ditches. STAFF REPORT continued The Major Street and Highway Plan designates Reins Road as a Major Collector. As such, a 100' minimum right-of-way is required. The subdivision plat shows a 20' right-of-way dedication along the west side of Reins Road. Meeker Municipal Water District will provide water service to this development through an existing 8" main located on the east side of Reins Road. Each homeowner will be responsible for installing and maintaining their own approved wastewater disposal system. The Subdivision Regulations also require that sidewalks be constructed along all arterial and collector streets. Reins Road is classified as a Major Collector. This item was sent to all interested parties. The developer, DD#6 and the County Engineer have met and agreed on a solution to the drainage situation on Reins Road. Exhibits are attached.
