Phases I and II

STAFF REPORT
The Planning Manager recommends approval subject to the following
conditions:
1. All fire hydrants must be located at a property line.

2. Show the existing sanitary sewer main along Concord.

3. The sanitary sewer main at Lots 49 - 51 will not be able
to curve. Install manholes where necessary to eliminate
the curving of the main. (Water Utilities)
4. A manhole will need to be installed at St. Helena and
Concord. (Water Utilities)
5. Provide a 15' x 15' corner clip on every corner of every
intersection. (Transportation)
6. Chrystal and Misti Lanes shall be aligned. The
Subdivision Regulations require a minimum of 150' from
centerline to centerline. (Transportation and
Engineering)
7. If decorative lighting is to be utilized, provide a
separation of no greater than 76' between light poles.
If luminaries will be utilized, minimum distance between
poles is 200'. (Transportation)
8. Indicate on the plat sight distances and provide hachuring
for sight areas. (Transportation)
9. Provide a transition from that part of St. Helena north
of and outside of the plat and that part of St. Helena
within the plat. (Transportation)
10. Show right-of-way and pavement widths on all streets.

11. Show all cul-de-sac radii. (Engineering)
12. Regent St. right-of-way width in Ph. II shall be the same
as the right-of-way width in Ph. I. (Engineering)
13. Lots 83 - 87 shall have a 100' depth or a variance to the
lot depth requirement must be granted by the Planning
Commission. (Planning)
14. Show side lot dimensions on Lots 44-46. (Planning)
Fittz and Shipman, Inc. has applied for an amended preliminary
plat of Regent II, Phases I and II. The purpose of the amended
preliminary plat is to allow the Beaumont Housing Authority
to proceed with the construction of houses in Phase I since
all improvements exist. In addition, St. Helena is to be
realigned to eliminate the costly relocation of Entergy=s
existing transmission line. It estimated that relocating that
line would cost $300,000 to $500,000.
STAFF REPORT continued
Both Engineering and Transportation have recommended that Maime
Street and St. Helena Street be connected to provide common
access between Regents I and II. It is the desire of the Housing
Authority to keep the two sections separate and do not want
to connect the two streets. It does appear that Phases I and
II will have a connection via Regent St. Transportation has
also recommended that 5' wide sidewalks be installed on both
sides of all city streets. The subdivision regulations do not
require sidewalks along local streets.
