Richardson, Planning Manager SUBJECT: Consider a request for preliminary plat approval of Metropolitan Park, Phase Two FILE: Preliminary Plat - Metropolitan Park, Phase Two STAFF REPORT The Planning Manager recommends approval of this request subject to the following conditions and with a waiver of the temporary cul-de-sac requirement at the end o f Metropolitan Drive: 1. Revise the plat to reflect the platting of the garden homes only. (Planning) 2. Label the size of the water and sewer lines and show their location within the garden homes section. (Planning) 3. If zero lot line development is proposed, the appropriate building lines, necessary structural restrictions, five foot maintenance access easement and a maximum three foot roof overhang easement must be shown on the plat. (Planning) LEAP Engineering, LLC, has applied for preliminary plat approval of Metropolitan Park, Phase Two. The preliminary plat, as submitted, plats the 4 acres designated for garden homes and the 13 acres designated for estate lots. While preparing the staff report, the Planning Manager noticed that the estate lots are located within A-R zoning and do not meet the minimum one acre lot size. Therefore, after discussion with the consultant, the garden homes will be the only section platted in Phase Two. Sidewalks will be constructed along the entire length of Metropolitan Drive and along Metropolitan Court. The applicant is requesting a waiver of the temporary cul-de-sac requirement a the end of Metropolitan Drive. The preliminary plat of Phase Three with an extension of Metropolitan will be brought to the Planning Commission in June. This item was sent to all interested parties. No negative responses have been received. Exhibits are attached.
