STAFF REPORT
The Planning Manager recommends approval subject to the following
conditions:
1. Provide proof of payment for street lights and poles.

2. The water main will need to be looped. (Water Utilities)
3. Show the existing water and sanitary sewer tying into the
proposed facilities. (Water Utilities)
4. The flush for Lot 10, Block 2 will need to be extended
just past the meter which will be located 5 feet to the
right of the center of the lot. (Water Utilities)
5. Lot 9, Block 2 does not show a sewer tap. Some of the
single taps for Lots 6-9, Block 2 could be avoided. (Water
Utilities)
6. Sanitary sewer main across from Lot 1, Block 2 must stay
within the 50' private road and utility easement. (Water
Utilities)
7. Label the size of the proposed water and sanitary sewer
mains. (Water Utilities)
8. Water services need to be shown 5 feet to the right of
the center of the lot. (Water Utilities)
9. Label street dimensions. (Engineering)
10. Identify a minimum of two survey rods on the plat.

and with variances to the maximum lot number and the cul-de-sac
length requirement.
LEAP Engineering has applied for preliminary plat approval of
Metropolitan Park, Phase III, a 13.67 acre, 24 lot, single family
subdivision. The property is located west of Dowlen Road and
north of Barrington Heights Addition. Phase III is the third
and final phase of the Metropolitan Park development and will
consist of detached, single family homes on large lots. Phase
I includes commercial and high density residential. Phase II
includes garden homes. The lots and road in Phase III are out
of portions of a 300 acre tract formerly belonging to DD#6.
At one time, these tracts were to be part of a proposed golf
course that was never built.

All three phases are served by Metropolitan Drive, a public
(Phase I) and private (Phases II and III) street with a 26'
- 50' pavement width. The Subdivision Regulations state that
a single outlet residential street shall serve no more than
32 dwelling units. While Phase I will have
access to both Metropolitan Drive and Dowlen Road, Phases II
and III will have access through Metropolitan Drive only. The
total number of lots included within Phases II and III is 37.
Phases II and III are being platted to serve three different
home buyer markets. Lots in the Phase II vary in size from
0.11 acres to over one quarter acre. Lots in Phase III will
vary in size from one-quarter acre to over one acre. Property
to the north is owned by DD#6 and is used for floodwater retention
purposes. A 75' - 85' wide DD#6 drainage ditch runs along
the east, west and south sides of the subject property. Along
the east side and all but approximately 200' of the south
right-of-way line of the ditch are platted phases of Barrington
Heights. The property is basically landlocked.
In addition to requesting a variance to the maximum number of
lots, the applicant is also requesting a variance to the maximum
cul-de-sac length. The Subdivision Regulations state that a
cul-de-sac shall not exceed 800' in length. Metropolitan Drive
is approximately 2,170' in length.
This item was reviewed by all interested parties.
Transportation, Water Utilities and Engineering recommended
approval with conditions. The Fire Department, DD#6 and
Entergy approved the preliminary plat as submitted.
