Richardson, Planning Manager SUBJECT: Consider a request for preliminary plat approval of Metropolitan Park Garden Homes FILE: Preliminary Plat - Metropolitan Park Garden Homes STAFF REPORT The Planning Manager recommends approval of this request subject to the following conditions and with a waiver of the temporary cul-de-sac requirement at the end of Metropolitan Drive: 1. Label the size of the water and sewer lines and show their location. (Planning) 2. Put a note on the plat that prohibits the construction of any structures within the 15' rear building setback. (Planning) 3. Show all radii. (Engineering) 4. Drainage plans must be approved by DD#6. (Engineering) and with a variance to the minimum front building setback from 25' to 10'. LEAP Engineering, LLC, has applied for preliminary plat approval of Metropolitan Park Garden Homes. The property is located on the south side of the proposed Metropolitan Drive. In June, 2007, the Planning Commission approved a preliminary plat of Metropolitan Park, Phase II. As submitted, the subdivision was to be developed within the zero lot line concept. The developer has since decided against platting the property with zero lot lines. However, the applicant is requesting a variance to the minimum front yard building setback from 25' to 10'. The property is being developed with garden homes. This type of development is typically developed with minimal yards. The lots within this subdivision are accessed by rear alleys. These alleys are located within a 30' and 40' wide private road and utility easement. All garages in this subdivision will be rear-loaded, with no driveways in the front yards. Sidewalks will be constructed along the entire length of Metropolitan Drive and along Metropolitan Court. This item was sent to all interested parties. No negative responses have been received.
