Richardson, Planning Manager SUBJECT: Consider a request for a preliminary plat of Highlands Pointe=, Tracts H-1, H-2, H-3 and Pointe= Parkway FILE: Preliminary Plat - Highlands Pointe=, Tracts H-1, H-2, H-3 and Pointe= Parkway STAFF REPORT The Planning Manager recommends approval subject to the following condition:  Add Note #9: A All lots shall be graded to drain to streets and shall not drain onto adjacent lots before or after structures are built. Carroll & Blackman, Inc., the applicant, has applied for a preliminary plat of Highlands Pointe=, Tracts H-1 - H-3 and Pointe= Parkway. The three lots are zoned RM-H (Residential Multiple Family Dwelling-Highest Density) District and consist of a total of 6.52 acres. Pointe= Parkway will be developed as a boulevard section street that will serve both the adjoining tracts and the future residential development immediately to the north. The street will consist of two 24' wide travel lanes separated by a 9' wide median all within an 80' wide right-of-way. The developer, with DD#6 participating, will construct a bridge crossing the existing DD#6 channel. An owners= association will be formed to maintain the landscaping and irrigation system planned for the median. In addition, a 2' wide non-access easement will be dedicated as a part of this plat along the 200' frontage of the undeveloped tract east of Pointe= Parkway. Four foot wide sidewalks will be constructed along either side of Pointe= Parkway. Exhibits are attached. GENERAL INFORMATION/PUBLIC UTILITIES APPLICANT: Carroll & Blackman, Inc.
