Richardson, Planning Manager SUBJECT: Request for a preliminary plat of Highpoint Addition FILE: Preliminary Plat - Highpoint Addition STAFF REPORT The Planning Manager recommends approval of this request subject to the following conditions: 1. The sanitary sewer and water lines must be in 10' wide exclusive easements since Highpoint Addition will be private. (Water Utilities) 2. The distance between the sanitary sewer manholes appears to exceed the maximum distance allowed. Meet city standards. (Water Utilities) 3. Add a valve at Hackberry Drive and also at the end of Highpoint Avenue cul-de-sac. (Water Utilities) and with a variance to the cul-de-sac length requirement and to the maximum number of lots a single outlet residential street can serve. Carroll & Blackman, Inc., the applicant, is requesting preliminary plat approval of a 65 lot single family residential subdivision served by a private street. The 15.4 acre tract of land is located on RFD Road, northeast of the Meadowlands Addition. The subdivision will be built in two phases. Phase One encompasses 8.281 acres and Phase Two encompasses 7.136 acres. The A garden home @ subdivision has a typical lot size is 50' x 158'. The Subdivision Regulations state that a single outlet residential street shall serve no more than 32 dwelling units. 65 lots are planned. The Subdivision Regulations also state that a cul-de-sac street shall not exceed 800' in length. Highpoint Avenue is approximately 963' in length. Exhibits are attached.
