Richardson, Planning Manager SUBJECT: Consider a request for preliminary plat approval of Highlands Pointe= II FILE: Preliminary Plat - Highlands Pointe= II STAFF REPORT The Planning Manager recommends approval of this request. Carroll & Blackman, Inc. is requesting preliminary plat approval of Highlands Pointe= II, a 10.86 acre subdivision. The purpose of this plat is to create a buildable lot for Christian Fellowship Worship Center and to dedicate right-of-way for the extension of Pointe= Parkway. Christian Fellowship Worship Center was granted a specific use permit to allow the church in July, 2006. The church is dedicating 0.1482 acres for the extension of the street that will serve not only the church but also the undeveloped residential to the west. The developer of the Highlands Pointe= Addition will construct a concrete, hammer-head turnaround which includes a 32' wide drive turnout for the church project. Pointe= Parkway will consist of two 24' wide travel lanes separated by a 9' wide median in an 80' wide right-of-way. Consistent with the previous phase of construction, the owner/developer has agreed to create an owners= association to maintain the landscaping and irrigation system planned for the median or common area. Sidewalks will be constructed along both sides of Pointe= Parkway. The street and water and sewer improvements will be constructed to City specifications and dedicated for maintenance.
